Brian Collins motion to reappoint Debra Finkbeiner as the Code Enforcement and Zoning Officer for 2021 and set wages @ 15.65 hr and meeting pay @ 25.00 per mtg. Holidays and benefits to be the same as the roadcrew. Overtime to be approved by two supervisors, Jeremy Ruffner second. Motion carried with none opposed.
Jeremy Ruffner motion to reappoint Naddeo & Lewis Law Office as Township Solicitor for 2021 with the retainer at $1,400.00 per month, Brian Collins second. Motion carried with none opposed.

Jeremy Ruffner motion to reappoint the Secretary as the voting delegate to the Clearfield County Tax Collection Committee for 2021 and Clearfield Area School delegate as the alternate, Brian Collins second. Motion carried with none opposed.
Jeremy Ruffner motion to table decision for Emergency Management Coordinator for 2021 until speaking with present representative, Randy Powell second. Motion carried with none opposed.
Jeremy Ruffner motion to reappoint Jack Woolridge to the Vacancy Board, Randy Powell second. Motion carried with none opposed.
Jeremy Ruffner motion to reappoint Heather Bozovich as Solicitor for the Zoning Hearing Board for 2021, Brian Collins second. Motion carried with none opposed.
Brian Collins motion to set the mileage reimbursement rate @ the IRS Standard..(.56 cents per mile), Jeremy Ruffner second. Motion carried with none opposed.

Police Report:No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Ms. Lewis presented the Roadcrew Contract with the changes made as requested and agreed on.
Code Enforcement Officer: No Report.
Roadmasters Report: Ronald Woodling reported that the roadcrew made it thru the snow storm and he thanked the Roadcrew for a job well done. He also reported the Salt Shed at the new building is being completed and will be ready for material soon.
Secretary/Treasurer’s Report: Barbara Shaffner
Secretary Shaffner asked who plans to attend the PSATS State Conference so she can make the reservations. Supervisor Powell is the only one and Roadmaster Woodling might also attend.
The Secretary reported she submitted the renewal application for the Safety Committee and the township will be receiving the 5% discount because of having the Safety Committee. She also let the supervisors know she was not sure how much longer there would be a Safety Committee because it is hard to get the members to attend.
The Secretary/Treasurer asked permission to transfer 46,627.64 from the General Fund to the Fire Companies Capital Reserve Account for the balance on the 2 Mills not spent in Fire Companies Capital Purchase Budget for 2020. Randy Powell motion to approve the transfer of funds, Brian Collins second. Motion carried with none opposed.
The Secretary reported the Clearfield County Conservation District required the township to submit the grant application before year end for the Pifer Road Project. She completed the paperwork and the Chairman signed the grant in the amount of 157,298.50. This requires approval to apply for the grant retroactive to December 30th, 2020. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Supervisors Report:
Supervisor Ruffner also complimented the roadcrew and felt they did a tremendous job clearing the roads during the heavy snowstorm.
Jeremy Ruffner motion to approve the Road Crew Contract, it was reviewed by the Solicitor and Supervisors, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner also reported that all three of the township’s Fire Companies were very busy in 2020:
Mill Road Fire Company-402 Calls
Hyde Fire Company-164 Calls
Glen Richey Fire Company-54 Calls
Supervisor Collins asked what equipment the Fire Companies need. Supervisor Ruffner explained that the Mill Road Rescue is a 2004 and Glen Richey Engine is a 2000. Probably need to look into a new Rescue and Supervisor Ruffner would also like to get a new Tanker for Glen Richey.
Supervisor Ruffner also reported that the new building is progressing. The floors are being done this week and they hope to move the township offices on January 12th, 2021.
Supervisor Ruffner also asked for an Executive Session for Personnel issue.

Chairman Randy Powell called the meeting to order.

Roll call of supervisors showed Jeremy Ruffner, Brian Collins and Randy Powell all present.

Jeremy Ruffner motion to approve the minutes of the January 4th, 2021 meeting as written by the secretary, Brian Collins second. Motion carried with none opposed.
Police Report: Chief Clark presented the Stats for the month of December and reviewed the report with the supervisors.
Chief Clark reported that Officer Elliott Neeper was selected as Officer of the month for December.
Chief Clark also reported that the new Police cruiser needs to go to Team Force for the upfit.
Jeremy Ruffner motion to approve Chief Clark getting quotes for a 2021 Police cruiser, Randy Powell second. Motion carried with none opposed.
Solicitor’s Report: Ms. Lewis reported that she is still reviewing the agreement for the Clearfield Municipal Authority to take over the township sewer system.
Recreational Park Board: No Report.
Code Enforcement Officer Report: Code Officer Finkbeiner presented a Consolidation-Land Development for approval. Owner/applicant is Douglas & Kimberly Bloom located at 497 Johns Drive Clearfield. The proposed consolidated plan is to combine parcel #123-L08-164 & 172 located in the RA District. Total tract 1.177 acres. Planning Committee reviewed and recommended approval. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Code Officer is currently working on approximately 40 blighted-abandoned properties.
She also reminder residents if they remove or tear down a mobile home they are required to get a permit. This is the only way to have it removed from the taxes.
The Code Officer asked for the supervisors to consider reviewing the Timbering Ordinance to remove the requirement for Conditional Use hearings.
The Code Officer felt that the COVID situation has not affected the township as far as permits. There were approximately 185 permits issued in 2020 and 16 Land Development/Subdivisions and 5 Conditional Use Hearings.
The Code Officer also requested for the supervisors to review the Knox Box ordinance so the township can move forward with adopting one.
Supervisor Ruffner does have a copy of one put together by Solicitor Naddeo and would like to review it with all three Fire Chiefs.
Roadmasters Report: Roadmaster Woodling reviewed roads he would like to have paved in 2021 (Clarendon Avenue-Powell Avenue-Zion View Drive-Lawrence Avenue and Jade Road) and asked permission to advertise for bid. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
Roadmaster Woodling received information from Erhlich that does the weed spraying along township roads and there will be a slight price increase in 2021.
Roadmaster Woodling also reported that he received some One Calls for the Kerr Addition area and they are to start the design for the CDBG Project in that area.
Roadmaster Woodling received quotes for a new 914M Loader from Cleveland Brothers at 128,990.00 less trade in of 20,000.00 and Anderson Equipment at 138,000.00. He would like to move forward with the purchase but would like to see if putting the traded one on municibid would bring more then the trade. Randy Powell motion to approve advertising the 914 Loader on Municibid with a reserve of 20,000.00, Brian Collins second. Motion carried with none opposed.
Randy Powell motion to purchase the Loader from Cleveland Brothers @ 128,990.00, Jeremy Ruffner second. Motion carried with none opposed.
The Roadmaster questioned when a part time employee was off due to quarantine for COVID and did not get paid for those days. The secretary explained that she was not told to pay him until after that pay was completed and added his hours onto the pay this week.
The supervisors discussed how to handle the COVID Issue and being required to quarantine. If and employee elects to visit another state, then they must use sick days to quarantine.
Randy Powell motion to approve if an employee is advised by a doctor to quarantine due to exposure or a positive COVID test, the township will pay the employees regular hours missed. Must have doctors signed excuse, Jeremy Ruffner second. Motion carried with none opposed.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of December was submitted for the Supervisors review.
The Secretary asked for approval to transfer funds from the Act13 account to the General Fund for the 4th quarter Police wages and FICA in the amount of 56,781.79. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary presented Resolution #2021-01 to destroy records 2014 and older. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary also presented Resolution #2021-02 setting the Police Pension contribution to 2% for 2021. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary updated the supervisors on the ARC Grant. She emailed the Engineer and he spoke with North Central and it was requested for revisions to the township’s application. The engineer is working on the changes and will keep the township updated.
Supervisor’s Report: Supervisor Ruffner welcomed those in attendance to the new township building. He thanked Supervisor Powell and the crew who have been working very hard on the renovations.
Supervisor Ruffner explained that the township Secretary and Code Officer will be moving into the new office the next week and therefore there will be limited access to those offices. He asked residents to send emails as that will be the best way for contact next week.
Supervisor Ruffner reported that the Dog Park Committee will be meeting on Tuesday January 26th, 2021 at 7:00 PM at the new township building.
Jeremy Ruffner motion to approve the Fire Companies maintenance contract with Glick, Randy Powell second. Motion carried with none opposed.
Supervisor Powell also welcomed everyone to the new building.

Engineer’s Report: No Report.
Solicitor’s Report: Solicitor Lewis reviewed the paperwork from Wells Fargo and it was all in order and the supervisors could sign the forms.
Ms. Lewis also reported that she spoke with Solicitor John Ryan regarding the Sanitary Sewer take over for the Clearfield Municipal Authority.
Ms. Lewis also requested an Executive Session for Personnel issues.
Recreational Park Board: No Report.
Code Enforcement Officer’s report: In the Code Officers absence Chairman Powell presented the report.
Randy Powell motion to approve a Conditional use Hearing on March 2nd, 2021 at 6:50 P.M. for Timbering on Flegal Road, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer requested to approve submitting a LERTA Request to the Clearfield County Tax Assessment Director, and Clearfield School for 1121 Linden Street for review. Permit was issued in 2019 with total cost of construction submitted at 453,534.28. Per township Ordinance the request was to be submitted with the permit and was just given to the Code Officer. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Roadmaster’s Report: No Report.
Secretary/Treasurer’s Report:
Secretary Shaffner reported that the township received notification that two out of three grant applications that were applied for with Clearfield County Conservation District were approved. 104th Calvary Road and Pifer Road and asked for a motion to approve Chairman to sign the paperwork. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary presented Resolution #2021-03 to destroy old records for the Tax Collector as listed on the Resolution. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary also presented a letter the township received indicating that a property was purchased thru the Clearfield County Tax Claim Bureau and Judge Ammerman ordered that the township is to refund money to the purchaser in the amount of 402.82 for the transfer tax. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Township also received a letter from the Joseph & Elizabeth Shaw Public Library indicating that a term expired on their Board and asked the township to consider appointing Mark Breakey as the Lawrence Township representative on the Board. Randy Powell motion to approve appointing Mark Breakey on the Board with the term to expire the second Thursday of January 2025, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary/Treasurer also reported that an audit was done Monday and Tuesday for the Liquid Fuels for 2019 and there were no findings, everything was good.
Supervisor’s Report:
Supervisor Ruffner reported that the Dog Park Committee is meeting monthly. They have been discussing the best course of action, Fund raising efforts, naming the Park (Lawrence Township Dog Park) and also laying it out in the space that works best.

Police Report: Chief Clark reviewed the January Stats Report with the supervisors.
Chief Clark reminded residents about Scam calls when they are trying to solicit social security information and not to give out any information. The Social Security Administration will not call you and ask for that information.
Chief Clark also reminded the public that it is a traffic violation to drive your vehicle with snow or ice on top that can possibly blow off and cause an accident or damage to another vehicle.
Engineer’s Report: No Report.
Solicitor’s Report: No report.
Recreational Park Board: Supervisor Ruffner reported that the Rec Park Board is 100% on board with the Dog Park being installed at the Rec Park.
Code Enforcement Officer: No Report.
Roadmaster’s Report: No Report.
Secretary/Treasurer’s Report: The township received a quote for cleaning of the township municipal building, and the Secretary asked for approval to continue with Harris Commercial Cleaning Service. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary requested to make a budget Line item change because of something that was missed in the budget and add in revenue for the SRO (Acct#354.03) in the amount of $99,152.00 and reduce the balance fund forward from Reserve acct to -0- and Fund Balance forward for Hyde Bldg Acct by 48,875.00. (This would leave Hyde Bldg Acct Forward @ 51,125.00)

The Secretary presented a quote Keller Engineers sent the township for the scope of work for Pifer Road Project and price for their services to not exceed 15,500.00. They ask for the townships approval and authorization to proceed with the project. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
Secretary Shaffner presented a Resolution #2021-04 to Destroy Old Records for previous employees that are deceased and TAN Loan Documents from 2000-2013. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary presented the State Salt Contract for 2021-2022 and asked if they wanted to stay with the 600 Ton. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary reported that Board members terms are expiring on the Rec Board, Zoning Hearing Board, Construction Code of Appeals and Airport Authority. Do you want the terms advertised? Jeremy Ruffner motion to approve advertising, Brian Collins second. Motion carried with none opposed.
The Secretary also reported the township received a Notice of Intent to Revise County Municipal Solid Waste Plan. Once complete the draft plan will be forwarded to the township along with a request for the township’s approval.
The Secretary asked permission to pay an Invoice to Watch Guard from the Police Donation funds in the Reserve Acct in the amount of 3,000.00. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.

The Secretary also reported that the Health Insurance for the township employees will increase beginning May 1st, 2021 by 3.6%.
Supervisor’s Report:
Jeremy Ruffner motion to approve a Lease Agreement for a Police Copier in the amount of 228.00 monthly, Brian Collins second. Motion carried with none opposed.
Supervisor Collins discussed a previous request for the township to install a Street Light on Industrial Park Road at the entrance to the VFW and would like the township to consider installing a light. After a brief discussion it was decided to draft a letter to the VFW Commander and let them know the township is willing to install a Street Light if the VFW takes over the monthly electric cost.

Police Report: Chief Clark presented the Stats for the month of February and reviewed the report with the supervisors.
Chief Clark selected Patrol Officer Elliott Neeper as Officer of the month for February.
Chief Clark also reported that there was an issue with the back window in the new car and it was taken to Laurel Ford for the repairs.
Engineer’s Report: No Report.
Solicitor’s Report: In the absence of the Solicitor the Secretary presented her report. Solicitor Lewis has reviewed the Agreement for the Clearfield Municipal Authority to take over the township Sanitary Sewers and is ready for the supervisor’s approval. Randy Powell motion to approve the Agreement and authorize the Solicitor to prepare and advertise the required Ordinance, Jeremy Ruffner second. Motion carried with none opposed.
Recreational Park Board; No Report.
Code Enforcement Officer Report:Code Officer Finkbeiner requested approval for a Conditional Use Hearing for Timbering on April 6th, 2021 @ 6:50 P.M. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer requested approval for the Conditional Use for Timbering of approximately 25 acres. Applicant is Harry J. Frisco, representative for Rob Holland Enterprises. Owner of the property is William Graham. The proposed tract of land is located on Flegal Road T-519, Parcel #K07-083 & K07-084 located in the R-A Zoning District (Rural Agriculture). The Roadmaster has completed the road survey, no hauls until road bond in place for Flegal Road. Hauling to be reviewed with Roadmaster with road conditions changing as spring approaches, intermittent repairs potentially will be needed as deemed by the Roadmaster. Code Officer Finkbeiner also reported that Garbage, abandoned homes and unlicensed vehicles remain the top violations within the township. Fines are being issued, no more warnings. There will be a 25.00 fine issued with first warning of violation, 50.00 fine issued with second notice and third notice is 100.00.
The Code Officer reminded residents that they can contact the township Secretary to get Recycling Bins.
Code Officer Finkbeiner also reminded trash haulers that they must be registered with DEP and the township and all haulers must have covers.
Roadmaster’s Report: Roadmaster Woodling presented issues with the Animal Control Truck and asked if the supervisors wanted to put money into it to get it fixed or put it on Municibid. The Supervisors decided to put the unit on Municibid.
Roadmaster Woodling also discuss a request for an Arc Light on Williams Street and asked if there use to be one there. Will review that request.
Roadmaster Woodling reported that the maintenance on Road Equipment is high this year because of a lot of plowing. They had to replace tires on three units. Also, the Computer & Pump-DEF was replaced on LT#4 at Murrays.
The new loader from Caterpillar should be delivered on Monday.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of January was submitted for the supervisor’s review.
The Secretary presented an Invoice submitted by Keller Engineers for work on the CDBG Project in the amount of 1,649.41 and asked for approval for Clearfield County to do a drawdown of funds from IDIS to pay the Invoice. The township received one letter of interest for the Clearfield-Lawrence Township Airport Authority from David Schultz requesting to be reappointed to the Board. Randy Powell motion to reappoint David Schultz with the term to run until April 15th, 2026, Brian Collins second. Motion carried with none opposed.
The Secretary asked permission to pay an Invoice to Watch Guard in the amount of 6,895.00 from the Police Donation Funds. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary also asked permission to pay the yearly payment for the 2020 Pierce Pumper Tanker to KS State Bank in the amount of 62,751.08. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary asked if the supervisors wanted to continue to pay Clearfield County Solid Waste for the Illegal Dumping Enforcement Services in the amount of 500.00 for the year. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary requested to advertise for Bid 1,000 Ton (more or less) 2RC Limestone. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner reported that he is ready for the second phase with Atlantic Broadband to move the Police Department.
Jeremy Ruffner motion to hire Centre Communications to install the Security Gateway that separates the two networks for the Internet, Brian Collins second. Motion carried with none opposed.
Supervisor Ruffner would like to install cameras at the Compost Site and has poles that can be installed in the Spring.
Supervisor Ruffner requested that residents clear storm drains near their homes to help remove the water from the streets and into the drains.
Supervisor Ruffner is also working on a Name Server on a more secure site.

Supervisor Powell requested that they set the date to move the Police Department for April 5th, 2021. Chief Clark requested that they schedule the move for April 8th, 2021 and that is the date that was set to move.

Comments from the Audience: Jeff Ogden asked when the township would be putting down dust control on Knotty Pine Road. Mr. Ogden said the road is already very dusting and nothing has been done with the road in years, such as tar & chip, and need something done to help with the dust control. Roadmaster Woodling explained that the township already has numerous projects that are being done this year and he did not feel there would be funds in the budget to tar & chip that road put would review it with the supervisors to see if something can be done.

Police Report: Chief Clark asked the supervisors about a few questions regarding the Booking Center and when items would be completed and ready for use.
Chief Clark reported that the New Car #4 has returned from Team Force and is ready for use by the Department.
Chief Clark also asked Supervisor Ruffner what is left to be done in the Police Patrol Room. Supervisor Ruffner explained that Atlantic Broadband will install the phones one week before the department moves in. Supervisor Ruffner will move the computer system late in the day before the day they move so it will be ready the next morning.
Chief Clark also inquired about the Watch Guard antenna wire and Supervisor Ruffner explained it is ready to go.
Engineer’s Report: No Report.
Solicitor’s Report: Ms. Lewis reported that she spoke with Attorney John Ryan for the Clearfield Municipal Authority and he made come changes and reviewed with the Clearfield Borough Solicitor and is preparing the Agreement.
Recreational Park Board: No Report.
Code Enforcement Officer Report: Code Officer Finkbeiner requested a correction for the date for the Conditional Use Hearing for Timbering to April 6th, 2021 @ 6:50 P.M. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Code Officer Finkbeiner reported that there was a Conditional Use Hearing for Timbering and there is a start and end date under that Conditional Use, which expired. The Timbering Company now wants to continue with timbering, and it is past their end date.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of February was submitted for the Supervisor’s review.
The Secretary asked permission to transfer funds from the Building Permit Fee Account to the Reserve Account for the township’s share of Inspection Fees for 2020 in the amount of 18,056.32. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary requested approval for Clearfield County to do a drawdown of funds from CDBG to pay Keller Engineers Invoice in the amount of 829.50 for the Kerr Addition Project. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary reported that the township received the allocated Liquid Fuel Funds for 2021 in the amount of 423,401.57. This amount is 8,304.57 more then budgeted but 31,910.92 less then received in 2020.
The Secretary reported that the township received one letter of interest for the Rec Park Board and that was from Ron Porter requesting to be reappointed to the Board. Jeremy Ruffner motion to approve reappointing Ron Porter to the Recreational Park Board with the term to run until March 18th, 2026, Randy Powell second. Motion carried with none opposed.
The Secretary also reported that the township advertised for positions on the Uniform Construction Code Board of Appeals and received two letters from residents requesting to be reappointed which were from Ron Porter and Don Shaw. Lawrence Township is required to have two members on the Board. Randy Powell motion to reappoint Ron Porter & Don Shaw to the Appeals Board with the term to run until June 30th, 2024, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary reported information for the Street Lights on Industrial Park Road at the entrance to the VFW. The VFW contacted her, and they are willing to take over the expenses of the Street Light once it is installed. The Secretary did make them aware that she is presently working with Penelec for the installation of the light and will contact them as soon as she knows anything.
The Secretary also explained to the Supervisors that she is working with Penelec on what it would take to install Street Lights at the Clearfield Mall & SR 322 intersection and if Penelec will install the lights at no cost or not.
The township received a request from Highway Safety Network regarding a program that they are doing for a Traffic Safety Geocaching Trail and would like to use the Rec Park as one of the locations. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary presented a request from Rob Swales to meet with the supervisors regarding a project in the Industrial Park. The supervisors will meet with him before the next township meeting.
Supervisor’s Report:
Supervisor Ruffner reported that he is switching the Fire Companies phone service from Telesystem to Verizon.
Supervisor Ruffner ordered a Mount for the Camcorder for the Roadmaster so when he is doing road surveys, he has a mount for the dash.
Supervisor Ruffner requested to set a date for a meeting with the Fire Chiefs. The date was set for April 20th, 2021 @ 6:00 P.M.
The supervisor’s discussed what they wanted to get for Flag Poles and how many flags to display.
The Police Chief would like to have the American Flag, POW Flag and Commonwealth Flag and possibly all on their own pole. The Supervisors will look at where they want to locate the Flags, so they know how long of poles to order.
Supervisor Powell reported that the Electric Panel in garage needs replaced and the lights in the shop that they were told are LED are not and will need replaced and some eliminated.
The Secretary is to move forward with putting items on Municibid.

Police Report: Sergeant Julie Curry presented the Stats report for the month of March and reviewed with the supervisors.
Sergeant Curry reported that three Officers will be attending Tactical Patrol Officer School Training at a cost of 550.00 per Officer and is being held in and hosted by Clearfield Borough on August 23rd, 2021 thru August 26th, 2021.
Sergeant Curry also requested approval for a Resolution authorizing Chief Clark to sign on the Police departments behalf the Electronic Access Agreement for Pennsylvania Crash Information Tool. Roadmaster Woodling also reported on the day that it was very windy the roadcrew removed numerous trees from roads in the township.

The Secretary and Roadmaster reviewed and updated the supervisors on the Kerr-Addition CDBG Project. The township received an updated timeline from the Engineer for the project which seems to make it into September before it can be put out for bid. This would make the start of the project into winter months and the township is requesting the Engineer to move sooner with the project as the township’s 2018 CDBG funds are to be used by March 7th, 2022. The Roadmaster has spoken with the Engineer about the timeline and will get back in contact with them again.
Supervisor’s Report:
Supervisor Ruffner reported that the flag at the Rec Park was not taken down for the winter months and was in very bad shape. He purchased a new flag and installed it himself at the Rec Park.

Roadmaster’s Report: Roadmaster Woodling reported that the Pifer Road Stream Crossing project may get delayed until 2022 because they are waiting on Quality Control Permits and it takes at least 6 months to get the permit.
He is working on the Storm Drain Pipe Project to be done in Hyde with catch basins and they will be boring under Lawhead Street.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of March was submitted for the Supervisor’s review.
The Secretary requested permission for Clearfield County to drawdown funds for an Invoice from Keller Engineers for the Kerr/Patton Street CDBG Project in the amount of 2,721.41. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary asked permission to pay an Invoice to Keller Engineers in the amount of 4,796.42 from the Reserve Savings Account for the Pifer Road Project. Supervisor’s Report:
Supervisor Ruffner reported that he spoke with Solicitor Repak in regard to the Labor Relations for the Police Contract.
Supervisor Ruffner asked Solicitor Lewis for a copy of the Knox Box Ordinance that Solicitor Naddeo had previously prepared so he could review it.
Supervisor Ruffner also reported that all the township offices are now in the new building.
Supervisor Collins requested an Executive Session for Personnel.
Randy Powell motion to purchase a new Toro Mower for the Rec Park from Shugart’s Lawn & Garden at the price of 9,152.74, Brian Collins second. Motion carried with none opposed.
Supervisor Powell reported that Rob Swales from Clearly Ahead requested to use the township’s ARC Grant as a match for their grant to construct a SPEC Building in the Industrial Park. The supervisors will review and discuss the request for the next meeting.

Paper Statements will be 2.00 per month. If the board wants to approve setting up a login to receive online statements, the township must register with Online 24. The supervisors discussed options. Supervisor’s Report:
Supervisor Ruffner would like to move forward with a Community Clean-Up Day and asked the other supervisor’s comments. All Agreed to move forward with planning the event. Supervisor Ruffner asked the Secretary to contact Noveys to get dumpsters and a list of what can be taken in those dumpsters.
Supervisor Ruffner plans to purchase a new TV for in the supervisor’s office for when there may be webinars or zoom meetings for employees, so they have a large screen to attend those training meetings.

Supervisor Ruffner presented a letter from Lawrence Township Fire Company #1 to add QRS 5 to the EMS Zone E1Q6 for select Delta and Echo level responses. This area was previously covered by QRS6, however they have disbanded this service. Currently this area which includes Hyde, County Club, Long Meadow and Susquehanna Terrace is covered by Clearfield EMS without the aid of a QRS Service. Solicitor’s Report: Ms. Lewis presented a Cooperative Agreement with Clearly Ahead to use the township’s ARC Grant as a match for their grant to construct a Spec Building in the Industrial Park. Roadmaster’s Report: Roadmaster Woodling reported that the Hyde Storm Water Project will be starting either Thursday of the first of next week. All residents in that area were given notice of the project.
Roadmaster Woodling requested to advertise for Bid the Tar & Chip Project on Williams Road and Willow Drive. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Roadmaster Woodling also reported that the roadcrew has been doing Cold Patching and Dust Control on Dirt Roads.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of April was submitted for the supervisor’s review.
The Secretary asked permission to transfer funds from the Act 13 Savings Account to the General Fund for the 1st Quarter Police Wages & FICA in the amount of 64,016.42. Brian Collins motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary reported that CNB Bank submitted information with options for Checking Accounts for the township General Fund Account and reviewed the options with the Supervisors. Randy Powell motion to move the General Fund from CBT Bank to CNB Bank with the Public Funds Easy Minimum Checking Account, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary requested approval for the Chairman to sign the 2020 CDBG Agreement with Clearfield County. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
Supervisor’s Report:
Supervisor Ruffner reported that the Light Poles that were given to the township were taken to the Compost Site and he would like one at the Recreational Park to install more cameras at that location too.

Supervisor Powell also reported that the township received a letter from the Fire Police that they are requesting the supervisors to consider giving them the Police Gray SUV. The subject was discussed then tabled to the next meeting.

Comments from the audience: Bill Bowman presented a complaint to the supervisors about a Lease Agreement he was given from T & J Mobile Home Park in Hyde. He did not like some of the wording in the agreement and wanted to know how the supervisor could help him. It was explained to him that this is a civil matter and he needed to contact an attorney for advice.

Police Report: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Linda Lewis reported that the Ordinance for the Clearfield Municipal Authority to take over the Sanitary Sewer System will be ready for adoption at the next township meeting.
Recreational Park Board: No report.
Code Enforcement Officer: Code Officer Finkbeiner reported that the Conditional Use for Timbering scheduled for June 15th, 2021 @ 6:50 PM has been cancelled.
The Code Officer also reported that there have been four blighted properties that have come in with plans of action.
The Code Officer also reminded residents they must keep their grass mowed and not to put it onto township roads. She also reminded residents that swimming pools do require a permit.
Roadmaster’s Report: Roadmaster Woodling reported that the 2021 Paving is scheduled to start the end of June or early July.
Secretary/Treasurer’s Report: The Secretary reported that the township was approved for the ARC Grant for Industrial Park Road in the amount of 1,200,000.00 with the township share of 392,207.00 (25% of Grant) with the total project of 1,592,207.00.
The Secretary also reported that the township has an opportunity to reapply for the DCED Multi-Modal Grant for Industrial Park Road and the funds would be used as the township match for the ARC Grant. She asked if the supervisors wanted to consider applying for the grant. Jeremy Ruffner motion to approve applying for the DCED Grant for Industrial Park Road, Randy Powell second. Motion carried with none opposed.
The Secretary also reported that there is a new Act 101 902 Grant application that is due September 24th, 2021 and can be used for a New Grinder for the Compost Site. The present Grinder was purchased thru this grant and took two years of funding in order to purchase the unit. The present grinder that was purchased in 2004 is wearing out due to very big use. Randy Powell motion to approve applying for grant funds, Jeremy Ruffner second. Motion carried with none opposed.

Supervisor Ruffner reported that he will not be present at the next township meeting but may attend by Zoom if he is able to.
Supervisor Ruffner also reported that the Dog Park is moving along and they have received some donations.
Supervisors Ruffner discussed having the Rec Park Surveyed before the Dog Park is installed and made a motion to contact Curry & Associates to complete the survey, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner also reported that he is going to get quotes for fencing for the Dog Park.
Supervisor Powell announced that the township is no longer responsible for the maintenance of Crown Crest Cemetery as it has been sold to Jeremy Styers at Judicial Sale.

Police Report: Chief Clark presented the Stats for the month of May and reviewed the report with the supervisors.
Chief Clark selected Officer Zachary Cowan as Officer of the month for May.
Chief Clark asked Supervisor Ruffner if he determined if items that he would like to purchase for the Police Department would be allowed under the American Recovery Funds. Supervisor Ruffner is still looking into what can be paid for thru those funds.
Chief Clark reported that Team Force will be coming on June 28th or 29th to take the new car to install the upfit.
Chief Clark also reported that Harrisburg will be coming to inspect the Processing Center on June 22nd, 2021, and asked if the supervisors knew when the floors would be done by Haglee’s Home Improvements. The Secretary will contact them to schedule the floors getting done.
Chief Clark also asked the supervisors to approve paying for half of the fee for Heather Olson’s notary license with township cost at 326.46. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.

The Code Officer reported that there were two permits issued for blighted properties.
The Code Officer reported that EMA prepared for Legacy Resources awaiting receipt of road bond to execute. Road Bond for hauling across Lick Run Road in Lawrence Township to Goshen Road. Legacy will be hauling from Irwin Timbering Project located on Lick Run Road, Goshen Township.
The Code Officer requested advertising to hold a work session on July 13th, 2021 at 5 PM for the Planning Commission to review the Plan for Blight Task Force. Anyone interested in being on the board to send a letter to the township or to contact the Code Enforcement Officer to review proposed duties of the Task Team.
The Code Officer also reminded residents to not blow grass into roadways and to not post signs such as yard sale, estate sale ect on township road signs.
Roadmaster’s Report:
Roadmaster Woodling reported that the Coal Hill Road Paving Project is nearing completion.
Roadmaster also reported that Glenn O Hawbaker will be doing the DSA Project on 104th Calvary Road next Wednesday.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month for May was submitted for the supervisor’s review.
The Secretary requested approval to pay Invoices to C & R Directional Boring for the Hyde Storm Water Project from the Reserve Savings Account in the amount of 36,310.00. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary requested approval to pay Invoice to Keller Engineering in the amount of 1,737.40 from the Reserve Savings Account for the Pifer Road Project. Brian Collins motion to approve, Randy Powell second. Motion carried with none opposed.

The Secretary reported that the township received a letter from Dan Shepler resigning his position on the Planning Commission. We would like to thank him for his years of serving on the Board. The Secretary reported the township received the Act 13 allocation for the 2020 funds in the amount of 194,771.80. This is 44,771.80 more than budgeted for.
The Secretary also reported the township received a letter from Nannette Renchen resigning from the Zoning Hearing Board and asked permission to advertise the position. Randy Powell motion to approve advertising, Brian Collins second. Motion carried with none opposed.
The Secretary reported that the township applied for a ARLE Grant thru the Department of Transportation to convert the Traffic Signals on SR 879 to Penndot Maxview Central Software system. The estimated cost is 299,117.00. The application had to be submitted by June 30th, 2021 and has already been submitted. Motion to approve application. Supervisor Ruffner reported that the township will be conducting Recycling Clean Up Days on August 13th and 14th from 9:00 AM-2:00 PM and will have more information for items that can be dropped off and will get it advertised.

Mr. Snyder also reported that the Glen Richey Fire Company will be holding a Chicken Barbecue and Car Show at the Fire Hall on September 18th, 2021.
Mr. Snyder let the roadmaster know that Glen Richey Fire Companies Tanker needs inspected and asked if it could be left at the township building for a couple of days while their parking lot is being sealed. The supervisors and roadmaster agreed there is room for the equipment to be left at the township office.

Chief Clark received an email from Corporal Stanley with State Police regarding live scan room and asked Supervisor Ruffner where it stood with the forms. Supervisor Ruffner explained that he and Sergeant Curry completed the forms and to see Sergeant Curry to see if the form was sent in.
Chief Clark also reported that the Police Receptionist computer needs replaced and what can be done. Supervisor Ruffner suggested using one of the Sergeants computers since he ordered new ones for them.

Code Officer Finkbeiner requested approval for a Conditional Use Hearing for Limited Commercial Business on August 17th, 2021 @ 6:50 P.M. The Code Officer reported that the Road Bonds have been released for Flegal Road and Pifer Road for Timbering Hauling from AP Ohio Gun Club-Hauler Metzer/Scott Carts. Timbering for this stage of project is closed. Also, the Road Bond has been released for Flegal Road for Timbering Hauling from the Graham Property. Rob Holland Timbering Permit is closed.
Roadmaster’s Report: Roadmaster Woodling requested permission to have EDT Oil put down on 21st Street to control the dust. The Price from Midland is 1.40 gallon. The Secretary reported that the township received a letter from William Lawhead, who is currently an alternate on the Zoning Hearing Board, requesting to be appointed as a member on the Zoning Hearing Board. The Secretary also reported that she completed the list for the Recycling Day for Lawrence Township and gave a copy of the list for the supervisor’s review and comments before advertising the program. The supervisors approved the list and gave a copy to the media present.

Comments from the audience: Charles & Lonna Lombardo were present regarding a Conditional Use that they thought was to be at this meeting and the supervisors would be approving signage for them at their business. They miss understood and the Conditional Use was not for signage but to allow for them to conduct business. The Conditional Use is scheduled for August 17th, 2021 @ 6:50 P.M.

Roadmaster’s Report: Roadmaster Woodling reported that the Lick Run Road Bridge failed inspection and he has set up a meeting with Keller Engineers at the bridge for Wednesday morning to review the needed repairs. The structure did not fail but issues with wash out below.
Roadmaster Woodling reported that the Paving Project was completed today.
Roadmaster Woodling also reported that he contacted Mark Lyons at Conservation District because he has not heard anything about the Pifer Road Culvert Pipe and Mark will call them the next day to see where they are at the it.

Comments from the audience:Amy Guffey a resident on Fork Run Road questioned when the project is being done on Fork Run Culvert if the road access would be closed or if the residents on that road would have access to their homes. Roadmaster Woodling explained that the contractor that was awarded the bid for the project does have a temporary bridge that he can install so the residents will have access in and out during the project.
Mrs. Guffey also asked if something can be done with all the potholes on the road. The roadmaster will investigate that issue.

Police Report: Chief Clark requested if anything can be done with the back door entrance into the police department, so the public is aware that it is a private entrance for Police only. Roadmaster’s Report: Roadmaster Woodling reported that the Culvert Pipe for Pifer Road Project will be delivered on Thursday.
Roadmaster Woodling reviewed the Lick Run Bridge issues with the Engineer and he is preparing an estimate for repairs.
The township was required by Penndot to install an additional weight limit sign on SR 322/SR153 to the entrance onto Flegal Road crossing the bridge.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of July was submitted for the supervisor’s review.
The Secretary requested permission to pay an Invoice to Grannas Bros in the amount of 110,803.21 with 50,000.00 from Act13 Funds and the balance from the General Fund in the amount of 60,803.21 for the 2021 Paving. The Secretary requested authorization for Clearfield County to drawdown funds from IDIS in the amount of 5,105.42 for the township CDBG expenses for Keller Engineering-5,041.02 and Township Admin-64.40. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary reported that she reviewed the 2020 Financial Audit and found some errors mostly with the Pension Plan information. She contacted the CPA and the corrections have been made and she was given a corrected copy.
The Secretary requested approval for Resolution #2021-07 providing for Supplemental Appropriations for the 2021 Budget for funds received from the American Rescue Plan and to list allocations of the funds. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary also reported that it has been advertised as required for Engineering Services for the Industrial Park Road Project and it must be submitted to the township office by September 7th, 2021.

Clearfield County questioned how the township plans to spend the 2021 CDBG Funds so they have everything prepared before the next Public Meeting. The supervisors would like to complete the projects in the Kerr Addition area and continue with the project on Bowmans Hill Road with Pipe replacement and Paving of the Road.
Supervisor’s Report:
Supervisor Ruffner reported that he and Supervisor Collins have been working the past several weeks with a contractor moving dirt in order to install a new Ballfield and Dog Park at the Recreational Park. It is moving along very well.
Supervisor Ruffner reported that the Recycling Collection days at the township this past weekend went very well and there were about 2 ½ containers collected for the Landfill and ¾ filled container of Metal.

Chairman Randy Powell called the meeting to order.
Pledge of Allegiance to the Flag.
Roll Call of Supervisors showed Randy Powell and Brian Collins present with Jeremy Ruffner present on Zoom.
Public Comments: Residents from Latimer Street were present with concerns on the condition of the road and information they obtained indicating the street does belong to the township.
Chairman Powell explained when the road was put in it only went back so far, which is in Clearfield Borough, and then when houses were built the road was extended making it a private road. The residents presented information they obtained from Curry & Associates indicating when the subdivision was done for that area Latimer Street was part of that subdivision. The information was given to the township’s solicitor to look into further.
Gail Ralston addressed the supervisors pertaining to the time of day for Trick or Treat. She felt it is dangerous to hold Trick or Treat at night when it is dark and asked the supervisors to consider changing the time to during the day. The supervisors will review and take it into consideration.
Members of the Lawrence Township Fire Police were present to ask the Supervisors to consider replacing their current unit, which has been out of service since the beginning of August. The Police Department had a Ford Interceptor that would be suitable for towing the traffic control support trailer and since they are no longer using the unit the Fire Police are asking the supervisors to consider transferring the unit to them. A letter of request was presented to the supervisors.

Police Report: Chief Clark presented the Stats for the month of August and reviewed the report with the supervisors. Chief Clark selected Jonathan Walker as the Officer of the month for August.
Chief Clark also reported that a family member of William Kelly, who served in WWII, gave the Chief several items that belonged to him which included his Police Badge, Shirt with Lawrence Township Police Emblem. Chief Clark felt that it was possible that Mr. Kelly may have been the first Police Officer for Lawrence Township. He asked the Secretary to review minutes from in the 50’s to see if there was any information that would indicate that. Chief Clark is purchasing a display case to display the badge and Emblem from that time period and others that he has obtained.

Secretary/Treasurer’s Report:The Secretary reported that the township received a letter from Habitat for Humanity of Clearfield County notifying the township that they plan to hold the King of the Mountain Bike Race on October 10th, 2021 starting at noon. They are requesting a letter from the township acknowledging their event. Randy Powell motion to approve letter of approval for the event, Brian Collins second. Motion carried with none opposed.
The Secretary also presented a letter of intent form to complete for the Department of Community & Economic Development if the township wishes to have a study done to regionalize the Police Department with Clearfield Borough. The Secretary asked permission to pay the Amusement Tax to the Fire Companies for tax collected to date. Roadmaster’ Report: Roadmaster Woodling reported the Tar & Chip Project on Williams Road and Willow Drive have been completed and also the township parking lot. He is contacting B & D Enterprise to come and sweep the road and parking lot to remove the extra stone.
Roadmaster Woodling presented a retirement for a Part Time Roadcrew employee effective November 19th, 2021 and ask for the supervisors’ approval to advertise for a parttime roadcrew employee. Secretary/Treasurer’s Report: The Treasurer’s Report for the month of August was submitted for the supervisor’s review.
The Secretary asked for approval for the township to apply thru DEP for the 902 Grant for a new Grinder for the Compost Site to replace the one that is wearing out. Total cost of the equipment is 440,847.00. The Pre-application was submitted for their review, and she is waiting on comments in order to submit the application by the end of the week. Roll call of supervisors showed Jeremy Ruffner and Randy Powell present with Brian Collins absent.
Comments from the audience: Lisa Coval and Marianne Herres from the Joseph & Elizabeth Shaw Public Library were present to thank the supervisors for the donation from the township and explain the programs available at the Library. Marianne Herres a member of the Board of Trustees explained the updates and changes they have done and reviewed the new programs that are planned for the library. Lisa Coval also explained about the programs with the summer reading program, which was very successful, and the story hours for different age groups. They are also seeking grants to update their computers.
Jamie Roos-Animal Control Officer for Lawrence Township, was present to inquire about the Animal Control Truck. They no longer use the truck the township supplies for them because of the condition of the unit and not being able to trust it to run for them. They asked if the supervisors would consider purchasing another unit. Since Clearfield Borough shares in the cost of the unit the supervisors will need to discuss the purchase with them first before making a decision.
Robert Neeper-Member of the Lawrence Township Fire Police- asked the supervisors if they made a decision from his previous request to transfer the unmarked Police SUV unit to the Fire Police. The request was reviewed and the supervisors will discuss the request further.

Chief Clark reported that Officer Lash is doing a great job and he is very pleased with his work.
Chief Clark thanked the Township Mechanics and said they are doing a tremendous job when working on the Police Vehicles.

The Secretary presented the Subdivision that was tabled from the last township meeting for the Owens Trailer Park. Mr. Owens has started the permit process to remove blighted trailers. Jeremy Ruffner motion to approve Subdivision, Randy Powell second. Motion carried with none oppose.
Roadmaster’s Report: Roadmaster Woodling presented the dates for Leaf Pickup for the fall. The Roadmaster also asked residents to be careful when raking the leaves to the curb that they are not putting anything in the leaves that could possibly damage the unit, such as metal or wood.
Secretary/Treasure’s Report: The Secretary reported that the township received the Pension Funds from the state in the amount of 143,918.47. The Police MMO for 2021 is 221,020.00. She asked permission to pay the MMO with the additional funds of 77,101.53 from the General Fund and write a check to the Pension Plan for the 221,020.00. The Secretary reported that she received information from Co-Stars for the 2021-2022 Winter Road Salt prices. The price went down from 73.62 Ton to 69.20 Ton. A savings of 4.42 per ton.
The Secretary also reported that Penndot representatives and the township reviewed the Engineering Services submitted for the ARC Grant for Industrial Park Road according to Penndot requirements and Keller Engineering was selected.
A letter was submitted to the supervisors from the Tax Collector that LERTA was to be applied to the property at 1211 Linden Street and it was not done by the County. The property owner paid the township real estate taxes on April 29th, 2021, in the amount of 1,421.78. The payment was based on total assessed without LERTA exemption. They are requesting a refund in the amount of 1,095.88. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner discussed purchasing a Generator for the township building. The township recently had issues with power outage which caused major issues with no phones or computer access. Supervisor Ruffner will contact local businesses for the best option for the township.
Supervisor Ruffner also discussed issues with blighted and abandoned properties and feels the township needs to do something about the continuing issue. The Supervisors will review funding when putting together the 2022 budget.

Comments from the audience: Mark & Kimberly Folmar from Park Avenue Extension were present to inquire what the supervisors intend to do with the water run off from the work being done at the township Recreational Park. Their Spring water has been muddy, and they feel it is because of the moving of dirt at the Rec Park. They asked what the supervisors intend to do short term and long term so their water supply will return to how it was before. Supervisor Ruffner felt the water is not going into the runoff pond, but Mr. Folmar felt that it is and if the township stopped that from happening that would fix the problem. Mr. Folmar asked for turnouts as discussed with the Conservation District. Supervisor Ruffner has had the Conservation District and township Engineer review the concerns and the Conservation District felt the township is doing everything correctly. Supervisors Ruffner will walk the property with Mr. Folmar to see if anything else the township needs to do.

The Treasurer’s Report for the month of September was submitted for the supervisor’s review.
The Secretary reported that the township received a letter indicating the township is to receive approximately 375,625.48 for Liquid Fuel Funds for 2022. It was estimated for 2021 to be 370,260.00 and the township received 378,561.57.
The Secretary asked permission to transfer funds from the Hyde Building Account to the general Fund for funds received from direct deposit from Penndot for reimbursement of Street Light expenses for 2021. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.

She recommended the township pay the funds upon supporting documents that a 2022 Appeal was submitted by Walmart. Supervisor’s Report: Supervisor Ruffner questioned if the township can update the Street Lights on Daisy Street (SR322) to LED’s and install Street Lights at the Clearfield Mall entrance. It was previously discussed and quotes were discussed with Tel-Power. He will meet with the Roadmaster and review what can be done and if it is possible for the township to install ourselves.
Randy Powell motion to hire Jason Witherite as a Part Time Roadcrew Employee at 70% of the Roadcrew Employee wages (14.77 Hr) with a start date of January 3rd, 2021, Jeremy Ruffner second. Motion carried with none opposed.

Chairman Randy Powell called the meeting to order.
Pledge of Allegiance to the Flag.
Roll call of supervisors showed Jeremy Ruffner, Brian Collins and Randy Powell all present.
Comments from the audience: Jerry Kaufield, Manager at Clearfield Lawrence Township Airport explained about the amount of people and business owners that fly in and out at the airport and those that stay in motels and eat at local restaurants. He asked the supervisors to consider putting back into the township budget the amount of funds that has been previously budgeted for the Airport in past years in the amount of 10,000.00.
Dave Schultz also addressed the supervisors and asked them to restore the Airport Budgeted funds to the 10,000.00 that was previously budgeted. The Airport is a non-profit and need financial support to help pay the utilities and expenses to keep the Airport open.
Jeremy Ruffner motion to approve the minutes of the December 7th, 2021 meeting as written by the Secretary, Brian Collins second. Motion carried with none opposed.
Police Report: Chief Clark presented an Invoice for Police Training and presented it to the Secretary for payment.

Code Enforcement Officer: In the Code Officers absence the Secretary presented three Conditional Uses for approval.
Approval for a Conditional Use for Timbering, Applicant is Big Run Lumber, property is owned by James R. Gearhart, Parcel #123-J8-000-00003,4,5 and is located off 104th Calvary Road, Lawrence Township, Clearfield. Approximately 218.22 acres, Zoning District is R-A Rural Agriculture. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
Approval for a Conditional use for Timbering, Applicant is Big Run Lumber, property is owned by Mickey Moore. Parcel 3123-J0-000-00053,62 & 229 and is located off 104th Calvary Road, Lawrence Township, Clearfield PA. Approximately 98.74 acres, Zoning District is R-A Rural Agriculture. Approval for a Conditional Use for a B & B Land Use. Applicant is Bernard Owens and is owned by Bern Investment Properties, parcel #123-K07-250-00021 and is located at 410 Shaw Street Lawrence Township Clearfield, PA. Approximately 2.5 acres, Zoning District is Village District. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
Roadmaster’s Report: In the Roadmaster’s absence the Secretary presented a quote from Tel-Power to convert two existing HPS Luminaires to LED at a cost of 2,888.00. The Supervisors tabled the decision for further discussion.
Secretary/Treasurer’s Report:The Treasurer’s Report for the month of November was submitted for the supervisor’s review.
The 2022 Tentative Budget was advertised and ready for approval. Randy Powell motion to approve the 2022 Budget, Brian Collins second. Motion carried with none opposed.
The Secretary reported that the township received one letter of interest for the open position as township auditor and this one is requesting to be appointed for a 2-year term-Judy Duncan. Randy Powell motion to appoint Judy Duncan to a two-year term as township auditor with the term to run until December 31st, 2023, Brian Collins second. Motion carried with none opposed.
The Secretary prepared an Invoice to Clearfield County for CDBG expenses for the Kerr/Patton/ Palmer Street Project for township expenses in the amount of 6059.56 and Keller Engineering at 57.00 for a total of 6,116.56 and asked permission to submit to Clearfield County for a drawdown of funds from IDIS. Randy Powell motion to approve, Brian Collins second.
The Secretary reported that she sent a letter to Penelec requesting a price quote to install a 90 WATT LED on an existing pole on Industrial Park Road at the VFW entrance and they called and gave her a quote of 3,236.15 to install the light and will need approval from the township that we are paying the invoice. Randy Powell motion to table decision, Jeremy Ruffner second.
The Reorganizational Meeting for 2022 is to be held on Monday, January 3rd, 2022 and asked the supervisors if they wanted to start the meeting at 6:30 then proceed directly to the Regular Meeting. The meeting was set for 6:30 P.M.
The Secretary asked permission to transfer funds from the Act 13 account to the General fund for the 4th Quarter Police Wages & FICA in the amount of 69,245.85. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary also asked permission to pay the 7% of the General Employees wages for 2021 to the Pension Plan in the amount of 28,963.92. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner reported that the 2022 Budget was approved with No Tax increases.
Supervisor Ruffner asked for an Executive Session for personnel issue.
