Randy Powell motion to reappoint the Secretary as the voting delegate to the Clearfield County Tax Collection Committee for 2023 and Clearfield Area School delegate as the alternate, Jeremy Ruffner second. Motion carried with none opposed.

Randy Powell motion to set the mileage reimbursement rate @ the IRS Standard (presently @ .65.5 cents per mile), Brian Collins second. Motion carried with none opposed.

Roll call of Supervisors showed Jeremy Ruffner, Brian Collins, and Randy Powell all present.
Comments from the audience: Fire Chief Elliott Neeper had previously presented the Specs for a New Rescue Truck and asked if the supervisors reviewed the Specs and had any questions. He also explained that it will take 4 to 5 years to get the unit once ordered. Supervisor Powell wanted to review the Specs with the other supervisors and get back to them.
Randy Powell motion to approve the minutes of the December 20th, 2022 meeting as written by the Secretary, Brian Collins second. Motion carried with none opposed.
Police Report: Interim Chief Julie Curry presented the Stats for the month of December and reviewed the report with the supervisors.. She also reported that she prepared Invoices for the Live Scan Room and sent to Clearfield County.
Engineer’s Report: No Report.
Solicitor’s Report: William Shaw reported that he received correspondence for a Court of Appeals for Seneca Resources.
Code Enforcement Officer: No Report.
Roadmasters Report: James King reported that batteries for the traffic lights came in on Friday and Tel-Power will be installing on Thursday.
The Fulton Street Light is still acting up and a new box could cost as much as 5,000.00.
Roadmaster King also reported that the Roadcrew are now cleaning catch basins and filling pot holes and getting ready for the next snow storm.
Secretary/Treasurer’s Report: The Secretary reported that the township received a letter of interest from Jeannine Swisher to be reappointed to the Zoning Hearing Board. Jeremy Ruffner motion to reappoint Jeannine Swisher to the Zoning Hearing Board with the term to run until April 19th, 2025, Brian Collins second. Motion carried with none opposed.
The Secretary asked permission to advertise and send letters for terms expiring on Boards. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary asked permission to pay Police Officers for time not used in 2022. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary/Treasurer asked permission to transfer funds from the TAN Account to the General Fund in the amount of 150,000.00 to cover payroll and Bills, Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary presented a Resolution authorizing the Chairman to sign the Agility Partner Agreement with Penndot. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary/Treasurer asked permission to closed the Sanitary Sewer Account. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Supervisors Report: Jeremy Ruffner motion to tentatively approve Mill Road Fire Company #5 ordering a Rescue upon the supervisor’s final review, Brian Collins second. Motion carried with none opposed.
Brian Collins asked the Secretary when she plans to retire. The Secretary explained that she has a lot of training to get done with the new Secretary and has a lot of days to use and plans to have them used by the end of April. She was previously asked to stay on Part time and assist with township office duties and assist with the Regional Police financials.
Randy Powell motion to promote Jonathan Walker & Craig Kanour to Sergeants effective January 1st, 2023, Jeremy Ruffner second. Motion carried with none opposed.
Randy Powell motion to purchase a Ford F250 Pick Up from Tri-Star Motors @ 57,935.61, Jeremy Ruffner second. Motion carried with none opposed.

Vice Chairman Randy Powell called the meeting to order.
Pledge of Allegiance to the Flag.
Roll call of Supervisors showed Jeremy Ruffner, Brian Collins and Randy Powell all present.
Comments from the audience: Bernard & Jill Owens presented a request to hold a Relay for Life and to temporary close Moose Street for the walk from Race Street to Shaw Street. They plan to shuttle people attending from the Driving Park. The event will be held on June 3rd, 2023 from 10AM-4 PM. The supervisors do require Fire Police there for traffic control.
Lisa Kovalick from Clearfield County presented Invoices for expenses Clearfield County Redevelopment Authority had for CDBG Projects for administration of the projects and asked the supervisors to approve.

Police Report: No Report.
Solicitor’s Report: Solicitor Shaw reported that he received a letter regarding Danver Country Lane. The Solicitor also is preparing the Zoning Ordinance and will get the draft sent out.
Recreational Park Board: No Report.
Code Enforcement Officer:The Code Officer reported that the Planning Commission received a Zoning Modification request in the R/A District regarding additional requirements to be added for Solar and or Wind Farms and Storage units and the Planning Board rejected the request.
Code Officer Lauder requested to attend training for Flood Plain Reporting that will be held in Erie on April 18th, 2023 thru April 21st, 2023 at a fee of 50.00 plus motel expenses. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
Code Officer Lauder also reported that the Contractor for the Blighted Properties is starting the projects on Wednesday.
The Code Officer also reported that she passed the test for the Certified Zoning Officer.
Roadmaster’s Report:Roadmaster King reported that he attended a meeting on January 11th, 2023 regarding the Dirt & Gravel Road Grants for Lick Run and Scribbers Road and is waiting on the results for the grant approvals.
The Roadmaster reported that there was a accident on Coal Hill Road on the newly paved section and the guide rails and bank were damaged. Green Acres has replaced the Guide Rails and the Insurance Company for the individual that did the damage has been invoiced.
Davey Tree Service is checking the township roads for danger trees to be trimmed or removed and will be using the township compost site to dispose of the chips.
The Roadmaster got prices and looked at an Excavator and Skid Steer at Walker & Walker Equipment.KX080 Excavator @ 79,000.00, Case TR 270 Skid Steer @ 38,000.00 or Kubota SVL 90 Skid Steer @ 39,000.00 and also prices for a Buffalo Turbine Blower to clean the ditches.
(Normal BT-HYSS3-7,500.00/High output BT-HYSS3HS-9,525.00).
The Roadmaster also reported that he met with Todd Kling from Clearfield Borough at the Airport regarding joining them to demo a small building. They will clear the building and unhook Electric & Gas and the municipalities will supply machines and personnel. Project will take approximately two days with a couple employees from each crew. The Airport will take care of all trash.
Secretary/Treasurer’s Report: The Treasure’s Report for the month of December was submitted for the supervisors review.
The Secretary asked permission to transfer funds from the Building Permit Fee Account to the Reserve Savings account for the townships portion of fees in the amount of 43,605.35. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The decision was tabled from the previous meeting regarding the hourly rate for the new Fulltime Employees and the Part Time employees. Randy Powell motion to increase the Parttime roadcrew employees an additional 10% which would be at 90% of the Roadcrew hourly rate, Brian Collins second. Motion carried with none opposed.
The Secretary reported that she received the information for the Road Salt Contract for the 2023-2024 Season through Co-Stars and asked if they wanted to continue with that program. Randy Powell motion to approve and stay with the 600 Tons, Brian Collins second. Motion carried with none opposed.
The Secretary presented a letter of interest from Greg Dixon requesting to be reappointed to the Clearfield Municipal Authority Board. Brian Collins motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary requested authorization to pay Debra Finkbeiner’s Pension Distribution from the Non- Uniformed Pension Plan. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary reported that she had received an email from the Clearfield County Conservation District late in the day that the township received the Dirt & Gravel Road Grant for Scribbers Road but she did not receive anything yet for Lick Run.

Brian Collins motion to purchase the Case Skid Steer in the amount of 38,000.00 and Kubota Excavator in the amount of 79,000.00 from Walker & walker Equipment, Jeremy Ruffner second. Motion carried with none opposed.

Chairman Jeremy Ruffner called the meeting to order.
Pledge of Allegiance to the Flag.
Roll call of Supervisors showed, Jeremy Ruffner and Randy Powell were Present, Brian Collins was Present via Phone Call.
Comments from the Audience: Majority showed concern/interest in the new zoning changes. Randy Lemmo is worried about apartment style housing coming into neighborhoods. Robb Brown mentioned that there is no longer a zoning map on the Township website (due to the fact the map that was on the website was out of date with was not close to the current zoning in the township). Randy Lemmo and Paul Snyder showed appreciation for the township taking action in cleaning up the blighted properties the past couple of years.
Randy Powell motions to approve the minutes of the January 17th, 2023 meeting as written, Jeremy Ruffner second. Motion carried with none opposed.
Police Report: Interim Chief Curry provided a letter of resignation for Officer Nathan Lash who is going to the Pennsylvania State Police, Officer Lash’s last day will be February 9, 2023. Randy Powell motioned to accept the letter of resignation; Jeremy Ruffner seconded the motion. Motioned carried with none opposed.
Chief Curry mentioned to the Supervisors that Officer Ralph Nedza will be attending a rifle training.
Chief Curry also mentioned that the 911 Center wants to begin hosting ride-alongs again, Randy Powell motions to approve the ride-along sessions, Brian Collins seconded the motion. Motion carried with none opposed.
It was also noted that beginning February 15th, 2023, both the Lawrence Township Police Department and the Clearfield Borough Police Department will be working out of the Township Municipal Building with some officers/secretary remaining at the Borough building until the public is all aware of the changes.
Solicitor’s Report: Solicitor Shaw reported that he has prepared the Zoning Ordinance and is ready to publish it to the public. Jeremy Ruffner Motioned to publish the Ordinance, Randy Powell seconded the motion. Motion carried with none opposed.
The Public Hearing for the Zoning Ordinance is set to be on March 28th, 2023 at 6:00PM and on April 4th, 2023 the Supervisors can vote on the Zoning Ordinance. Jeremy Ruffner motioned to set these dates for the Zoning Ordinance for the Public Hearing and Meeting to vote, Randy Powell seconded the motion. Motion carried with none opposed.
Recreational Park Board: Ron Porter stated he talked to Mr. Fred Redden at the Clearfield County Career and Technology Center about having a BBQ Pit made for the Rec Park sometime in March or April of 2023. Stated all the bills have been paid up to date. Ron mentioned that the Rec Park would like to have benches put in at the ends of the football field, these benches would be covered. The Rec Park received a donation in Larry Putt’s memory from the Brockway Little League. Ron Porter stated that the Rec Park Board his interested in planning the creation of a walking field.
Code Enforcement Office, Agatha Lauder: Demolition of the property of White Road is completed and cleaned up. There is nothing that needs to be done with the outstanding water bill unless the property is sold by the Township. Randy Powell showed interest in selling the property. The properties on Daisy Street are completed and being cleaned up. The check that is being held for the Demolition done by Earth Movers can be released to them. The owner of a property on Clark Street is willing to sign a waiver to have the property demoed. Randy Powell motioned to receive quotes on the demolition, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
The Fire Escrow for the Property on Jury Street was motioned to be released by Randy Powell due to it being cleaned up, Jeremy Ruffner seconded the motion to release those funds. Motion carried with none opposed.
Agatha expressed interest in ordering missing Code Books from General Code. The Township is missing 6 books in total and the quote from General Code will be $500.00, this includes tax and shipping as well as books being hole punched and with binders). Supervisors would like to talk more about this, decision is to be determined.
With the Zoning Changes happening, Agatha would like to order maps from Hess & Fisher to be able to sell to the public for their own personal records. Jeremy mentioned to even ask for a JPEG to be able to have a digital copy of the Zoning Map.
Roadmaster Report, Jim King: The Demolition at the Clearfield Lawrence Township Joint Airport is about to start, there will be 2 people from the Clearfield Roadcrew as well as 2 from the Lawrence Township Roadcrew helping with this process.
The Roadmaster and Roadcrew have been working on cleaning up the ditches in the Township. There has been mowing in Glen Richey during the nice weather. The Roadcrew recently had new radios installed in the rest of the equipment.
A new Buffalo Turbine Unit will need to be ordered before the Spring. The cost of the unit is $7500.00 or for the High Out Put one is $9,525.00. Randy Powell Motioned to order the High Out Put Unit, Brian Collins seconded the motion. Motion carried with none opposed.
Jim mentioned that with the number of calls coming in and him and the roadcrew being stopped while working, they are not allowed to work/fix people’s yards due to the rain and snow. Their yards are private property and not owned by the Township so they are unable to fix the issues.
Secretary/Treasurer’s Report, Barbara Shaffner: Requested to Advertise for bid the Traffic Light Grant. Jeremy Ruffner motioned to approve the request, Randy Powell seconded the motion. Motion carried with none opposed.
Requested permission to reimburse Douglas Clark for his Pension Contributions. Jeremy Ruffner motioned to reimburse Douglas Clark, Randy Powell seconded the motion. Motion carried with none opposed.
Requested permission to approve the Agreement with Clearfield Borough for the Bandit Chipper. Randy Powell motioned to approve signing the agreement, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
The Township received a letter from the Joseph & Elizabeth Shaw Public Library requesting the Township to reappoint Marrianne Herres to the Board of Trustees. Jeremy Ruffner motioned the reappointment, Randy Powell seconded the motion. Motion carried with none opposed. Marrianne Herres’ new term will expire on the second Thursday of January 2028
The Township received a letter from Paul Snyder requesting to be reappointed to the Clearfield Lawrence Township Joint Airport Authority Board. Jeremy Ruffner motioned to reappoint Paul Snyder, Randy Powell seconded the motion. Motion carried with none opposed. Paul Snyder’s new term will expire on 04/15/2028.
The Secretary reported that the two pieces of equipment from the previous meeting, KX080 Excavator and Case TR 270 Skid Steer need to be put out to bid due to the units being used and not under Costars. Jeremy Ruffner motioned to place an ad for both equipment bids, Randy Powell seconded the motion. Motion carried with none opposed.
The Secretary asked permission to transfer the Police Donation Funds from the Township Reserve Account to the Clearfield Regional Police Reserve Account in the amount of $37,420.21. Jeremy Ruffner motioned to transfer funds, Randy Powell second the motion. Motion carried with none opposed.
The Secretary asked permission to make some line changes to the Budget. Randy Powell motioned to revise the 2023 budget, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Supervisors’ reports:
Brian Collins mentioned about increasing Jason Witherite’s wage to full rate at $21.60/HR effective on January 15, 2023. Jason has been a great asset to the Roadcrew. Jeremy Ruffner motioned to increase Jason’s wage to full rate. Randy Powell seconded the motion. Motion carried with none opposed.
Randy Powell motioned to have the stone building be out to bid and once the specs have been revised. Brian Collins seconds the motion. Motion carried with none opposed.
Randy Powell mentioned that a date will need to be set to hold a meeting with the Township Supervisors and the Fire Chiefs. Jeremy Ruffner motioned to have a meeting with a date to be determined. Randy Powell seconded the motion. Motion carried with none opposed.
Jeremy Ruffner reviewed the plans for the Rec Park. The Engineers provided a revised map of the Rec Park for the multiuse building and parking lot. The building is to be 60’X 100’ and used for multiple sports for indoor practices. Jeremy Ruffner motioned to apply for a permit from the state for the project. Randy Powell seconded the motion. Motion carried with none opposed. The Rec Park is ready to begin Phase 2 oof the Dog Park as well.
Jeremy Ruffner motioned to pay a deposit of 15% for the new Fire Rescue Unit for Mill Road Fire Company. Brian Collins seconded the motion. Motion carried with none opposed.
A former roadcrew employee last year had damaged the fence outside the building. Jeremy Ruffner motioned to accept a quote for repairing the damage done to the fence by Bash Contracting and not to exceed $1,100.00. Randy Powell seconded the motion. Motion carried with none opposed.

Chairman Jeremy Ruffner called the meeting to order.

Roll call of Supervisors showed, Jeremy Ruffner and Randy Powell were Present, Brian Collins was absent.
Comments from the Audience: Ashley Graham expressed concern about Kennedy Road. She stated that the road is extremely muddy and that vehicles tend to get stuck in the mud. She also stated that during the warmer months how the road becomes extremely dusty. Ms. Graham was wondering if there is anything that Lawrence Township can do to fix these problems with Kennedy Road. Roadmaster Jim King will look at the issue and see what can be done.
Jeremy Ruffner motioned to approve the minutes from the February 7th, 2023 meeting with requested corrections, Randy Powell seconded the motion. Motion carried with none opposed.
Police Report: Interim Chief Julie Curry just wanted to make it aware that the process of moving the Clearfield Borough Police Department up to the Lawrence Township Building is finally complete and went very smoothly. Both Police Departments are working together very well and the transition to merging into the Regional Police is on track.
Solicitor’s Report, William Shaw: Mr. Shaw made it aware that the zoning ordinance notice has been made.
Recreational Park Board: Ron Porter stated that he went to the Clearfield County Career & Technology Center and met with Mr. Fred Redden on getting the BBQ pit for the Rec Park started. The students at CCCTC will be fabricating the BBQ Pit.
Code Enforcement Office, Agatha Lauder: Agatha gave the supervisors a few different bids for demoing 227 Clark Street. BJOE was the lowest bid at $10,489.00. Jeremy Ruffner motioned to accept the bid from BJOE, Randy Powell seconded the motion. Motion carried with none opposed. Agatha asked if the supervisors would agree and approve that once the permit for this demolition is ready to be picked up that BJOE has 30 days to complete the demolition. Jeremy Ruffner motioned to approve to getting the permit and that BJOE has 30 days to complete the demolition, Randy Powell seconded the motion. Motion carried with none opposed.
Agatha asked permission to get quotes for demoing 590 Deacon Road. Randy Powell motioned to receive quotes on this demo, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Agatha mentioned that there was nothing to report from the Planning Commission Meeting. The Planning Commission will be providing the supervisors with an Annual Report sometime in March.
Roadmaster Report, Jim King: Jim stated that the roadcrew has been mowing, trimming, cleaning up ditches as well as sweeping the roads. Jim King made it aware that he and some of the Roadcrew have been up to the compost site to clean it up, they are finding items that are not to be disposed of up there. These items include tarps, pieces of decking, plastic, etc. He expressed interest in installing cameras at the compost site to see who is disposing of these items. Supervisor Jeremy Ruffner plans to have the cameras installed in the spring.
Secretary/Treasurer’s Report, Barbara Shaffner: The Treasurer’s Report for the Month of January was submitted for the Supervisors to Review.
The Township received letters of interest from Tim Janocko and Andrew Bloom requesting to be reappointed to the Rec Board. Jeremy Ruffner motioned to accept both letters, Randy Powell seconded the motion. Motion carried with none opposed. Both of their terms will run until March 18th, 2028.
The Township only received one bid for the two pieces of equipment. The bid came from W & W Equipment Inc. Bid #1 was for a CASE TR270 Compact Track Loader at $38,000.00 and Bid #2 was for a KX080-4S2R3A Excavator at $79,000.00. Randy Powell motioned to accept both Equipment Bids from W & W Equipment Inc, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
The Secretary asked permission to advertise a Bid for Road Materials (Stone and Pipe). With the large projects the Roadcrew is expected to have this year, the Township will have to Bid the Stone and Pipe required for these projects. Jeremy Ruffner motioned to advertise the Bid, Randy Powell seconded the motion. Motion carried with none opposed.
The Secretary brought to the attention of the Supervisors about the Health Insurance Increase starting in April for May’s coverage. The new amount will reflect a 5.9% increase.
Assistant Secretary Report, Bailey Flanagan: the Assistant Secretary asked permission to attend a virtual class provided by PSATS on March 23rd, 2023. The class costs $35.00 and is called Engaging the Public – Agendas, Minutes, Public Comment & RTKL Requests. Randy Powell motioned to approve the training, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Supervisors’ reports: Randy Powell expressed a few things with the New Roadcrew Contract that need to be corrected and made clear. The Roadcrew should be asking permission to use their comp time from the Roadmaster. The Roadcrew is also only allow to accumulate 40 hours of comp time a year. These need to be addressed and made clear in the contract. Jeremy Ruffner motioned to approve and sign the new contract once everything is made clear and finalized. Randy Powell seconded the motion. Motion carried with none opposed.
Supervisors and Roadmaster need to have a meeting to review the paving estimates. Randy Powell motioned to advertise paving bid once reviewed, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Randy Powell mentioned that the Township received two applications for the Roadcrew position. Randy Powell made a motion to advertise the position again, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Jeremy Ruffner recently met with Josh, the manager at the Walmart Store. In the past year the store has had 2 cardiac arrests incidents. Walmart does not have an AED due to corporate saying that it is a liability. According to Walmart Corporate, stores only have one if there is an Ordinance by the municipality stating that they are required to have one. Jeremy Ruffner wants to look into creating an ordinance for larger businesses to be required to have an AED.
Jeremy Ruffner motioned to pay the bills in the amount of $84,262.50. Randy Powell seconded the motion. Motion carried with none opposed.

Comments from the Audience: Mr. Terry Wigfield expressed his concern of the Township purchasing a new fire rescue that will cost over $1 Million. Mr. Wigfield believes that there are more options within Lawrence Township that those funds can be used for. IT was explained that the funds that are being used to purchase the new fire rescue can only be used for the fire companies within Lawrence Township.

Police Report: Assistant Chief Julie Curry announced that the Clearfield Regional Police have received a Grant from Walmart for $3,000.00.
Solicitor’s Report, William Shaw: Mr. Shaw just wanted to remind everyone that the Zoning Public Hearing is on March 28th at 6PM.

Code Enforcement Office, Agatha Lauder: Ms. Lauder stated the demolition three properties, 164 Good Street, 1410 Daisy Street and 1414 Daisy Street, have been completed. She asked permission to have Solicitor Shaw place a lien on these properties. Randy Powell motioned to have Mr. Shaw place a lien on these properties, Brian Collins seconded the motion. Motion carried with none opposed.
Agatha presented some bids for demoing the property on 59 Deacon Rd. Randy Powell motioned to award the bid to Earthmovers in the amount of $7,740.00, Brian Collins seconded the motion. Motion carried with none opposed. Agatha asked permission to get the demolition permit for this property. Randy Powell motioned to get the demolition permit, Brian Collins seconded the motion. Motion carried with none opposed.
Agatha mentioned to the Supervisors about the Spring Cleanup coming up and when to schedule it. Randy Powell motioned to have Spring Cleanup on Friday May 12th, 2023 and on Saturday May 13th, 2023 at the Lawrence Township Municipal Building. Brian Collins seconded the motion. Motion carried with none opposed.
Roadmaster Report, Jim King: Jim made it aware to the Supervisors that on Tuesday March 14th, 2023 someone from the Bandit company is coming for a training session on the new chipper.
Jim wanted the Supervisors to know that Walt, from Walker and Walker Equipment, reached out to him and gave him some prices on buckets. The first bucket is a 36inch grading bucket with cutting edge at $2,200.00, the second bucket is a 24inch trenching bucket at $2,300.00.
Jim stated that Jim Bailor, from B & D Enterprises, will start sweeping the first week on April.
Secretary/Treasurer’s Report, Barbara Shaffner: The Secretary asked permission to close the Lawrence Township Regional Police bank account in the amount of $506.27 and transfer those funds to the Clearfield Regional Police account. Randy Powell motioned to close the account with the Township and give those funds to the Clearfield Regional Police, Brian Collins seconded the motion. Motion carried with none opposed.
Assistant Secretary Report, Bailey Flanagan: The Assistant Secretary asked permission to attend a training on March 28th, 29th and 30th. The course is called Basic Training for Municipal Secretaries and Administrators. It is a virtual training that will be from 10AM-12PM each day and costs $80.00. Randy Powell motioned to approve the attendance of the virtual training, Brian Collins seconded the motion. Motion carried with none opposed.
The Assistance Secretary opened the Traffic Light Bid. There were four companies to complete and submit a bid to Lawrence Township. Bronder Technical Services bid the job at $287,092.99, Tech Services bid the job at $280,288.87, Wyoming Electric & Signal bid the job at $317,325.00, and M & B Services bid the job at $297,694.60. Randy Powell motioned to award the bid to Tech Services for the amount of $280,288.87. Brian Collins seconded the motion. Motion carried with none opposed.
Supervisors’ reports: Jeremy Ruffner mentioned he wants to have a WiFi Booster and increase Cell Phone Service at the Lawrence Township Municipal Building. Mr. Ruffner said he will bring this item back up at the next meeting.
Randy Powell stated how he would like to schedule interviews with the applicants for the Part Time Roadcrew Position in the morning of Monday, March 13th, 2023. Mr. Powell asked Mr. Ruffner if he was able to be in attendance to these interviews.
Brian Collins stated that the Supervisors need to decide on Solicitor Shaw’s salary. Randy Powell motioned to have an executive session on this matter as well as discuss Roadmaster Jim King’s hourly wage. Brian Collins seconded the motion. Motion carried with none opposed.

It was stated that the owner is willing to make payments if the Supervisors would let them. The Secretary asked permission for the Code Officer to have the Subdivision of 141 Bottom Lane approved for Lisa & Roy Rodgers. Randy Powell motioned to approve the 141 Bottom Lane Subdivision. Brian Collins seconded the motion. Motion carried with none opposed.
The Planning Commission provided the Annual Report for the Supervisors to review.

Roadmaster Report, Jim King: The Roadmaster mentioned that Rick’s Tree Service finished the daylighting project on Coal Hill Road and will be dropping off a bill.
The Roadmaster brought it to the attention of the supervisors that the roadcrew would be interested in starting their four 10 hour days in the beginning of April. Jeremy Ruffner motioned to discuss the roadcrews schedule in an executive session. Randy Powell seconded the motion. Motion carried with none opposed.
Secretary/Treasurer’s Report, Barbara Shaffner: The Secretary provided the supervisors with the Treasurer’s Report for the month of February for their review.
The Secretary asked permission to transfer funds from the General Fund to the HRA Account in the amount of $5,000.00. Randy Powell motioned to approve the transfer of funds. Brian Collins seconded the motion. Motion carried with none opposed.
The Secretary asked permission to transfer funds from the Reserve Savings to the Clearfield Regional Police in the amount of $80,000.00. Randy Powell Motioned to approve the transfer of funds. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
The Secretary announced that the Township received a Grant for the Local Share Grant in the amount of $80,000.00 for the Lick Run Bridge.
The Secretary also announced that the Township received a grant from the Conservation District for Lick Run Road in the amount of $45,569.62 with a match of $49,872.99. The total project cost of $95,441.91.
Assistant Secretary Report, Bailey Flanagan: The Assistant Secretary opened the bids for the 2023 Road Materials. The Township received a total of three bids for the materials. The bids are as follows:

After reviewing the bids, the Solicitor encouraged the Supervisors to table the decision for now and further review the specs and bids for the Stone Storage Building. Brian Collins motioned to table the Stone Storage Building Bids. Randy Powell seconded the motion. Motion carried with none opposed.
Supervisors’ Reports: Randy Powell made it known that the Township has an opportunity to receive summer help from North Central. The “interns” could work up to 100-240 hours total per person (depending on their age). Jeremy Ruffner motioned to approve meeting with North Central and creating a contract for the summer help. Brian Collins seconded the motion. Motion carried with none opposed.
Jeremy Ruffner mentioned that he has the Chapter 102 Permits to be signed and to be submitted to the engineer. Randy Powell motioned to approve signing the permits and submitting them to the engineer. Brian Collins seconded the motion. Motion carried with none opposed.
Jeremy Ruffner brought up about the cellphone booster quotes for the Township Building he had mentioned at the last meeting. Jeremy motioned to purchase the booster with a company called Powerful Signal that carries a four-antenna booster by We Boost for only $1,999.99 plus an installation fee. Randy Powell second the motioned. Motion carried with none opposed.
Prior to the Regular Meeting, the Supervisors met with the Fire Chiefs of the Lawrence Township Fire Companies. Jeremy Ruffner motioned for the Township to look into adopting a No Tobacco/Vaping Policy for all Township owned equipment. Randy Powell seconded the motion. Motion carried with none opposed. This will be prepared for the next meeting.
Jeremy Ruffner motioned to dissolve the Lawrence Township Fire Police and have each station have their own Fire Police. Randy Powell seconded the motion. Motion carried with none opposed.

This is a Public Hearing of the Lawrence Township Board of Supervisors for March 28th, 2023 6:00 PM at the Municipal Building at 9120 Clearfield Curwensville Highway Clearfield PA 16830.
This public hearing is being held to present and receive public comments concerning proposed amendments to the Lawrence Township Zoning Ordinance
Chairman Ruffner explained that the proposed amendments are to ADD CRYPTOCURRENCY AS A SPECIAL EXCEPTION, ADD CHANGES TO DEFINITIONS, PROVIDE THAT ALL POOLS COMPLY WITH THE INTERNATIONAL RESIDENTIAL CODE, AMENDING PERMITTED USES IN CERTAIN DISTRICTS, ADDING FOOD TRUCKS AS A PERMITTED USE IN CERTAIN DISTRICTS, AMENDING PARKING SPACES REQUIRED, AND ALLOWING TIMBERING IN ALL DISTRICTS
Chairman Ruffner asked If anyone desires to speak, they must first state their name, address, and ask that only one person speak at a time. This is a semi-judicial hearing; there is a court reporter present that will record the proceedings. So please speak one at a time.
Chairman Ruffner turned the meeting over to the Township Solicitor Bill Shaw for his portion.

Police Report, Assistant Chief Julie Curry: Assistant Chief Curry provided the first Monthly Stat Report for the Clearfield Regional Police for March 2023.
Engineer’s Report: No Report
Jeremy Ruffner mentioned that the 102 Permit is finished.
Solicitor’s Report, William Shaw: Mr. Shaw mentioned that the Lien Drafts are completed and will provide copies.
Recreational Park Board: Mr. Ron Porter mentioned that the viewing benches could possibly be an Eagle Scout Project for some local scouts. Lezzer Lumber donated the lumber for these projects. Mr. Porter did receive the proposed building prints from Jeremy Ruffner. Mr. Porter mentioned that the batting eye cages the rec board is looking into will cost around $4,000.00. Ron also thanked Jim King and the Roadcrew for their hard work recently up at the rec park helping to get it prepared for the Spring and Summer.
Code Enforcement Office, Agatha Lauder: Ms. Lauder stated that the demolition and clean-up of the property on 59 Deacon Road has been completed. Ms. Lauder asked permission to have Mr. Shaw place a lien on the property. Randy Powell motioned to approve putting the lien on 59 Deacon Road, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Ms. Lauder stated that at the Zoning Meeting being held on 05/03/2023 at 5PM there will be discussion on electric car chargers out on I-80 near Burger King.
The Code Officer provided an Amusement Device Tax update. She is currently waiting to receive one from the prior year and one for the current year. Once those are received those funds can be dispersed.
Ms. Lauder received a DEP Notification for the Forum US Renewal.
Roadmaster Report, Jim King: Mr. King stated that this is the last week for William “Tim” Norman, and that Robert Clark will be helping the roadcrew two days a week.
Mr. King asked the supervisors if the Township should start closing the compost site at a certain time. There has been damage to the Bandit Chipper from people not paying attention to what they are tossing out of their vehicles. Mr. Ruffner advised that the cameras will be up and running in around six weeks, so there is no need to close the compost site at certain times.
Mr. King asked permission to apply for the Dirt and Gravel Grants for Barn Road and Dairy Lane. There is at least $13,000 available with the possibility of applying for more grant money. Randy Powell motioned to approve applying for the grants as well as having the Chairman sign off on them. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Secretary/Treasurer’s Report, Barbara Shaffner: The Secretary asked permission to transfer funds from the Act 13 Account to the General Fund for the 1st Quarter Police Wages and FICA, in the amount of $57,096.26. Randy Powell Motioned to approve the transfer of funds. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
The Secretary mentioned to the Supervisors that the Township received William “Pokey” White’s letter of retirement. His official last day will be 05/31/2023. Jeremy Ruffner motioned to accept his letter of retirement. Randy Powell seconded the motion. Motion carried with none opposed. Mr. Ruffner wishes Pokey the best in his retirement and Lawrence Township is thankful for his many years of service.
Assistant Secretary Report, Bailey Flanagan: The Assistant Secretary reminded the Supervisors of the Drive-Thru Recycling Collection Event on April 15th, 2023. She also informed the Supervisors of the Stream Habitat Improvement Field Tour that is being held on May 31st, 2023. This is an educational tour on stream restoration techniques.
Miss Flanagan opened the Bids for the 2023 Sealcoat Project. The Township received a total of four bids. The Bids are as follows:

- Midland Asphalt Materials Inc. $92,876.00
- Quaker Sales Corporation $92,225.00
- Suit-Kote Corp $78,380.40
Randy Powell motioned to award the 2023 Sealcoat bid to Suit-Kote Corp. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Miss Flanagan opened the bids for the 2023 Paving Project. The Township received a total of four bids. The Bids are as follows:

Jeremy Ruffner motioned to award the 2023 Paving Project to New Enterprise Stone & Lime Co Inc. Randy Powell seconded the motion. Motion carried with none opposed.
Supervisors’ Reports: Jeremy Ruffner mentioned that the supervisors have discussed the Stone Building Bids that was tabled at the last meeting on 03/21/2023. Jeremy Ruffner motioned to award the Stone Building to T English Construction LLC in the amount of $150,000.00. Randy Powell seconded the motion. Motion carried with none opposed. Mr. Ruffner did note that Todd English will be providing an updated and amended specs for the building as per Supervisors’ Request.
Jeremy Ruffner motioned that the Township approves the Ordinance for the Zoning Changes with the changes made by the Planning Board. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. Ruffner mentioned installing three flag poles at the Township building and possibly having the roadcrew start these before starting any grant work.
Mr. Ruffner also mentioned that the Township will be receiving an official bid for the Broadband soon.
Jeremy Ruffner announced that DCNR will be up at the rec park next week to conduct a controlled burn to reduce the amount of fleas and ticks in the area.
Randy Powell Motioned to put Randell Walker at Full Rate at $22.60/hour effective as of 03/12/2023. Jeremy Ruffner seconded the motion. Motion carried with none opposed.

Brian Collins motioned to approve the minutes from the April 4th, 2023, meeting. Randy Powell seconded the motion. Motion carried with none opposed.
Police Report, Assistant Chief Julie Curry: Assistant Chief Curry stated that the Clearfield Regional Police purchased a new police car, making it the first piece of equipment purchased since regionalizing Lawrence Township and Clearfield Borough police departments. The new car is at Team Force should be here and ready to use on Thursday, April 20th, 2023.
Assistant Chief Curry applied for and received a grant for the Clearfield Regional Police through Walmart DC. The grant was in the amount of $1,200.00.
Assistant Chief Curry mentioned that the Police department has switched phone providers, from Verizon to T Mobile. She asked Jeremy if there is a way to access the email account linked to the Verizon Account in order to Cancel the contract. Mr. Ruffner will be making the email a legitimate email since it was originally created as an email group.
Engineer’s Report: No Report.
Solicitor’s Report, William Shaw: Mr. Shaw brought some municipal liens he had prepared for some properties. Mr. Shaw requested an Executive Session to talk about personnel matters.
Recreational Park Board: No Report
Code Enforcement Office, Agatha Lauder: Ms. Lauder brought up the land development for Village Road Partners Inc. She mentioned that she is waiting for the engineer to review it completely. She asked the supervisors if they wanted to approve it or wait till the engineers finished the review. Randy Powell motioned to table the decision and wait to approve it upon the engineers review. Brian Collins seconded the motion, motion carried with none opposed.
Ms. Lauder mentioned another land development for Blue Sky Rentals LLC for an area behind Arby’s and Verizon near I80 and Industrial Park Road for Storage Units. Mr. Wilson Fisher and Agatha both found the original plans for Industrial Park Road. Mr. Fisher said from looking at the plans that the storm water system still looks good from an engineering perspective. Randy Powell said if an issue with the storm water system occurs we will look into how to fix the issue but it will result in digging up the area. Ms. Lauder asked the supervisors for approval on the land development. Randy Powell motioned to approve the land development, on condition if drainage issues occur, must be addressed. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder asked for permission to schedule a Conditional Use Public Hearing for the Community Solar Project off 104th Calvary Road. Jeremy Ruffner motioned to schedule the Hearing on Tuesday June 6th, 2023, at 6:30PM prior to the regular meeting. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder asked permission from the supervisors to approve the Consolidation Plan for Shari Merrey for 707 Jade Road in Clearfield. Shari Merrey wants to take two properties and consolidate them into one. Randy Powell motioned to approve the Consolidation Plan of 707 Jade Road. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder mentioned that the property of 238 Bowmans Hill Road that used to be the Kerr Addition Community Center appears to be abandoned. She is wondering if there is a way to look up a possible owner of the property. The property is tax exempt, so she is unable to look up an owner that way. Ms. Lauder asked Mr. Bill Shaw if he would be able to do a title search on the property to see if there is a current living owner.
Ms. Lauder wanted to remind everyone of the Clean Up Days that are set for May 12th & May 13th.
Roadmaster Report, Jim King: Mr. King mentioned that the roadcrew will begin Grant Work the beginning of May, starting with Scribbers Road. They are just doing daily work that is needed at the Rec Park since all projects they currently had are now completed. The roadcrew has been busy grating roads that need it. Finally, Mr. King mentioned that the Township has been receiving complaints from residents that the roads are too dry and too dusty to drive on, the problem is caused by the lack of rain. Also, the Township’s roads are too smooth because people are now speeding down the roads.
Secretary/Treasurer’s Report, Barbara Shaffner: Mrs. Shaffner provided the treasurer’s report for the month of March 2023 to the supervisors for their review.
The Secretary asked permission to transfer $38,000.00 from the TAN Savings to the General Fund to cover invoices. Randy Powell motioned to approve the transfer of funds. Brian Collins seconded the motion. Motion carried with none opposed.
Mrs. Shaffner mentioned that the Township did not get approved for the Dirt and Gravel Grants for Dairy Lane and Barn Road. However, Mark Lyons from the Clearfield County Conservation District did mentioned that we resubmit the applications for both Dairy Lane and Barn Road for the main Dirt and Gravel Grant in the Fall.
The Secretary asked permission to submit an application to have Bailey Flanagan added to the Lawrence Township Credit Card as an Authorized Signer. Randy Powell motioned to approve adding Miss Flanagan to the Township Credit Card. Brian Collins seconded the motion. Motion carried with none opposed.

Supervisors’ Reports: Jeremy Ruffner received a quote from BASH Construction for Phase 2 of the Dog Park in the amount of $9,480.00, Phase 2 will be completing a fenced area for smaller dogs. Mr. Ruffner motioned to proceed with having BASH Construction complete Phase 2 of the Dog Park. Brian Collins seconded the motion. Motion carried with none opposed.
Jeremy Ruffner said that State Representative Dallas Kephart is providing Lawrence Township with 3 flags to display on the new flag poles in front of the township building. Mr. Ruffner wants to look into getting prices on having landscaping done around the flag poles that will be little to no maintenance. Mr. Ruffner thanked Dallas Kephart for the flags and also thanked the roadcrew for the time and hard work they did in getting the flag poles up.
Randy Powell wanted to start by thanking Roadmaster Jim King and some of the roadcrew for helping the fire companies with the fire at Noveys Recycling prior to tonight’s meetings.
Randy Powell mentioned that the Township will be holding off on the Kerr Addition Project until next year. This was in consideration with the number of projects the roadcrew has planned for this year already.
Randy Powell mentioned that the plans for work on Turnpike through PennDot’s Multimodal grant are unable to be completed. The project would’ve been combined between Lawrence Township and Clearfield Borough for the combined road of Turnpike Avenue. The Borough’s portion of the project takes most of the funds from the grant. The borough will be replacing sidewalks and taking away trees and expanding the roadway to 19 feet.
Brian Collins motioned to pay the bills in the amount of $91,105.28. Randy Powell seconded the motion. Motion carried with none opposed.

Police Report, Assistant Chief Julie Curry: Assistant Chief Curry provided the Monthly Stat Report for the Clearfield Regional Police for the month of April 2023.
Assistant Chief Curry announced that the Clearfield Regional Police did receive two grants. One is for $1,200.00 from Walmart DC and the other one is for $3,000.00 from the Walmart Store.

Solicitor’s Report, William Shaw: Mr. Shaw mentioned that retrieving information on the Kerr Addition Community Center Property, located on 238 Bowmans Hill, mentioned at the April 18th meeting is not an easy case. Mr. Shaw suggested that the supervisors have a title search completed on the property. Mr. Shaw stated that the title search could cost up to $1,000.00. Randy Powell motioned to have Mr. Shaw complete a title search on the Kerr Addition Property, Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Recreational Park Board: Mr. Ron Porter thanked Roadmaster Jim King for the hard work cleaning up all the tree limbs at the Rec Park. Mr. Porter asked the supervisors for an update on an 8ft Fiberglass ladder he requested to have. The current aluminum ladder is not as sturdy as they would like. This new ladder would be used to help put netting up around the cages as well as any maintenance needed. Jeremy Ruffner mentioned that he talked to the manager at Lowes requesting to have the ladder donated, a donation request form would need to be submitted for it. Mr. Ruffner will also look at the prices of purchasing the ladder as well.
Mr. Porter asked for an update on the multipurpose building grant. Jeremy Ruffner mentioned that the grant is not opened yet, but once it is the township will apply and submit the application for the grant.
Code Enforcement Office, Agatha Lauder: Ms. Lauder asked permission to change the date for the Conditional Use Public Hearing for the Community Solar Project off of 104th Calvary Road, the original date being June 6th, 2023 at 6:30pm and would like it changed to June 20th, 2023 at 6:30pm. Randy Powell motioned to approve the change of date to June 20th, 2023 at 6:30pm for the Conditional Use Public Hearing. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder said that the Township needs to table the Land Development for Village Road Partners Inc. until the Engineers have completed the report. Ms. Lauder did state that the engineers will have that completed and to her by Friday, May 5th, 2023.
Ms. Lauder reminded the Township that the clean up days are still set for Friday May 12th & Saturday May 13th from 9am-2pm at the township building.
Ms. Lauder received a DEP Notification for the Swathom Operation. She informed the supervisors that they have 30 days to make any comments on it.
Ms. Lauder asked permission to attend a FEMA Training from June 6th-9th. The training is $50.00 to take along with hotel expense. Jeremy Ruffner stated that he and the other supervisors will look into the training before deciding.
At the training in Erie, Ms. Lauder had an interest from PEMA to conduct a training at the Lawrence Township building for local municipalities to attend. Ms. Lauder wanted to provide this information for the supervisors to think about holding the training in the future.
Ms. Lauder asked if one of the supervisors would be available on May 5th, 2023 at 5:00pm to represent the Township at the Zoning Hearing. This Hearing is for the variance on electric vehicle charging stations. Randy Powell stated that he should be back in time to attend.
Ms. Lauder stated that the Township needs to update the Fee Schedule for Permits. She asked permission to set a fee amount for Floodplain Permits as well as Food Truck Permits since the Township does not have a set fee for those, as well as lowering the Timbering Permit amount. Randy Powell motioned to see the Floodplain Permit fee amount at $50.00. Brian Collins seconded the motion. Motion carried with none opposed. Jeremy Ruffner motioned to set the Food Truck Permit fee amount at $25.00 per year. Brian Collins seconded the motion. Motion carried with none opposed. Randy Powell motioned to reduce the Timbering Permit amount for $300.00 to $150.00. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder mentioned that the Township needs to update the Floodplain Ordinance. Leslie Rhoads from PEMA can look at the ordinance and can help update it for free. Ms. Lauder said this is something the supervisors should investigate and consider since the Floodplain Ordinance hasn’t been updated in years.
Roadmaster Report, Jim King: Mr. King asked permission to get new tires for the Volvo Ditch Grater. All the tires for it keep going flat. Mr. King said an estimated price for tires and labor for it from Good Tire is around $4,855.00. Jeremy Ruffner motioned to purchase new tires from the business with the best price. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. King stated that the Buffalo Turbine Blower has been used everyday since receiving it. He also stated that this piece of equipment is already paying for itself since it is making the ability to clean out ditches easier and less time-consuming.
Mr. King asked the secretary and supervisors for information about submitting light outages to Penelec. The secretary stated she will show the assistant secretary how to process these requests. Mr. Ruffner mentioned that these requests can be submitted online.
Secretary/Treasurer’s Report, Barbara Shaffner: Mrs. Shaffner asked permission to advertise the bids for the Lick Run Bridge once the engineers have prepared the bids. Randy Powell motioned to approve advertising the bids for the Lick Run Bridge. Brian Collins seconded the motion. Motion carried with none opposed.
Assistant Secretary Report, Bailey Flanagan: Miss Flanagan asked permission to attend a Secretary/Administrator Summit through PSATS on June 12th, 2023 in Boalsburg, the total for the training is $125.00. Jeremy Ruffner motioned to approve the assistant secretary to attend the training. Randy Powell seconded the motion. Motion carried with none opposed.
Supervisors’ Reports: Jeremy Ruffner motioned to purchase a batting cage net in the amount of $969.00 + Tax for the Rec Park. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. Ruffner wanted to thank Mr. Ron Porter for taking the time and mowing the grass at the Rec Park. It is greatly appreciated.
Mr. Ruffner wanted to thank Brian Collins and Jim for all the work done at the compost site. The compost site looks great. The supervisors and roadmaster are hoping to keep the site looking this way and to inform the residents that the compost site is not for garbage.
Brian Collins mentioned that the mower for the rec park has a hole on the deck and that it needs to be repaired. Mr. Collins asked if Jim King could have someone from the roadcrew weld a patch on it or take it to Shugart’s Lawn & Garden for Repair. Mr. Ron Porter stated he can try to weld something and if he is unable to, he will let Jim King know for one of the roadcrew workers to complete.

Comments from the Audience: Mr. Ron Porter stated how he is glad that the Zoning Board approved the installation of the Electric Super Chargers out near Industrial Park Road. He wanted to hear what the supervisors thought about them. Jeremy Ruffner stated that he is all for it and since they will be right off I80 and will bring more people as well as profit into Lawrence Township. Randy Powell stated that he wants to have more structure and control over the installation of the Electric Super Chargers.

Solicitor’s Report, William Shaw: Mr. Shaw recommended an executive session to go over the letter he received from Attorney John Ryan regarding the Sewer System Transfer from Lawrence Township to the Clearfield Municipal Authority.
Recreational Park Board: Ron Porter stated that he welded and fixed the goal post as well as welded and fixed the deck on the lawn mower at the Rec Park. Jeremy Ruffner informed Mr. Porter that he has a call in with Lowes about getting the ladder Mr. Porter asked for at a previous meeting.
Code Enforcement Office, Agatha Lauder: Ms. Lauder asked the supervisors to approve the land development for 1218 Village Road, the partners asked for a waiver of two items from the engineer’s report. Ms. Lauder has a copy of the report stating what the waivers are. Randy Powell motioned to approve the Land Development with the submitted waivers. Brian Collins seconded the motion. Motion carried with none opposed.
Agatha Lauder mentioned that she will be checking the grass height of township residents. She also wanted to inform everyone that the grass needs to be below 10 inches and to not blow grass clippings onto the road.
Ms. Lauder stated that she received the final amusement device tax and that it is ready to be distributed. Ms. Lauder also stated that she started to send out the trailer park and junk yard permits for renewal.
Roadmaster Report, Jim King: Jim King expressed to the supervisors that the Roadcrew needs more road signs. They have recently had the “Road Closed” signs either stolen or moved by someone other than the roadcrew. Mr. King mentioned that he does have a few on order and is waiting to receive them.
Mr. King wanted to make it aware that Dairy Lane, Lick Run and Scribbers Road are all closed right now for grant work.
Mr. King stated that the compost site is out of control again. People are dumping their trash up there.
Mr. King said that Tom Lanager, the new part-time roadcrew member, is doing a great job already and is catching on quickly.
Mr. King said that the dumpster at the Rec Park is always full of trash that is not from the Rec Park. People are throwing their own household garbage in these dumpsters. Mr. King mentioned the possibility of adding another dumpster or replacing the current one with a larger size.
Mr. King also said he is trying to keep up with mowing the grass near the roads as well as simple tasks around the township while the rest of the roadcrew is completing the grant work.
Secretary/Treasurer’s Report, Barbara Shaffner: Mrs. Shaffner provided the treasurer’s report for the month of April for the supervisors to review.
Mrs. Shaffner asked permission to distribute the 2023 budgeted donations. The donation amount and recipients are as follows:
- Clearfield-Lawrence Township Joint Airport Authority - $5,000.00
- CAST - $750.00
- Joseph & Elizabeth Shaw Public Library - $2,500.00
- Clearfield SPCA - $1,250.00
Jeremy Ruffner motioned to approve the distribution of the 2023 budgeted donations. Randy Powell seconded the motion. Motion carried with none opposed.
Mrs. Shaffner asked permission to distribute the 2023 Budgeted Contributions to each of the Lawrence Township Fire Companies. The amounts are as follows:

Randy Powell motioned to approve the distribution of the 2023 Budgeted Contributions. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Mrs. Shaffner asked permission to distribute the 2023 Amusement Device Tax to each of the Lawrence Township Fire Companies. The total received was $6,750.00. The Townships share is 20% in the amount of $1,350.00. Each Fire Company will receive $1,800.00. Randy Powell motioned to approve the distribution of the 2023 Amusement Device Tax. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Barbara Shaffner wanted to inform everyone that this would be her final meeting as Secretary/Treasurer for Lawrence Township. She has served the Township in this role for the past 22 years. Jeremy Ruffner thanked Mrs. Shaffner for all her years and dedication to the Township and that she has been a great asset to the Township as well. Mr. Ruffner wishes Barb a happy and healthy retirement.
Assistant Secretary Report, Bailey Flanagan: Miss Flanagan asked permission from the supervisors to purchase Adobe Acrobat Pro. For one license, the program will cost $287.88 + Tax / Year. This program will be useful for the ability to complete PDF files and have online applications for residents. Jeremy Ruffner motioned to approve the purchase of Adobe Acrobat Pro. Randy Powell second the motion. Motion carried with none opposed. Mr. Ruffner mentioned to Miss Flanagan to call CNB Bank and talk to someone about having the ability to take credit cards online for payments.
Miss Flanagan wanted to remind everyone that Lawrence Township will be having a retirement party for both Barbara Shaffner and William “Pokey” White on Wednesday May 31st. Miss Flanagan ordered cakes and that The Country Butcher catering the event.
Miss Flanagan asked Jeremy Ruffner if he would like to order a larger American Flag for the Township building or if she should. Mr. Ruffner said he will look into what size the flagpole can have and get back to her on ordering a flag.
Miss Flanagan asked the supervisors when they would like her to start her new working hours, 7:30am-3:30pm. The supervisors said the decision is up to Miss Flanagan and to let them know when the new time will take effect.
Supervisors’ Reports: Jeremy Ruffner would like to have an executive session to discuss Miss Flanagan’s rate and position.
Brian Collins motioned that the Rec Park would like to purchase some trees to plant around the baseball field. Lanagers Landscaping estimated it would be around $1,900.00. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. Collins motioned for the Township to pay ½ of the bill for concrete slabs for benches at the dog park. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. Collins also mentioned that he is looking into along with the Rec Park Board of installing some vending machines up at the Rec Park for the public to have access to drinks and snacks when the concession stand is not opened.

Jeremy Ruffner motioned to approve the minutes from the May 16th, 2023, meeting. Randy Powell seconded the motion. Motion carried with none opposed.
Police Report, Chief Vince McGinnis: Chief McGinnis provided the monthly stat report for the Clearfield Regional Police for the month of May 2023. Chief McGinnis informed the supervisors that the police are carrying the new guns. Chief McGinnis also made it aware that over the weekend an officer was injured by twisting his ankle during a foot pursuit.
Engineer’s Report: No Report.
Solicitor’s Report, William Shaw: No Report. Jeremy Ruffner requested an executive session for personnel matters with no voting afterwards.
Recreational Park Board: No Report
Code Enforcement Office, Agatha Lauder: Ms. Lauder was absent from the meeting, but her agenda was presented by the secretary. She requested that the supervisors review the Kennedy LERTA Application which they agreed to look in to.
The secretary made it aware that the subdivision for Butler has an owner listed on it that is not an actual owner. She asked permission for the supervisors to approve the removal of that owner or if they would prefer the subdivision be sent back to the planning commission. Jeremy Ruffner motioned to approve the removal of the nonowner of the subdivision for Butler. Randy Powell seconded the motion. Motion carried with none opposed.
The secretary asked permission to approve the updated Floodplain Management update that was received by Leslie Rhoads. Jeremy Ruffner motioned to table the decision for further review and will revisit at the next meeting. Randy Powell seconded the motion. Motion carried with none opposed.
The secretary asked permission for the Code Officer to create a procedure on vacating “paper alleys” and making it into a subdivision. Jeremy Ruffner motioned to table the decision for further review and will revisit at the next meeting. Randy Powell seconded the motion. Motion carried with none opposed.
Roadmaster Report, Jim King: Mr. King reported to the supervisors that on Monday, Midland Asphalt came and put EDP-30 oil on the dirt roads to help prevent dust. The oil was $1.475 / Gallon, the township purchased 14,000 gallons along with Midland Asphalt have an application fee, the grand total was $20,650.00. This did around 5 miles worth of roads in various places in Lawrence Township.
Mr. King asked if there is a speed limit in Golden Rod. He has been getting calls as well as being stopped by Golden Rod Residents about vehicles driving at higher speeds in that area. There are always kids playing outside as well as residents walking along with their pets. The residents have told Mr. King that they would like to have either speed limit signs places throughout the neighborhood or even Kids at Play signs if not both.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan asked permission to apply for the Bare Root Tree Grant for trees at the Rec Park that Mr. Collins mentioned at the last meeting. The grant does not open until the end of June and will not be rewarded until the end of August/early September. Randy Powell motioned to approve the secretary to apply for the Bare Root Tree Grant when it opens. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Miss Flanagan gave an update on the bid results for the ECMS grant through PennDot. The bid was awarded to Granna Bros for the total of $981,274.98.
Miss Flanagan also wanted to update the supervisors that for the ARC Paving Grant through PennDot, that the Township no longer needs to pay the $92,000.00 match. The amount the township has paid to the engineers was good to cover the match.
Miss Flanagan updated the supervisors on the process of getting landscaping done around the flagpoles in front of the township building. Lanagers stated that due to the lack of workers they are unable to bid this job. Gilliland did provide an estimate and she has also reached out to Sayers Lawncare. Jeremy Ruffner suggested putting topsoil down along with some grass seed and straw for this year and revisit it next year.
Miss Flanagan opened the bids for the Lick Run Bridge. Unfortunately, the Township did not receive any bids. She asked permission to reach out to Keller Engineers to put this back out for re-bid since this is a grant and needs to be completed in 2023 otherwise that Township will lose those funds. Jeremy Ruffner motioned to have the secretary email the engineers to rebid the work for Lick Run Bridge. Randy Powell seconded the motion. Motion carried with none opposed.
Supervisors’ Reports: Jeremy Ruffner mentioned that the Clearfield Regional Police will be monitoring traffic on My Joy Road near Moyer’s Auto Body due to residents complaining about the high speeds at which vehicles are traveling.
Jeremy Ruffner mentioned how the state of Pennsylvania is in a Code Red Stage for Burning due to the fires up in Canada as well as lack of rain. Jeremy Ruffner motioned to place a burn ban effective immediately for Lawrence Township for the month of June. Randy Powell seconded the motion. Motion carried with none opposed. Mr. Ruffner added that the supervisors will reevaluate the burn ban at the next meeting on June 20th, 2023.
Randy Powell motioned to have interviews for potential part time roadcrew member(s) with anticipation of a current roadcrew employee retiring later in the year. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Jeremy Ruffner motioned to pay the bills in the amount of $345,083.71. Randy Powell seconded the motion. Motion carried with none opposed.

This is a Conditional Use Hearing of the Lawrence Township Board of Supervisors for June 20th, 2023 at 6:30pm at the Municipal Building located at 9120 Clearfield-Curwensville Hwy Clearfield PA 16830.
Jeremy Ruffner explained that this Conditional Use Hearing is being held for to present and receive public comments concerning the conditional use application submitted by Calvary Road Solar 1, LLC, requesting a Conditional Use approval for a Community Solar Project relative to property owned my Adam Gearhart, James Gearhart Andrew Gearhart and Jeffrey Gearhart on 104th Calvary Road, Property Map #’s I08-000-00005, I08-000-00004, I08-000-00003.
Jeremy Ruffner asked if anyone who desires to speak states their name prior to speaking. There is a court reporter present that will be recording this hearing. So please speak clearly and one at a time.
At this time, the gentleman of New Leaf Energy presented a PowerPoint presentation for the proposed Solar Farm Project.

Comments from the Audience: Mr. Ron Porter wanted to thank and mention the great work Roadmaster Jim King has done at the compost site. Mr. Jim King said he had a lot of help from the roadcrew as well as Supervisor Brian Collins.
Mr. Cameron Rothrock (689 Coalhill Rd) stated that his neighbor has been blocking his driveway from having issues with the previous neighbor of where Mr. Rothrock lives. The supervisors asked if there is an easement on the deed, unfortunately there isn’t much that can be done if there is not one.
Mr. Dale Marshall (420 Forest Drive) stated his concern about a dead tree in the Lynwood Trailer Park that could fall at any time. Mr. Marshall has tried to talk to the owner of the trailer park but has had no luck. Mr. Jeremy Ruffner stated that he will talk to the owner about getting it cut so it does not cause any damage to the trailer park or surrounding properties.

Police Report, Assistant Chief Julie Curry: Assistant Chief Julie Curry stated that the Clearfield Regional Police have been rewarded with a grant from PCD and would like permission to have Mr. Randy Powell sign it. Randy Powell motioned to have himself sign the grant that was awarded to the Clearfield Regional Police. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Engineer’s Report: The Secretary, Bailey Flanagan, stated that she has been in contact with Tom from Keller’s Engineers and that they are putting Lick Run Bridge back out for Re-Bid and will have them opened at the next meeting, July 18th, 2023.
Solicitor’s Report, William Shaw: Mr. William Shaw provided the board with a copy of a Peddling and Soliciting Ordinance draft.
Recreational Park Board: Mr. Ron Porter stated that the benches in the baseball dug outs will be getting redone here soon. Mr. Porter informed the board that the BBQ pit the students from the Vo-Tech were building is almost complete. Mr. Porter also asked if the signs at the Rec Park could be reviewed and have new ones installed. Once the dog part is opened there should be signs stating that no dogs are allowed on the fields as well as no entering signs at night. The supervisors agreed to look into the signage at the Rec Park.
Code Enforcement Office, Agatha Lauder: Ms. Lauder asked for the supervisors’ approval on the LERTA application for Kennedy’s storage sheds. Jeremy Ruffner motioned to approve the LERTA application. Randy Powell seconded the motion. Motion carried with none opposed.
Ms. Lauder asked permission to advertise and adopt the Flood Plain Management. Jeremy Ruffner motioned to approve the advertisement and adoption of the Flood Plain Management for July 18th, 2023. Randy Powell seconded the motion. Motion carried with none opposed.
The Code Officer brought up about vacating “paper alleys” and how the supervisors would like to handle the situation. Jeremy motioned that this is a case-by-case decision and that the resident(s) requesting to vacate “paper alleys” need to appear before the board for this request. Randy Powell seconded the motion. Motion carried with none opposed.
The Code Officer asked permission for the approval of the subdivision for 935 Larson Road. Randy Powell motioned to approve the subdivision. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
The Code Officer asked permission for the approval of the subdivision for 176 Danver Country Lane. Randy Powell motioned to approve the subdivision. Jeremy Ruffner seconded the motion. Motion carried with none opposed.

The Code Officer asked permission to approve the Conditional Use of 104th Calvary Rd for the Solar Farm. Jeremy Ruffner motioned to table the decision until the next meeting on July 18th, 2023. Randy Powell seconded the motion. Motion carried with none opposed.
Roadmaster Report, Jim King: Mr. King mentioned that the catch basins on Mr. Jeff Thorp’s property need to be moved and lowered and that it will be done with time allows it.
Mr. King stated that the dust control oil put down by Midland is already starting to come up off the road. The mixture of rain and vehicles speeding do not allow it to stay on very well.
The Roadmaster stated an issue is occurring on Turnpike Ave and Nelson Rd from Carns’ Equipment trucks driving those roads and turning onto the bridge. These trucks are causing damage to the bridge.
The Roadmaster also stated that the Bandit at the compost site is down right now. But is being fixed by the company it was purchased from. The company is also sending a temporary chipper to use during the meantime.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan provided the treasurer’s report to the supervisors for the Month of May 2023.
Miss Flanagan informed the board of CDBG Public Meetings that are scheduled. One will be 07/18/2023 at 6:30pm and the other will be 08/01/2023 at 6:30pm. The board asked to change the meeting on 08/01/2023 to 08/15/2023. Miss Flanagan said she will reach out to have that date changed.
The Secretary asked permission to transfer $50,000.00 from the General Fund to the TAN Savings Account. Randy Powell motioned to approve the transfer of funds. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
The Secretary asked permission to attend a QuickBooks training through PSATS at Boggs Township on 06/27/2023, the price of the training is $135.00. Jeremy Ruffner motioned to approve the Secretary attending the QuickBooks training. Randy Powell seconded the motion. Motion carried with none opposed.
The Secretary asked permission to obtain her notary license and receive the proper training and education. Jeremy Ruffner motioned to approve the Secretary obtaining her notary license with the proper training and educatiuon. Randy Powell seconded the motion. Motion carried with none opposed.
The Secretary asked permission to distribute William “Pokey” White’s pension to him once all the final information is received. Randy Powell motioned to distribute Mr. White’s pension to him. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Supervisors’ Reports: Jeremy Ruffner asked to have the meeting on July 5th, 2023 cancelled due to it being right after a holiday and having Miss Flanagan pay the bills as she sees fit and report them on the next meetings list of bills. Randy Powell motioned to cancel the regular meeting on July 5th,2023 and have the Secretary pay the bills as she sees fit. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Randy Powell stated that Street Light Construction will start in July. Mr. Powell also stated that the bids for the pedestrian crossing in Hyde and downtown lights will go out in the next two months.
Randy Powell motioned to hire a new part time roadcrew member, Mike Boyle. His start date will be 07/10/2023 and will be making $16.95/hour. Jeremy Ruffner seconded the motion. Motion carried with none opposed.

Comments from the Audience: Judy Duncan spoke as a resident as well as a member of the Board of Auditors, stating that the supervisors need to be held accountable for their actions as well as the residents of Lawrence Township need to be vocal and aware of what is going on within their Township. Mrs. Duncan requested that the supervisors and auditors have a meeting to discuss pay.

Police Report, Assistant Chief Julie Curry: Assistant Chief Curry provided the supervisors with the stat report for the Clearfield Regional Police for the month of June 2023.

Solicitor’s Report, William Shaw: Mr. Shaw stated that the Floodplain Ordinance was advertised in the paper and is ready for the supervisors to vote on it. Jeremy Ruffner motioned to adopt the Floodplain Ordinance. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. Shaw presented a copy of the Peddling & Solicitation Ordinance to the supervisors and stated that it will be ready to be voted on at the next meeting after it has been advertised. Jeremy Ruffner motioned to approve advertising the Peddling and Solicitation Ordinance. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. Shaw presented the completed Fee Schedule Resolution to the supervisors and stated that it is ready to be adopted. Jeremy Ruffner motioned to approve and adopt the Fee Schedule Resolution. Randy Powell seconded the motion. Motion carried with none opposed.
Recreational Park Board: Mr. Ron Porter explained the process of the benches for the Rec Park and asked if the Township would be able to cover the cost of the concrete for the benches once they know the price of everything. Mr. Porter also stated that there will be an advertisement for the benches if any resident would like to donate to have a bench in memory of someone.
Mr. Porter asked if the supervisors had an update on the fieldhouse for the Rec Park. Jeremy Ruffner informed Mr. Porter that everything is in the hands of the engineers, and that the Township is waiting for their review and the cost of the building.
Code Enforcement Officer’s report, Agatha Lauder: Ms. Lauder asked permission for the supervisors to approve the conditional use application for the 104th Calvary Solar Farms. Jeremy Ruffner motioned to approve the conditional use for the 104th Calvary Solar Farms. Randy Powell seconded the motion. Motion carried with none opposed.
Ms. Lauder asked permission for the supervisors to approve the LERTA application for Firefly Solutions. Randy Powell motioned to approve the LERTA application for Firefly Solutions. Jeremy Ruffner seconded the motion. Motion carried with none opposed.

Ms. Lauder asked permission for the supervisors to accept a minor subdivisional application for Mr. Waroquier on Bloom Rd. Randy Powell motioned to accept the minor subdivision on Bloom Rd for Mr. Waroquier. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Ms. Lauder informed the supervisors that the Mobile Home Park Licenses and Salvage Yard Licenses have all been collected for the year 2023.
Ms. Lauder asked if the Township needed to purchase the transcripts/recordings of the Conditional Use Hearings and Zoning Hearings. The supervisors informed her that the township does not purchase them unless there is an issue.
Ms. Lauder asked the supervisors how much the Peddling & Solicitation fee should be. Jeremy Ruffner motioned the fee be $50.00 per occurrence (NOT ANNUALLY) and to adopt it in the fee schedule resolution. Randy Powell seconded the motion. Motion carried with none opposed.
Roadmaster’s Report, Jim King: Mr. King informed the supervisors that the roadcrew is hoping at having the work done for Lick Run completed this week, and the work for Scribbers completed by next week.
Mr. King stated that Suit-Kote will be starting the Sealcoat Project next week, and the New Enterprise will also be starting the Paving Project next week.
Mr. King informed the supervisors that when the roadcrew is not working on grant work they have been busy fixing road signs, mowing, and daylighting trees. Mr. King is hoping to get cameras installed up at the compost site soon to help track down the people dumping garbage there.
Mr. King asked the supervisors to give part time roadcrew member, Tom Lanager a raise since he is doing a great job and is a hard worker. Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan presented the supervisors with the Treasurer’s report for June2023 for their review.
Miss Flanagan asked permission to transfer $65,000.00 from the Act 13 account to the General Fund to for the 2nd quarter police wages. Jeremy Ruffner motioned to approve the transfer of $65,000.00 from the Act 13 account to the General Fund. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan opened the bids for Lick Run Bridge. The bids are as follows:

Supervisors’ Reports: Jeremy Ruffner stated that there is now power at the compost site and all they need is a tower for the cameras and will get a bright light for the site as well.
Mr. Ruffner also requested an executive session with no voting matters.
Randy Powell received a letter from roadcrew member Gary Straw stating his retirement date will be 09/30/2023. Randy Powell motioned to accept the retirement letter from Mr. Straw. Jeremy Ruffner seconded the motion. Motion carried with none opposed.

Chairman Jeremy Ruffner called the meeting to order at 7:00pm.

Roll call of Supervisors showed, Jeremy Ruffner, Randy Powell and Brian Collins were present.
Comments from the Audience: Mr. Bill Ogden was given 5 minutes to present his comments, and he expressed his concerns about why Brian Collins cannot be physically present at the meetings. Mr. Ogden also expressed his concerns about the supervisors’ timesheets that have been turned in for assistant roadmaster work as well as purchases that have been made. Mr. Ogden expressed how he would like the supervisors to all take accountability for their actions and do what is right for the township. Solicitor William Shaw stated that Mr. Odgen did not have proper documentation as evidence to any of his concerns/comments that he presented to the supervisors.

Police Report, Assistant Chief Julie Curry: Assistant Chief Curry wanted to advise residents to watch the traffic this week due to the Clearfield County Fair happening. She stated that it is important to watch for vehicles, pedestrians, cyclists, and just to be aware of your surroundings.
Engineer’s Report: No Report
Solicitor’s Report, William Shaw: Mr. William Shaw stated that the Soliciting & Peddling Ordinance has been properly advertised and is ready to be adopted by the supervisors. Randy Powell motioned to approve and adopt the Soliciting & Peddling Ordinance. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Recreational Park Board: Mr. Ron Porter informed the supervisors that the new scoreboard is up and running at the football field. There is a new sign up on the concession stand, it is a baseball with a “C” on it for Clearfield.
Mr. Porter provided a letter of interest from Myles Caragein to be on the Rec Park Board, the members of the Rec Park Board approved Mr. Caragein to be apart of the Board. Jeremy Ruffner motioned to approve the appointment of Myles Caragein to the Rec Park Board. Randy Powell seconded the motion. Motion carried with none opposed. Mr. Caragein’s term will run until 03/18/2028.
Mr. Porter stated that there will be new signs in the pavilions up at the Rec Park with information about renting them. Mr. Porter informed the supervisors that Lanagers did spray the Rec Park.
Mr. Porter asked the supervisors for approval to add a pickleball court to the already existing basketball court. The court would be painted right on top of the basketball court and would not interfere with the basketball court or games. The supervisors stated that they would like to revisit this at a different time and would like to do more research on this item.
Code Enforcement Officer’s report, Agatha Lauder: Ms. Lauder asked permission for an executive session to discuss addresses of possible Blight Properties that could be taken care of with CDBG Funds. Ms. Lauder also requested an executive session to discuss her one-year anniversary of employment with the Township. Jeremy Ruffner motioned to approve the requested executive session. Randy Powell seconded the motion. Motion carried with none opposed.
Ms. Lauder informed the supervisors that she has completed 4 citations on vehicles sitting on properties and that more will be going out shortly.
Roadmaster’s Report, Jim King: Mr. King informed the supervisors that the paving on Coal Hill is done, and the guardrails are out. Part 1 of Barn Road pipe project is completed. Mr. King stated that the road crew has been staying busy and that they will be doing more daylighting.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan asked permission to attend a 5-week training session that covers municipal budgeting. The course is online for 5 Thursdays from 10am-11am. The Cost of the training is $100.00. Jeremy Ruffner motioned to approve the secretary attending the training. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan provided the supervisors with information about the Clearfield County Association of Township Officials Convention.
Miss Flanagan provided the supervisors with information about the Local Share Grant. The supervisors stated that they will see what the Township can apply for.
Miss Flanagan asked permission to transfer funds from the reserve savings to the general fund to pay T. English Construction for the new storage pole building in the amount of $150,000.00. Jeremy Ruffner motioned to approve the transfer of funds. Randy Powell seconded the motion. Motion carried with none opposed.
Supervisors’ Reports: Jeremy Ruffner stated that he had talked to the Rec Park Board about the yearly $10,000.00 allotment the Township provides them yearly. Mr. Ruffner made a motion to give the Rec Board $5,000.00 and keep the other $5,000.00 and open a new checking account specifically for the Rec Park. Brian Collins seconded the motion. Motion carried with none opposed. The secretary, Miss Flanagan, will reach out to the bank to get a new checking account opened.
Mr. Ruffner asked Mr. King what his preference is for lights at the compost site. Mr. Ruffner and Mr. King agreed on getting 2 bright lights up at the compost site.
Mr. Ruffner also reminded the public about the Dog Park’s Doggie Paddle fundraiser happening on Sunday, August 6th.
Randy Powell retracted his motion and agenda item.
Jeremy Ruffner motioned to pay the bills in the amount of $32,189.33. Randy Powell seconded the motion. Motion carried with none opposed.

Chairman Jeremy Ruffner called the meeting to order at 7:00pm.

Roll call of Supervisors showed, Jeremy Ruffner, Randy Powell and Brian Collins were present.
Comments from the Audience: Judy Duncan reminded the public about the issues that were brought up at the previous meeting about the supervisors’ assistant roadmaster time sheets and how as an auditor and resident of Lawrence Township she would like to see accountability from all three of the supervisors. Ms. Duncan also informed the public that on September 5th, 2023, there will be a meeting at 6:30pm, prior to the regular meeting at 7:00pm, with the board of auditors and supervisors, and that she encourages the public to attend.
Dave Marino stated that Lawrence Township is nothing like Washington DC and that the supervisors should be running for the position to help the Township and the residents and not for their personal gain. Mr. Marino also thanked Roadmaster Jim King for all his work and having the roadcrew stop “cruising” around and doing great work.
Bill Ogden expressed his concerns about why Supervisor Brian Collins is not present at the meetings as well as the assistant secretary.
Elliott Neeper asked the supervisors permission to consider having Lawrence Township host the PA Central Fire Department Convention sometime in 2027-2028. This convention is known to bring in 27+ counties to the area. The people in charge of the convention will need a letter of municipal approval before anything can be started.

Police Report, Assistant Chief Julie Curry: Assistant Chief Curry provided the supervisors with the July 2023 Stat Report for the Clearfield Regional Police.
Engineer’s Report: No Report
Solicitor’s Report, William Shaw: Solicitor Shaw informed the supervisors that he is working on the ordinance for the paper alleys. He received all the paperwork from CenClear’s engineers and should have it ready to be voted on at the next meeting.
Solicitor Shaw spoke about the supervisors’ being assistant roadmasters. Solicitor Shaw quoted from the Second-Class Township Code Book Sections 901, 606, and 917. According to Mr. Shaw and the code book, the supervisors should still be getting paid the $20.00/hour as assistant roadmasters and the $100.00/month the auditors had set is voided.
- Section 901: “Township Auditors; Meetings; Duties; Quorum- (a) The board of auditors shall meet annually at the place of meeting of the board of supervisors on the day following the day designated by this act for organization of the board of supervisors, and they shall organize by the election of a chairman and secretary…”
- Section 606: “Compensation of Supervisors- (a) Supervisors may receive as compensation an amount established by ordinance not in excess of following: (Township Population) …”
- Section 917:” Appointment of Accountant- (a) The board of supervisors may contract with a certified or competent public account or a firm of certified or competent public accountants, either of which shall be registered in this Commonwealth…”
Recreational Park Board: Mr. Ron Porter stated that the Rec Park Board had purchased a new goal post as well as reservation signs for the pavilions with the phone number of the township on them. Mr. Porter stated that they did receive the new American Flag and it is up on the pole. Mr. Porter thanked Jim and the Roadcrew for coming up to the Rec Park and replacing the chains on the swings as well as filling some holes. Mr. Porter is hoping with school about to be back in session that the BBQ will be completed soon and can start renting that out to the public for events. Mr. Porter received a quote for painting a pickleball court on the basketball court for around $500.00. Finally, Mr. Porter stated that the Rec Park Board ordered one bench and depending on how it is like, they may order 6 more. Mr. Porter also thanked Secretary Bailey Flanagan for coming to the recent Rec Park Board Meeting.
Code Enforcement Officer’s report, Agatha Lauder: Ms. Lauder asked permission for the supervisors to approve the subdivision of the West Side of Grice Rd for Leslie & Lisa Mays (non-building waivers). Jeremy Ruffner motioned to approve the subdivision for Grice Rd. Randy Powell seconded the motion. Motion carried with none opposed.
Ms. Lauder asked permission to move forward with the one blight property that was discussed with Lisa Kovalick from CDBG. Randy Powell motioned to approve moving forward with the one blight property. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Ms. Lauder asked permission to take part in the fall clean up events through Clearfield Solid Waste. The two events would be for tires and landfill items/scrap metals. The township would have to pay for the containers. Ms. Lauder stated she can get dates and prices ready for the next meeting. Jeremy Ruffner motioned to approve the township participating in the fall clean up events. Randy Powell seconded the motion. Motion carried with none opposed.
Ms. Lauder received a letter of reappointment from Matt Milliron for the Lawrence Township Zoning Board. Randy Powell motioned to approve the reappointment of Matt Milliron with the effective date of 04/19/2023 and his new term expiring 04/19/2026. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Roadmaster’s Report, Jim King: Mr. King informed the supervisors that the roadcrew was up at the dog park helping the dog park committee and CNB Bank plant the trees that CNB Bank donated. Mr. King stated that there have been some issues with the Street Lights that are being taken care of. Mr. King mentioned that Hyde has been having drainage issues and will be looking into how to resolve the issue.
Mr. King stated that Rick’s Tree Service has been helping with daylighting the township more and is doing a great job like always. Mr. King also asked what money can be used to help with daylighting and removing more danger trees.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan provided the supervisors with the Treasurer's report for the month of July 2023.
Miss Flanagan stated that Mr. Ron Ogden from PennDOT reached out to her about having someone sign the signal plans for the Vulnerable Road User Project. The supervisors advised the secretary to reach back out to Mr. Ogden to set a date on when he could come to the Township office to have someone sign the plans.
Miss Flanagan received the cost for the 2023-2024 salt and the price increased by $4.75/ton. The new is $83.96/ton, it was $79.21/ton. Miss Flanagan also informed the supervisors and roadmaster that 100 tons of salt will need to be ordered by the end of August to participate in the DGS Statewide Contract through Costars.
Miss Flanagan asked the supervisors when they would like to set the meetings up to start working on the 2024 budget. The supervisors agreed to discuss this at the next meeting.
Finally, Miss Flanagan asked when the supervisors would like her to start advertising the bids for 2023-2024 winter materials. The supervisors agreed to have it ready at the next meeting so that the township can get an early start on the bidding process.
Supervisors’ Reports: Jeremy Ruffner motioned to add the signage of the Rec Park NPDES Permit Application to his agenda. Randy Powell Seconded the motion. Motion Carried with none opposed. Jeremy Ruffner motioned to allow himself as chairman to sign the permit application. Randy Powell seconded the motion. Motion carried with none opposed.

Jeremy Ruffner motioned to approve the request for Municipal Approval to start the process of being a possible host for the convention. Randy Powell seconded the motion. Jeremy Ruffner informed the public that the Dog Park is now open to the public and wanted to thank everyone who has helped. The signs for the Dog Park made by Jason Unch still need to be put up. Jeremy informed that the doggie paddle fundraiser did well for it being the first one. Jeremy Ruffner also wanted to thank CNB Bank for the trees that were donated.
Brian Collins had no report.

Other business to come before the board: Mr. Dave Marino suggested to the supervisors of possibly having public meetings for the residents to be able to ask questions and get answers that they cannot get during public comments at the regular meetings.
Many of the residents expressed how they would like supervisor Brian Collins to show up the meetings in person rather than via phone call/zoom.
Jeannine Swisher thanked Roadmaster Jim King for all his hard work. Jeannine stated that since he came she has seen the most work done in the township in years and the work being done is great.

Comments from the Audience: Lisa Conrad asked about the Broadband article that was published in the Progress Newspaper and wanted to know if the supervisors plan to participate in it. Jeremy Ruffner stated that Lawrence Township will be participating and that either himself or Randy Powell will be attending the meetings with the County regarding the Broadband project.

Police Report, Assistant Chief Julie Curry: Assistant Chief Curry provided the supervisors with the August 2023 Stat Report for the Clearfield Regional Police.
Engineer’s Report: Randy Powell received an email from the engineer regarding the bridges on Turnpike Ave and Nelson Rd. The engineer recommended a 17 Ton Weight Limit on Nelson Road Bridge, and that The Turnpike Avenue Bridge can remain unposted.
Solicitor’s Report, William Shaw: Mr. Shaw requested an executive session regarding personal matters. Jeremy Ruffner motioned to have the executive session after the regular meeting. Randy Powell seconded the motion. Motion carried with none opposed.
Recreational Park Board: Mr. Ron Porter informed the supervisors that the Pickleball Courts have been painted on top of the basketball court. Mr. Porter asked if the supervisors would be able to purchase a net for the baseball field once he gets the specs for it. Mr. Porter also asked if the supervisors would be able to purchase a weed eater and ladder for the rec park. Mr. Chester Fletcher informed the supervisors that the Rec Park Board will be selling Raffle tickets as a fundraiser. The Tickets are $10 each and the prizes are provided by Zalno Jewelers, Grice Gun Shop, and the Country Butcher.
Code Enforcement Officer’s report, Agatha Lauder: Ms. Lauder informed the supervisors of a property on Brown Street that she has cited twice and has given two fines to, nothing has been done about it yet and asked if the owner does not clean up the property if Solicitor Shaw would be able to put a lien on the property. The supervisors decided to look into the situation before making a decision.
Ms. Lauder asked permission to apply for the Local Share Grant for the property of 1090 Park Ave. if the Grant can be used for Blight Property. Randy Powell motioned to approve the Code Officer apply for the grant if able to be used for Blight Property on 1090 Park Ave. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder mentioned that 164 Good St is an empty lot, but she has received complaints about the grass being overgrown. Roadmaster Jim King stated that the roadcrew can go out and see if they can mow the lot if they are able to.
Ms. Lauder asked if the supervisors are good with the dates and time for the Fall Cleanup. The dates are 09/22/2023 – 09/23/2023 from 9AM to 2PM. Ms. Lauder also stated the Novey Recycling would be providing the containers for us. Ms. Lauder asked if 3 Containers for tires, 2 containers for rubbish and 1 container for scrap will be good. Randy Powell motioned to approve the dates and time for the Fall Cleanup as well as the number of containers for Novey Recycling. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Ms. Lauder informed the supervisors of the Renewal Application from DEP. Ms. Lauder also informed the supervisors of the flood elevation certificate needed for the new storage building and wanted to verify who to go through. The Supervisors agreed on Curry & Associates with Gary Thorp.
Ms. Lauder asked permission to attend the Fall Seminar for Zoning on 11/09/2023. The cost would be $125.00. Randy Powell motioned to approve the code officer to attend the seminar. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder informed the supervisors of a presentation her and the secretary watched provided from the County regarding the Comprehensive Plan and provided them with a copy of the survey with questions to be completed along with the planning board.
Roadmaster’s Report, Jim King: Mr. King informed the supervisors that the Votech kids in the electrical program may be able to do the work for getting power out to the new storage building.
Mr. King stated that he has been getting a lot of complaints about residents’ hedges on the roads and sidewalks and wanted to remind everyone that they need to be kept maintained.
Mr. King asked if there is something that can be done during the winter about parked cars on the roads. Mr. King asked if the Township could possibly have a snow ordinance in place. Chief McGinnis suggested talking to Clearfield Borough about their snow ordinance.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan asked permission to transfer $3,356.62 from the Reserve Savings to the Rec Park Account for the Doggie Paddle Funds. Jeremy Ruffner motioned to approve the transfer from the Reserve Savings to the Rec Park Account in the amount of $3,356.62. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan asked permission to transfer $180,000.00 from the Reserve Savings to the General Fund to pay the invoices for Tech Services and will redeposit those funds back into the Reserve Savings once the Township is reimbursed for the Traffic Light Grant. Jeremy Ruffner motioned to approve the transfer with the reimbursement of funds. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan asked permission to transfer $40,000.00 from the TAN Savings to the General Fund to cover the cost of bills. Jeremy Ruffner motioned to approve the transfer from the TAN Savings to the General Fund. Brian Collins seconded the motion. Motion carried with none opposed.
Miss Flanagan asked the supervisors if they are still meeting with the Fire Chiefs on 09/19/2023 at 6PM prior to the regular meeting. Jeremy Ruffner stated that he will talk to the Fire Chiefs to see if that is still a good date and time for all of them and will let the secretary know.
Miss Flanagan provided the supervisors with a letter from the RACC.
Miss Flanagan asked the supervisors who they would like as the first alternate voting delegate and the second alternate voting delegate to be for Lawrence Township for the Tax Collection Committee. Jeremy Ruffner motioned to have Betsy Houser from Clearfield Borough be the first alternate voting delegate for the Township. Randy Powell seconded the motion. Motion carried with none opposed. Randy Powell motioned to have Bailey Flanagan be the primary voting delegate for Lawrence Township and Sam Maney from Clearfield Area School District be the second alternate voting delegate. Brian Collins seconded the motion. Motion carried with none opposed.
Miss Flanagan asked the supervisors when they would like to have the first budget workshop. Jeremy Ruffner motioned to have the first budget workshop on 09/20/2023 at 8:30AM. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan asked permission for the chairman to sign the Dirt and Gravel Completion Reports for Scribbers and Lick Run, and for permission to transfer funds from the Reserve Savings to the General Fund for reimbursement for the Dirt and Gravel Projects (Scribbers - $22,784.81 & Lick Run - $19,699.75). Randy Powell motioned to approve the chairman to sign the completion reports as well as the approve the transfer for reimbursement. Brian Collins seconded the motion. Motion carried with none opposed.

Chairman Jeremy Ruffner called the meeting to order at 7:00PM.
Pledge of Allegiance to the Flag.
Roll call of Supervisors showed, Jeremy Ruffner, Randy Powell and Brian Collins were present.
Comments from the Audience: Lisa Coval and Marianne Herres from the Shaw Public Library wanted to thank Lawrence Township for their yearly allocation to the library. These funds were able to help with multiple programs that are offered by the library. Ms. Coval and Ms. Herres stated a few of the programs and said that these are not even close to what all is offered, they are as follows: Baby/Toddler Story Time, PAWS for Reading, Book Club, Chess Club, Scholarships, and the Summer Reading Program. They also stated that the library is looking into applying for a Keystone Grant to help expand the library.
Maryah Yost wanted to see if the Supervisors have an update on the Lick Run Bridge. The Secretary is going to check on this. Ms. Yost also asked the Supervisors if there is an update on the funds in question with the Clearfield Municipal Authority. Mr. Ruffner stated that the Board of Supervisors never received any correspondence other than the first Right to Know Request.
Jim Collins presented the plans for a Boat Dock/Launch that was originally from 2007. Mr. Collins would be donating the land for the project and ask for the Township to take care of the road for it. The reason Mr. Collins is bringing this up is due to the large number of parked vehicles at his business, Rainbow Car Wash in Hyde, as well as on Riverview Road.

Police Report, Assistant Chief Julie Curry: No Report
Engineer’s Report: Randy Powell received an email from the engineer regarding the bridges on Turnpike Ave and Nelson Rd. The engineer recommended a 17 Ton Weight Limit on Nelson Road Bridge, and that The Turnpike Avenue Bridge can remain unposted.

Recreational Park Board: No Report
Code Enforcement Officer’s report, Agatha Lauder: Ms. Lauder asked for approval for the Subdivision of William and Cheryl Armstrong on 800 W Locust St. The property is half in Lawrence Township and half in Clearfield Borough. Ms. Lauder did state that the half in the Township does look good. Randy Powell motioned to approve the subdivision of 800 W Locust St. Brian Collins seconded the motion. Motion carried with none opposed.
Ms. Lauder received a Conditional Use Application from Todd English for a Small Business on Mann Road. Ms. Lauder asked permission to set a date and time for the hearing. Jeremy Ruffner motioned to have the Conditional Use Hearing on 10/17/2023 at 6:45pm before the regular meeting. Randy Powell seconded the motion. Motion Carried with none opposed.
Ms. Lauder informed the Supervisors that she received a letter from Stiffler McGraw about the Flood Protection on Stink Run.
Ms. Lauder informed the Supervisors that she did more research into the Local Share Grant and advised that the Township does not use it for Blight Properties as the Township would not be able to the properties. Ms. Lauder did inform the Supervisors that the Grant can be used to purchase equipment and renovations to the building.
Roadmaster’s Report, Jim King: Mr. King informed everyone that the ground at the Compost site is starting to settle and that no one should be backing into the bank. There is still plenty of room up there to dump still.
Mr. King stated that the roadcrew has been busy with patching the roads, doing some last-minute mowing before the end of the season, as well as working of widening the roads for winter. Mr. King asked the supervisors if they would be willing to let the roadcrew extend their 4 – 10s to finish a few more projects. The supervisors stated they will think about it.
Mr. King stated the Novey has brought the dumpsters for the fall cleanup for 09/22 – 09/23.
Mr. King stated that the dumpster at the Rec Park is getting overfilled every week from people throwing away their household garbage rather than it just being garbage from the Rec Park. Mr. King was wondering if there is any way to get another dumpster or a larger dumpster.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan provided the Supervisors with the Treasurer's report for August 2023 for their review.
Miss Flanagan informed the Supervisors that she received a letter for the estimated liquid fuels allocation for 2024. The estimated amount is $382,686.24.
Miss Flanagan provided a letter from Clearfield County in regard to the Airport.
Miss Flanagan asked permission to purchase the Foul Ball Net for the Rec Park with the Specs of 20’ X 200’. Jeremy Ruffner said he will order it after verifying the specs with the Rec Park Board.
Miss Flanagan asked permission to add three items to her agenda. Jeremy Ruffner motioned to approve adding the three items to the secretary’s agenda. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan received notice that the Township will be receiving funds from the Volunteer Fire Relief Association in the amount of $41,817.95 and is asking permission to distribute those funds once received. Jeremy Ruffner motioned to approve the secretary distributing the Volunteer Fire Relief Association funds once received. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan asked permission to distribute Barbara Shaffner’s pension funds when she decides. Randy Powell motioned to approve distributing Mrs. Shaffner's pension to her when decided. Brian Collins second the motion. Motion carried with none opposed.
Miss Flanagan asked permission to bid and advertise winter road materials (1,200 Ton more or less of 6S (AS2) Anti-Skid and 2,000 Ton more or less of 67 Limestone) and open the bids on at the 10/17/2023 meeting. Randy Powell motioned to approve the bid advertisement and bid opening of the winter material. Brian Collins seconded the motion. Motion carried with none opposed.
Supervisors’ Reports: Jeremy Ruffner motioned to approve having work order forms filled out anytime a member of the roadcrew or a supervisor does any work and that it must be turned in with their timesheet every pay period. Brian Collins seconded the motion. Motion carried with none opposed.
Jeremy Ruffner motioned to rename the Supervisors to Part Time Road Masters. Brian Collins seconded the motion. Motion was not properly carried out due to Randy Powell wanted to discuss this further among the supervisors and having a few additional questions. Randy Powell stated he would like to see items #3 and #4 of Mr. Ruffner’s agenda carried out before being renamed. The renaming of Supervisors to Road Masters has been tabled.
Jeremy Ruffner motioned to establish a Chain of Command Structure. Brian Collins seconded the motion. Motion carried with none opposed.
Jeremy Ruffner motioned to have all employees work together along with PSATS to properly define each position’s job duties. Brian Collins seconded the motion. Motion carried with none opposed.
Jeremy Ruffner motioned to begin the process of having a Township Manager Position created and work with PSATS before finding a possible hire. Randy Powell seconded the motion. Motion carried with none opposed.
Mr. Ruffner motioned to begin the process of adopting the Volunteer Tax Credit Incentive Program. The Supervisors will need to have a list of people provided by the Fire Chiefs and would have to discuss this program with Kelly McCracken, Lawrence Township Tax Collector. Brian Collins seconded the motion. Motion carried with none opposed.
Jeremy Ruffner informed the public that the Lawrence Township Dog Park will have the Grand Opening on Sunday 09/24/2023 from 1:00PM to 3:00PM.

Randy Powell motioned to have a forensic audit done to show there are no cases of fraud within the Township. Jeremy Ruffner seconded the motion. Motion carried with none opposed. Assistant Chief Julie Curry will provide references of Auditors to possibly use.
Randy Powell informed everyone that the compost site is burning underneath. Mr. Powell stated that having some shale put down at the site should help. Jeremy Ruffner motioned to get prices of equipment and work for the compost site to put shale down and control the burning. Randy Powell seconded the motion. Motion carried with none opposed.
Randy Powell motioned to have the Votech students install electric to the new storage building with the Township purchasing and providing the material. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Randy Powell informed the public that Coal Hill Road will be fixed by next year by the contractor who damaged it. Mr. Powell also informed the public of the issues going on with the Industrial Park Road Project with UGI and their gas lines.

Chairman Jeremy Ruffner called the meeting to order at 7:00PM.

Roll call of Supervisors showed, Jeremy Ruffner, Randy Powell and Brian Collins were present.
Comments from the Audience: Judy Duncan encourages the supervisors to do better. Ms. Duncan also expressed how she believes that the last meeting was an “embarrassment”. Ms. Duncan wants to see positive changes within the township and among the supervisors.
Gary Straw wanted to thank Lawrence Township for allowing him to work for the township for the past 9 years. The supervisors thanked Gary for his time and dedication to the township as a member of the roadcrew.
Ron Porter questioned the month income for supervisors and if the budgeted numbers support the amount.

Police Report, Assistant Chief Julie Curry: Assistant Chief Curry provided the supervisors with the Monthly Stats for September 2023.
Assistant Chief Curry also stated that the Clearfield Regional Police do have a new hire, Dominic Lamb, who started this week.
Engineer’s Report: Brian Smith will be getting an estimate for the Building at the Rec Park.
Solicitor’s Report, William Shaw: Mr. Shaw requested an executive session for two legal reasons. Mr. Shaw also questioned the forensic audit that was approved at the last meeting and if the supervisors were aware of what the cost of one would be. Mr. Powell stated that the insurance company will be conducting the audit and will not cost the township anything.
Recreational Park Board: Mr. Ron Porter stated that the BBQ pit will be getting work done on it to complete it. Mr. Porter is going to get some prices on a small new storage building for up at the rec park. Mr. Porter stated that Chris Lanager was up and planted some trees. Mr. Porter also would like to purchase the material for the ball diamond, for 25 ton it is roughly $1,000.00.
Code Enforcement Officer’s report, Agatha Lauder: Ms. Lauder informed the supervisors that she received a DEP Notification for Swisher Contracting on Flegal Road.
Ms. Lauder informed the supervisors about the fall cleanup the township had over the weekend. It was a great success, and the residents are hoping this is an annual event.
Ms. Lauder asked permission to purchase 20 new code books from General Code. Ms. Lauder stated that this will include section 107, 125 and 62. Jeremy Ruffner motioned to approve the ordering of the new code books. Randy Powell seconded the motion. Motion carried with none opposed.
Ms. Lauder asked permission to update the comprehensive plan. The last time is was updated was in 1984. The comprehensive plan is joint between Lawrence Township and Clearfield Borough. The supervisors advised the code officer to send a letter reaching out to Clearfield Borough about updating it.
Ms. Lauder stated that Mr. Shaw is still working on gathering the information for the blight property of 2381 Bowman Hill Road.
Roadmaster’s Report, Jim King: Mr. King informed everyone that the leaf pick up schedule will begin October 16th and go through November 17th.
Mr. King stated that Todd English came and took care of the compost site and that there are no longer any soft spots to be concerned about.
Mr. King stated that the roadcrew is working in Hyde at Cen-Clear putting in pipe and catch basins.
Mr. King also stated the paving project on Industrial Park Road is starting now and should be completed at the end of October.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan asked the supervisors to schedule another budget workshop. The supervisors agreed on October 10th at around 12:30pm.
Miss Flanagan provided the supervisors with the 2024 Estimated Assessed Real Estate Valuation.
Miss Flanagan asked for clarification on the Industrial Park Road Paving job on the dates to tell businesses up in that area.
Miss Flanagan asked permission for the chairman to sign the CDBG Resolution for Barn Road. Randy Powell motioned to have the chairman sign the CDBG Resolution. Brian Collins seconded the motion. Motion carried with none opposed.
Miss Flanagan asked permission to transfer funds from the reserve savings that were given as part of the American Recovery Shortfall Funds to the general fund in the amount of $92,030.00. Jeremy Ruffner motioned to have the secretary transfer the funds from the reserve savings to the general fund in the amount of $92,030.00. Brian Collins seconded the motion. Motion carried with none opposed.
Miss Flanagan asked permission to distribute Gary Straw’s pension funds. Jeremy Ruffner motioned to approve the distribution of Mr. Straw’s pension funds. Randy Powell seconded. Motion carried with none opposed.
Supervisors’ Reports: Jeremy Ruffner motioned to advertise the position for Township Manager with the cutoff date to accept the applications being November 6th, 2023 at 3PM/. Randy Powell seconded the motion. Motion carried with none opposed.
Jeremy Ruffner motioned to set Lawrence Township Trick-or-Treating time the same as Clearfield Borough on October 31st, 2023 from 5:30PM – 7:30PM. Randy Powell seconded the motion. Motion carried with none opposed.

Comments from the Audience: Bill Ogden stated his belief of hiring a Township Manager could be a possible conflict of interest between the Supervisors. Mr. Ogden brought up the issues and concerns that have been stated at previous meetings from himself as well as other residents. Jeremy Ruffner commented that everything Mr. Ogden has stated are his own personal opinions and are not credible or factual.
Randy Powell motioned to approve the minutes from the October 3rd, 2023, meeting. Brian Collins seconded the motion. Motion carried with none opposed.
Police Report, Assistant Chief Julie Curry: Assistant Chief Curry provided the October 2023 Police Stats. Assistant Chief Curry asked the Supervisors to adopt and sign two resolutions (#2023-05 & #2023-06) that will go for the LSA Grant the Clearfield Regional Police Department is applying for to do the building renovations. Randy Powell motioned to approve the request to adopt and sign the two resolutions for the building renovations with the LSA Grant. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
Assistant Chief Curry brought up the issue that has been on going between the police and the roadcrew with residents being parked on the road during snow removal. There is a section in the Township
Code (Section 119-6) that states “The provisions hereafter set forth in this section shall apply to snow and ice clearing in the Township:
- It shall be unlawful to park a vehicle on any road, street, and public right-of-way in the Township of Lawrence between November 15 and the following April 1.
- It shall be unlawful to throw, shovel or otherwise move, pile or dump snow or ice removed from sidewalks, driveways or other areas into roads, streets or rights-of-way.”
Assistant Chief Curry provided the Supervisors with the proposed 2024 Clearfield Regional Police Budget and would like to have it be accepted by the Township. Randy Powell motioned to accept the proposed police budget as a figure to make sure it fits in with the township’s budget. Jeremy Ruffner seconded the motion. Motin carried with none opposed.
Engineer’s Report: Jeremy Ruffner received information that the Multi-Purpose building for at the Rec Park has been signed off on and is good to go.
Solicitor’s Report, William Shaw: Mr. Shaw is still working on the title search for the property on Bowmans Hill Road.
Recreational Park Board: Mr. Ron Porter stated he has an interest in being able to roll the fields up at the Rec Park. Mr. Porter informed the Supervisors that they received a $3,000.00 for more benches.
Code Enforcement Officer’s report, Agatha Lauder: Ms. Lauder asked permission to reschedule the Conditional Use for Todd English. Jeremy Ruffner motioned to schedule the Conditional Use for Todd English for December 5th, 2023 at 6:45PM. Randy Powell seconded the motion. Motion carried with none opposed.

Roadmaster’s Report, Jim King: Mr. King informed the supervisors that leaf pick up has been going on and is going smoothly. Ricky Bumbarger has been taking care of some of the danger trees throughout the township.
Mr. King informed the supervisors that the roadcrew has been busy working on the Clearfield County Jail Project. The Commissioners did give an extension for the completion of the project due to the late start and possible weather delays that may come.
Mr. King informed that the Industrial Park Road paving project is almost complete.
Secretary/Treasurer’s Report, Bailey Flanagan: Miss Flanagan provided the supervisors with the treasurer's report for September 2023.
Miss Flanagan informed the supervisors that the township did receive the Bare Root Tree Grant and did receive all 12 trees that were asked for.
Miss Flanagan asked permission to distribute the Police Pension MMO, a total amount of $193,336.00. The Township Contribution amount is $12,671.47 and state aid amount is $180,664.53. Jeremy Ruffner motioned to approve the secretary distributing the Police Pension MMO in the total amount of $193,336.00. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan was asked by the Tax Collector, Kelly McCracken, to have Resolution #2023-07 adopted and signed by the supervisors. Resolution #2023-07 would allow the tax collector to destroy the following records:
Real Estate Tax Records:
1) Tax Duplicate Books-Tax Collector’s copy for years 2017 and prior.
2) Tax Collector Copy of Paid Receipts for years 2021 and prior.
3) Real Estate monthly reports for years 2017 and prior.
4) Records of delinquent receipts-returns to Court House for years 2017
and prior.
5) Mobile Home Removal Permits for years 2020 and prior
Jeremy Ruffner motioned to approve adopting and signing Resolution #2023-07. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan asked permission to transfer $64,319.00 from the Reserve Savings to the General Fund for the purchase of the 2023 Ford F600. Jeremy Ruffner motioned to approve the transfer of $64,319.00. Randy Powell seconded the motion. Motion carried with none opposed.
Miss Flanagan provided the supervisors with the amended jail agreement to be signed. Miss Flanagan also informed the supervisors she received one quote to powerwash the building. The supervisors suggested waiting till spring to powerwash the building and get some prices on exterminators to help with the spider issue the building has.

Randy Powell stated he would like to move Michael Boyle from Part Time Roadcrew Employee to Full Time Roadcrew member to fill the spot of Gary Straw, effective date of 11/06/2023 and at 80% of full time roadcrew wage. Brian Collins motioned to move Michael to full time. Jeremy Ruffner seconded the motion. Motion carried with none opposed.
