Jeremy Ruffner motion to approve the minutes of the December 21st, 2021 meeting as written by the Secretary, Randy Powell second. Motion carried with none opposed.
Police Report:Chief Clark presented the Stats for the month of December and reviewed the report with the supervisors. Chief Clark elected Officer Zachary Cowan as Officer of the month of December.
Engineer’s Report: An updated report was submitted from Keller Engineers.
Solicitor’s Report: Linda Lewis. No Report.
Code Enforcement Officer: Debra Finkbeiner. No Report.
Roadmasters Report: Roadmaster Woodling reported that residents are putting markers along the road and in the township Right-of-Way and this can cause issues when plowing if they are too close to the road and ask residents to be careful where they are putting the markers.
Secretary/Treasurer’s Report: The Secretary reported that she received notification that the township was awarded the 2020 Automated Red Light Enforcement Grant in the amount of 299,117.00 to update the Traffic Lights on SR879.
The Secretary asked permission to transfer 46,128.22 from the General Fund to the Fire Companies Capital Reserve Account for the balance of the 2 Mills not spent in Fire Companies Capital Purchase Budget. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary presented Resolution #2022-01 to set the Police Pension Contribution for 2022 at 4% of employee wages. Randy Powell motion to approve Resolution #2022-01, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary reported that at the December 21st, 2021, meeting she submitted a Proposal of Service/Contract from Keller Engineering for Industrial Park Road for the Chairman to sign but did not get it approved by the Board. She asked for a motion to approve the proposal retro to December 21st, 2021, meeting. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary also reported that two terms on the Planning Commission expired December 31st, 2021 and she received two letters of interest from Board members requesting to be reappointed, William Thompson and Rebekah Graham. Randy Powell motion to reappoint both members to the Planning Commission, Jeremy Ruffner second. Motion carried with none opposed.

Randy Powell motion to discuss Fire Company issue with Dash Camera’s needed, Jeremy Ruffner second. Due to a recent accident with a piece of township Fire Equipment and the unit following did have a Dash Camera we were able to have documentation of what happened. Randy Powell motion for Supervisor Ruffner to get prices for Dash Cameras for the Fire Companies, Jeremy Ruffner second. Motion carried with none opposed.

Chairman Randy Powell called the meeting to order.

Roll call of Supervisor’s showed Jeremy Ruffner, Brian Collins and Randy Powell all present.
Comments from the audience:
Louis Stubbs asked the Supervisors if they had decided on the Gray SUV. Explained that the fire police vehicle was at the end of life.
Robert Neeper questioned the supervisors on what their decision is regarding the Fire Police request for the Police unmarked SUV to be transferred to the Fire Police. Supervisor Powell let him know they would discuss under the supervisor’s report.
Brian Collins motion to approve the minutes of the January 3rd, 2022 meeting as written by the Secretary, Randy Powell second. Motion carried with none opposed.
Police Report: Chief Clark reported that on Monday the 24th Car 3 would be going to have the Sierra wireless router replaced. Also reported that Tuesday the 25th data works will be coming to setup the Live Scan equipment for the booking center. Chief Clark also asked the Supervisors for an executive session for personal issue.

Solicitor’s Report: No Report.
Recreational Park Board: No Report.
Code Enforcement Officer Report: No Report.
Roadmaster’s Report: Roadmaster Woodling reported that the Roadcrew made it thru the last snowstorm without problems and no issues with residents parked on roads.
Secretary/Treasurer’s Report: The Secretary reported that the township was approved for three grants from the Conservation District:
Scribbers Road 15,554.00
Scribbers Road-Road Fill 23,720.00
Lick Run Road-DSA 50,820.00
The fourth grant submitted for Lick Run Bridge Improvements was not approved.
Motion for the Chairman to sign the Contract Agreement for the three grants awarded. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary presented an Agreement the township received from Pine Township authorizing a Joint Collection of taxes by Kelly McCracken under the Local Tax Collection Law since Pine Township does not have a tax collector. Randy Powell motion to approve Agreement, Brian Collins second. Motion carried with none opposed.
The Secretary also submitted a letter of resignation from James Davidson resigning from the Lawrence Township Recreational Park Board. Jeremy Ruffner motion to accept his resignation and advertise for replacement, Randy Powell second. Motion carried with none opposed.
Supervisor’s Report:
Supervisor Ruffner received quotes from Clearfield Electric for a Generator for the township municipal building:
48 KW (3) 200 AMP Transfer Panel 48,000.00
60 KW (1) 600 AMP Transfer Panel 55,000.00
The supervisors would like to review it further.
Supervisor Ruffner reported that the Police Radio Contract will be paid off in April and the warranty will end. He received a quote to continue the warranty for an additional 3 years for 4,891.50. To replace a radio the cost would be around 4,000.00 each. The extended warranty would start May 2022 thru May 2025. Jeremy Ruffner motion to extend the Radio Warranty, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner also investigated prices for Dash Cams for Fire Equipment: 444.99 each unit-wired in-Front Facing and uploads to the cloud.
Jeremy Ruffner motion to discuss issue at Recreational Park, Randy Powell second.
Supervisor Ruffner reported that the township was contacted by DEP today and advised that they have been monitoring Ticks at the township Rec Park and study them with grant funds. On November 8th, 2021 DEP drug a piece of felt to pick up ticks and take them back to lab to review. They found a 92% infectious rate of tick virus- not lymes. They plan to begin spraying for ticks around the park. Not Lymes but a virus that can make you very sick. They will be putting up signs and making a public announcement about the issue.
Supervisor Ruffner asked for an Executive Session for Personnel issue.

Brian Collins motion to approve the Fire Police request for transfer of Police Unmarked SUV to the Fire Police with the understanding the Fire Police are responsible to change out the lights and letter the vehicle. Jeremy Ruffner second. Motion carried with none opposed.

Roll call of supervisors showed Jeremy Ruffner, Brian Collins and Randy Powell all present.
Comments from the audience: Ron Porter thanked Chief Clark and the Police Department for keeping the residents lives safe and for the great job they do.
Jeremy Ruffner motion to approve the minutes of the January 18th, 2022 meeting as written by the Secretary, Brian Collins second. Motion carried with none opposed.
Police Report: Chief Clark reviewed the Stats for the month of January with the supervisors.
Chief Clark selected Officer Jonathan Walker as Officer of the month for January.
Chief Clark submitted the Animal Control report to the supervisors.
Chief Clark also reported that the Police Department would be using the Meeting Room on March 7th and 8th for training.
Engineer’s Report: Updated report submitted.
Solicitor’s Report: Ms. Lewis received a letter from Attorney John Ryan indicating the Riverview Bank has confirmed that assumption of the loan to Lawrence Township by the Clearfield Municipal Authority will not be possible. The bank is transitioning to new ownership, it changed its position on the assumption issue. The Municipal Authority is going to have to solicit terms for other lenders to essentially refinance the debt.
Recreational Park Board: No Report.
Code Enforcement Officer: In her absence Supervisor Ruffner presented her report:
Conditional Use Hearing for Timbering on March 1st, 2022 @ 6:50 P.M. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Roadmaster’s Report: Roadmaster Woodling reminded residents to not put snow back onto township roads after they have been plowed.
Roadmaster Woodling submitted a request to purchase a new Loader from Cleveland Brothers and presented two quotes. They also discussed the purchase of a Side Bucket for the Loader that would cost an additional 20,000.00. Randy Powell motion to purchase the 920 Wheel Loader with LED Lights at a cost of 145,197.00 less trade-in of 29,000.00 total of 116,197.00 and will discuss side Bucket later, Jeremy Ruffner second. Motion carried with none opposed.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of December was submitted for the supervisor’s Review.
The Secretary reported that she was given information from Keller Engineers about grant funding the township can apply for up to 1,000,000.00. There are numerous options available to use these funds and the grant is due by March 15th, 2022.

Comments from the audience:Alex Kephart is on the ballot for State Representative’s office and introduced himself to the supervisors.

Police Report: Chief Clark reported he spoke with Ed Horner with the Ford Dealership and they are waiting on shipments for the new Police Car.
Engineer’s report: No Report.
Solicitor’s Report: No Report.
Code Enforcement Officer: The Code officer reported that the two Conditional Use Hearings for Timbering will be rescheduled.
The Code Officer presented a Subdivision for Joseph Waroquier Property, Parcel #123-J9-49 located at 61 Scale House Lane Clearfield. Total tract of land is 59.2 acres, area proposed is 13.806 acres. Exception made on minimum lot requirement for parcel overlapping rails to trails, Parcel #123-j9-199 and old railroad right of way. This tract of land is only .101 acres 4,420.1 square feet. 20,000 square feet is the minimum lot requirement per setback schedule. This must remain an access until reclamation of coal processing is complete. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of January was submitted for the supervisors review.
The Township received pay estimate #1 from Stickler Construction for the CDBG Palmer/Patton/ Kerr Project in the amount of 94,541.93 and required the supervisors approval to pay and drawdown funds from IDIS. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary reported the Engineer is preparing a Grant Application for the remainder of Industrial Park Road thru the Statewide Local Share Assessment Grant in the amount of 800,000.00 and the township is required to approve a resolution to apply for the funds and authorize the Chairman as the signer for the application. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Engineer is also preparing a Grant Application for the Lick Run Bridge in the amount of 80,000.00 and the township is required to approve a Resolution to apply for the funds and authorize the Chairman as the signer for the application. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The township received an Invoice from Keller Engineers in the amount of 417.73 for the Kerr/Palmer/Patton Street CDBF Project and requires approval form the supervisors to authorize Clearfield County to do a drawdown of funds from IDIS. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Clearfield County has submitted Invoices in the amount of 7,549.72 for the supervisors approval to do a drawdown of funds for CDBG. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary reported it is time again to approve the Salt Contract Agreement for the 2022-2023 season thru Co-Stars. Jeremy Ruffner motion to approve purchasing 600 Ton Winter Road Salt from Co-Stars, Brian Collins second. Motion carried with none opposed.
The township received a letter of interest from Chester Fletcher who would like to serve on the Lawrence Township Recreational Park Board to complete the unexpired term until 3/18/2024. Brian Collins motion to approve, Jeremy Ruffner second. Motion carried with none opposed.

Chairman Randy Powell called the meeting to order.

Roll call of supervisors showed Jeremy Ruffner and Randy Powell present with Brian Collins absent.
Comments from the audience: Jim Lynch questioned the amount of funds that is budgeted in Recycling and why it is so high and why there is no place in the township he can take his recycling. The supervisor’s explained that amount is in the budget for a grant the township applied for to get a new Grinder for the Compost Site. The township does do recycling pick up but is limited to what we can pick up. Clearfield County has the drop off locations and they are also limited to what they can have dropped off and the amount of sites for those locations.

Police Report: Sergeant Curry presented the Stats for the month of February and reviewed the report with the supervisors.
Engineer’s Report: No Report.
Solicitor’s Report: The Solicitor prepared an Affidavit to verify that two roads in the Glen Richey area are not township roads but are state roads.
Recreational Park Board: No Report.
Code Enforcement Officer: No Report.
Roadmaster’s Report: Roadmaster Woodling reported that the roadcrew has started doing Spring maintenance and cold patching.
Secretary/Treasurer’s Report: The Secretary explained that the township is applying to the Statewide Local Share Assessment Grant to design and construct an additional ballfield at the Rec Park with a cost of 210,000.00 and is required to pass a Resolution authorizing the chairman to sign all documents for the application. Jeremy Ruffner motion to approve Resolution #2022-04, Randy Powell second. Motion carried with none opposed.
The Supervisors tabled a Side Bucket for the new Loader for further review and looking at financing available. Since the township did have Liquid Fuel Funds forwarded, we are allowed to use a certain amount of those funds for Equipment Purchases and therefore we have the funds needed to purchase the Side Bucket if they want to move forward with the purchase. Jeremy Ruffner motion to approve purchasing the Side Bucket for the new CAT Loader with Liquid Fuel Funds in the amount of 20,000.00, Randy Powell second. Motion carried with none opposed.
The Secretary asked permission to advertise for a Part Time Officer Employee. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary explained that it is time to renew the township’s Energy Service and authorize World Kinect Energy Services to get price quotes for the township and asked if the supervisors wanted to move forward with getting the quotes. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary asked for approval to authorize the Chairman to sign the 2019 CDBG Agreement between Clearfield County and Lawrence Township. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.

Police Report: Chief Clark reported that the new Tasers arrived.
Chief Clark also reported that Officer Jonathan Walker is scheduled for an Instructor Class on March 25th, 2022.
Team Force will be at the township on Friday to install the LPR in Car 5 and routers in Car 3 and Car 5.

Solicitor’s Report: Solicitor Lewis presented a Resolution for approval to appoint Supervisor’s Randy Powell and Jeremy Ruffner to serve as members of the Regional Police Commission. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Solicitor Lewis also reviewed the Sales Agreement for the Hyde Building, she will get the buyer to sign the Agreement then present to supervisors for approval.

Roadmaster’s Report: Roadmaster Woodling reported that he is getting price quotes to paint the Handicap lines in the township parking lot and at the intersection of Fulton Street and River Road.

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of February was submitted for the Supervisors review.
The Secretary asked permission to transfer funds in the amount of 37,969.72 from the Building Permit Fee Account to the Reserve Savings Account for the 2021 Building Permit Fees. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary also asked for approval for Clearfield County to do a drawdown of funds from IDIS for an Invoice from Keller Engineer in the amount of 354.60 for the CDBG Kerr Project. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary reported that she spoke with a representative with Penelec about the Street Lights @ Industrial Park Road and where they were at with getting a price quote to install the streetlight. She is looking into it getting a quote again and will get back with the township.
The Secretary contacted KS Bank for a Payoff amount for the Hyde Engine Tanker and was given an amount of 181,958.94. Randy Powell motion to payoff the unit, Jeremy Ruffner second. Motion carried with none opposed.

Randy Powell reported that the township is moving forward with merging the Police Department with Clearfield Borough Police Department. He felt it is a good move for the township and Clearfield Borough. Clearfield Borough will be voting on it at their meeting on Thursday might.
Supervisor Ruffner is 100% in agreement that this is what is best for everyone. Not only will it provide better service to the community, but it also has the potential to save both municipalities money.
Chief Clark felt if it is done correctly, it will be a good move. Chief Clark explained that both Police Departments are having difficulty finding staff and a larger Police Department would be move attractive for Police officers.

The Secretary reported that the township’s Electric Distribution Agreement with ENGIE will expire the end of April and she has received a quote for rates for service with DYNEGY being the best rate. Supervisor’s Report: Jeremy Ruffner motion to discuss Fire Police, Randy Powell second. Terry Morgan, Fire Police Member, explained the issues they are having with no communication. It was discussed if they should disband, and each Fire Company have their own Fire Police. Supervisor Powell thinks he has the Charter for the Fire Police. The supervisors will review and consider what is best for all involved.

Comments from the audience:Louis Stubbs, a member of the Fire Police, was present to share his concerns with disbanding the Fire Police and each Fire Company having their own. He reported that the members of the Fire Police voted to keep as one.

Roadmaster’s Report: Roadmaster Woodling requested permission for the Roadcrew to attend LTAP training for Risk Management & Traffic Safety to be held on May 5th, 2022 from 8:00 AM-noon. Roadmaster Woodling also reported that for the Bridge Project on Fork Run they will be installing pipe in order to put in a temporary bridge while they do the project.
Roadmaster Woodling also reported that the Pole with the control box @ Park Avenue will be moved back in order to create safety when working on the power for the Street Lights.
Secretary/Treasurer’s Report: The Treasurer’s report for the month of March was submitted for the supervisors review.
The Secretary reported that the township received an Invoice from Keller Engineering for the Kerr-Palmer & Patton Street Improvements in the amount for 177.30 and asked for approval of the Invoice and authorize Clearfield County to do a drawdown of funds from IDIS to pay the Invoice. The Secretary reported that Mockenhaupt Benefits Group has completed the General Employees 2021 Allocation Report and Financial Statements, which indicated there is an additional amount of 91.00 that needs deposited into the General Employees Pension Plan for that period for the 7% contribution for 2021 and asked for approval to pay that to the plan. The Secretary asked permission to transfer funds from the Act13 Account to the General Fund for the 1st Quarter Police wages and FICA in the amount of 58,190.30. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.

The Secretary also reported she received an email from the Department of Transportation about their project on SR322 at the Bridge that crosses Clearfield Creek in the Golden Rod area. They will be paving the approaches to the structure and upgrading the guide rails and will only have one lane open during that time period with traffic signals installed. Due to the proximity of Kurtz Road to the end of the structure they are proposing to detour Kurtz Road traffic for the duration of the project to eliminate a fifth traffic signal and have the traffic go out Pauline Drive to Charles Road to SR 322. This Project is proposed for 2023. They ask the township’s approval. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor’s Report: Jeremy Ruffner motion to approve signing the Zito Media Agreement that will give Broadband Wifi Access in areas throughout the township with the cost of 45,000.00, Brian Collins second. Motion carried with none opposed.
Jeremy Ruffner motion to sign the Agreement with Clearfield County to utilize the radio tower located at 3215 Williams Road for the installation of fiber and radio microwage antennas at no cost to the County and Township grants to the County the right to utilize the dark fiber placed at the tower by the township, Randy Powell second. Comments from the audience: Ronald Porter, a member of the Lawrence Township Recreational Park Board, presented a report for the Rec Board Meeting that was held on April 21st, 2022. They welcomed new member Chester Fletcher to the Board. The Board discussed possibly purchasing Handicap Playground Equipment and installing a Barbecue Pit.
Derek Walker introduced himself as he is on the ballot for the State Representative of the 74th District. He explained his goals which included to Expand the Tax Base, get the Pa Gas Wells moving again, improve Quality of living. Also, with the lack of infrastructure in many areas throughout the district he plans to expand Broadband service. He also would like to connect four-wheeler paths throughout the area.

Police Report: Sergeant Julie Curry presented the Stats report for the month of April and reviewed the report with the supervisors.
Sergeant Curry also warned the public of a Scam Alert in the area with individuals selling fake jewelry at convenience stores and gas stations near I-80. Someone did purchase some of the jewelry and took it to Zalnos Jewelry where they learned it was not real Gold.
Engineer’s Report: An updated report was submitted from the Engineer for the supervisor’s review.
Solicitor’s Report: Ms Lewis reported that the individual that is purchasing the township building in Hyde would like to extend their Agreement until June 15th, 2022, in order to get their financing in order. The Secretary reported it has been announced that the township was approved for the DEP 902 Grant for a new Beast Recycler in the amount of 350,000.00 with the township having a match of 44,084.70. The unit price has increase and the township will now have a match of 130,920.00. The township can move forward with ordering the unit or wait until we actually receive the award letter from DEP. The Secretary also reported the Public Hearing for the 2022 CDBG Allotment has been changed to May 17th, 2022 @ 6:30 P.M.
The Secretary presented a request for LERTA from Forcey Lumber for construction of addition and installation of sprinkler system at their building at 423 Appalachian Drive. Cost of Construction is 1,250,000.00. Randy Powell motion to approve the LERTA request, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary/Treasurer asked permission to pay Invoice to Witmer Public Safety for items purchased with Donation funds from the Reserve Account for the Police Department in the amount of 580.00. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary presented a letter that the township received from the Redevelopment Authority at Clearfield County pertaining to the township’s CDBG Project on Bowman Hill Road for the Stormwater Project. In accordance with CDBG HUD regulations an Environmental Review record must be performed on all projects which utilize Federal Funds. The notice was distributed to community groups and public agencies that may have interest in this project. All comments or concerns are to be submitted to the County before May 9th, 2022. Do the supervisors have any concerns or comments? None presented.
The Secretary/Treasurer asked permission to pay an Invoice from Axon Enterprises from the American Recovery Funds in the amount of 5,622.25. Brian Collins motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary reported that the Conservation District contacted her regarding the Pifer Road-Fork Run Culvert Project and because the Bid and Culvert expense is more then what the township is receiving from the Conservation Grant and the cost to install a temporary bridge there will be additional expenses of approximately 12,000.00. They are asking approval from the township that the township is willing to pay the additional expenses. Would like to guarantee 15,000.00 but will probably be less than 12,000.00. Roadmaster’s Report: Roadmaster Woodling reported that the Bridge Project on Fork Run is almost complete, and the temporary bridge will be removed.
He also reported that the Scribbers Road Project should be completed within 3 to 4 days.
The Roadcrew has been cutting berms, ditching, filling potholes and has put down calcium on dirt roads.
Roadmaster Woodling also requested to join the Roadcrew Teamsters Union. The Supervisors explained they would prefer to discuss the issue in Executive Session. Roadmaster Woodling asked why they chose to get rid of the contract with the Roadmaster. The Supervisors explained that the contract is not with the roadmaster but is with him personally.
Secretary/Treasurer Report: The Treasurer’s Report for the month of April was submitted for the supervisor’s review.
The Secretary presented a request from John Kaskan at Clearfield County GIS to change the name of a road off Firetower Road that is near the sharp curve just past the Recreational Park that is called Skyview Drive. Presently there are two entrances that are called Skyview Drive, but they do not go through from one end to the other. The original entrance is closer to Krebs hwy. They would like to change the name to Mountain View Drive. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The township received a Change Order #1 from Northrock Construction for the temporary Bridge at a cost of 20,000.00 for the Fork Run Culvert Replacement Project. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The township also received a Change Order from Stickler Construction for the CDBG Kerr Project for additional Precast needed to complete the project in the amount of 5,082.00. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.

The Secretary asked permission to transfer funds from the Reserve Savings Account to the General Fund for Dirt & Gravel Road expenses for the Scribbers Road Fill project in the amount of 11,860.00. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary also asked permission to submit an Invoice from Keller Engineering in the amount of 507.05 to Clearfield County for the CDBG Kerr Project expense and authorize Clearfield County to do a drawdown of funds from IDIS. The Secretary presented a request received from the VFW to install a Street Light on Industrial Park Road near the entrance to their property. The Secretary contacted PENELEC for a price quote to install the light on an existing pole and the VFW has agreed to reimburse the township for the expense. The Secretary also presented a request from several residents to install a Stop Sign at the intersection of Mann Road and 104th Calvary Road with Stop except right Turn onto Mann Road. The traffic that is coming down Mann Road onto 104th Calvary Road does not have a Stop Sign nor does the traffic coming in 104th Calvary Road from Montgomery Run Road. The township is required to do a Traffic Study. Permission to contact LTAP to see if they will do the study for the township. Jeremy Ruffner motion to approve, Randy Powell second. Supervisor’s Report:
Supervisor Ruffner reported that the Dog Park Committee has met and are finalizing the design plans for the Fence. They are trying to stay under the Prevailing Wage Rate to help keep cost down.
Supervisors Ruffner and Collins were at the Rec Park and reviewed some issues with the road near the construction from last year and the road needs some minor repairs. Supervisors will contact local paving contractors to get a price to repair the damage.

Comments from the audience: Pastor Mark Eveleth of the Riverview Bible Church was present pertaining to his concerns from a neighboring property on Riverview Road that has so much debris in his yard that Pastor Eveleth now has an infestation of rats in his home. The neighbor continues to burn construction material and garbage from his apartments or structures he has torn down. He contacted DEP and is also hoping the township will look into the continuing issue.
Ron Porter, who also lives in that area, also complained about the burning and how much the burning affects his wife and there are times she has to leave their home and stay other locations because she can’t breathe.
Supervisor Powell explained that he was at this location due to the burning the week before when the Fire Company and Police were called out because of the size of the fire. Supervisor Powell also contacted DEP and is waiting to hear back from them. The township is putting the issue into DEP’s hands.

Police Report: Chief Clark asked permission to send Officer Walker to Active Shooter Instructor Course in Monroeville in August. With this training he will be able to train the other Officers in the department. The supervisors agreed to send the Officer for training.
Chief Clark reviewed the Stats for the month of May with the supervisors and selected Officer Zachary Cowan as Officer of the month.

Roadmaster’s Report: Roadmaster Woodling reported that the Culvert Pipe Project on Fork Run Road is completed. Shawn Agosti from Penndot is requesting guiderails be installed at that location. The township will have used guiderails once the paving project is completed on Guelich Avenue that can be used for that project.
The Roadcrew cut and bermed several roads and did some work on 104th Calvary Road.
Secretary/Treasurer’s Report: The Secretary reported that a letter was submitted to the supervisors from a Roadcrew employee, Robert Clark III, submitting his retirement notice effective July 5th, 2022. The Secretary presented a Petition for Exoneration of Sewer Surcharge Fee at 1210 Park Avenue Extension. The resident is putting in city water and will not be connected to the Sewer System. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
Clearfield County Solid Waste ask for approval or disapproval of the Clearfield County’s Integrated Municipal Solid Waste Management Plan (2023-2022. Randy Powell motion to approve Resolution #2022-06, Jeremy Ruffner second. Motion carried with none opposed.

Supervisor’s Report: Jeremy Ruffner motion to accept resignation from Officer Elliott Neeper effective May 13th, 2022, from the Police Department. The Board of Supervisors thanked him for his years of service with the department and wished him much luck with this future position.

Recreational Park Board: Ron Porter reported that Larry Putt has resigned from the Rec Park Board. He also questioned if the Rec Park Board had By-Laws to follow. The Secretary will check but feels it was just the Ordinance that established the Board. Mr. Porter also asked about the toppers for the Multi-Purpose Field. These toppers were ordered and received a few years ago and misplaced. The township will order new ones. Also, a new Basketball System needs ordered for the Basketball court.

Secretary/Treasurer’s Report: The Secretary reported the township received the 2021 Act13 Funds in the amount of 325,317.11. It was budgeted at 195,000.00, therefore the township received 130,317.11 more than anticipated.

The Secretary explained that the township needs to add the Property Maintenance Code Fees into the Fee Schedule and approve a Resolution to do so. The Solicitor will review and prepare the documents for the township.

Public Comments: Ron Porter announced that when the roof at the building located in Hyde that the township sold collapsed it fell in the area that Baseball Association uses for Indoor practice. They lost everything they have for their batting cages etc. They now have no building, no money and no equipment.
Darrell Hertlein was present with concerns about his property on Wrigley Street. He showed pictures and videos of the damage done to his property and home during the rain storm a few days ago. This has continued to happen at least five times this year. He would like something done to convert the water, so it does not come down the road and into his property. The supervisors will look at the issue and review what can be done.

Recreational Park Board: Ron Porter presented a report from the Rec Park Board Meeting this month. Mr. Porter asked if the 10,000.00 that was given to the Rec Park Board that was to be used for expenses for the start up for the committee to construct a building at the Rec Park for indoor batting cages etc can be used toward rental of a building for indoor baseball. The Supervisors will discuss the request. He also reported that the stone that was around the basketball court that became an issue with always ending up on the court was removed. He also reported that there is presently not a light on the Flag at the Rec Park. The Supervisors and Rec Park Board are working with the Career & Technology Center for students to construct a Barbeque Pit at the Rec Park once school is back in session. Also, the PA System at the Rec Park is no longer working, and they need one for upcoming events. Code Enforcement Officer: Code Officer Lauder reported that she has scheduled a Conditional Use for Medical Services on August 2nd, 2022 @ 6:50 P.M.
The Code Officer also presented the Dollar General Land Development and Subdivision and Craig Bishop presented information to the supervisors pertaining to the Engineers concerns. They requested to not be required to install a fence around the storm water collection area and were submitting a Flood Certification. The Secretary presented information received pertaining to a Bill that was passed by the Senate that makes some changes to the Police Pension and gave copies to the supervisors and Solicitor.

The township received the 2023 MMO’s for both pension plans for the 2023 Budget.

The Secretary received quotes for a new Basketball system at the Rec Park with a quote from Sports & Recreation in the amount of 6,600.00 plus 2,000.00 to install, this is Co-Stars price quote. Comments from the audience: Luke Walker, the new owner of Crown Crest Cemetery, introduced himself to the supervisors and public. He is working to restore the cemetery to what it use to be. He is working on maintaining the upkeep and the records and hope to turn it into a Non-Profit. He reminded the public that the plots are secure to anyone that prepurchase.

Police report: Chief Clark reported that Team Force will be returning the new car on Friday and Watch Guard will be here next week.
Chief Clark also reported that there was training for Statewide Operation Night Hawk, DUI Enforcement. The township hosted this area and over 50 Officers were present. On Friday night from 7PM-3AM there were over 377 DUI’s throughout the Commonwealth.

Recreational Park Report: Ron Porter presented the minutes of the Rec Board Meeting and reported with the change of Board members they appointed new Officers. The Rec Board is interested in installing ADA Swings at the Rec Park and discussed the request with the supervisors.
Code Enforcement Officer: Code Officer Lauder presented a Minor Subdivision for Frank & Shirley Lope off of Good Street for approval. There is an easement in place for the existing garage. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Code Officer Lauder requested for the township to update the ICC Codes to 2018 Codes and pass a Resolution to do so. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer also reported she presently has 84 property violations she is working on getting resolved.
Roadmasters’ Report: Supervisor Powell reported that the Roadcrew is working on the Bowman Hill Road Project, Berming and ditching various roads in the township and continue to do mowing. He has a meeting with the Clearfield County Conservation District to discuss projects the township can apply for with upcoming grant funds.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of July was submitted for the Supervisors review.
The Secretary reported that the township received a letter of resignation from Rebekah Graham from the Planning Commission and asked permission to advertise for that position. Randy Powell motion to approve advertising, Jeremy Ruffner second. Motion carried with none opposed.

Comments from the audience: Todd & Kristie Vanderburgh addressed the supervisors with concerns regarding Danver Country Lane. They had the property surveyed which shows that the Road is partially on their property and not located where it is supposed to be. There have been issues with water runoff onto their property that comes across the road from a neighbor onto them. They asked what needs to be done to correct the issue. The Supervisors have looked at the issue and feel both sides of the road need ditched. The Supervisors plan to make sure the issue is taken care of this year.

LTAP did a Traffic Study on 104th Calvary Road and Mann Road to determine if a Stop Sign is warranted at that intersection. The Study indicated it is warranted to install a Stop Except right Turn going westbound on 104th Calvary Road. The township will need to adopt an ordinance before installing the sign. Jeremy Ruffner motion to authorize the Solicitor to prepare the Ordinance, Randy Powell second. Motion carried with none opposed.
The township received the price quote from Co-Stars for the Road Salt for 2022-2023 at the rate of 79.21 Ton. This is an increase of 10.01 Ton from last year. Which can total up to over 6,0000.00.
The township received a check from Selective Insurance in the amount of 980.13 that represents dividend payment for the townships share of the initial municipal retrospective rating pool refund for 2019. The township also received the quarterly payment from Atlantic Broadband for the Franchise fee in the amount if 16,680.00. (April thru June)
The township received notification that there will be a County Fall Convention to be held on Friday October 7th, 2022 @ the Gethsemane Methodist Church. Does anyone plan to attend so reservations can be sent in?
The township received Pay Estimate #2 from Sticker Construction in the amount of 125,000.00. Need a motion to approve the Pay Estimate and authorize Clearfield County to do a drawdown of funds from IDIS. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.

Solicitor Shaw reported he is also working on the Property Maintenance Ordinance.
Recreational Park Board: Ron Porter reported that there is still issues with finding a location for the batting cages and about using the 10,000.00 funds that was given to the board towards expenses for a new building can be used when they find a place to rent and purchasing the new equipment needed since theirs was destroyed. He also inquired about the small games of chance license for the Board to do funds raisers. Supervisor Ruffner explained that since the supervisors approve the small games of chance, he should just have to go to the court house and get one.
Mr. Porter also asked if a new push mower could be purchased for the Rec Park, one that is not self-propelled. The supervisors will look at the one there and get prices for a new one.
Chester Fletcher, Rec Board Chairman, reported that he met with the Clearfield County Career and Technology Center regarding the Barbecue Pit and everything is moving forward.
Code Enforcement Officer: Code Officer Lauder reported that the township purchased the property at 50 White Road at Tax Sale and she received two quotes to demo the structure and clean up the property. Randy Powell motion to approve the lowest quote to clean up the property at 50 White Road, Brian Collins second. Motion carried with none opposed.
Roadmaster’s Report: Supervisor Powell presented a quote from Rudd Equipment to repair the Hitachi Excavator in the amount of 7,384.43. Brian Collins motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The township was given a Change Order from Glenn O Hawbaker for the Guide Rail on Coal Hill Road with an amount of 24,065.00. The Supervisors reviewed the Change Order. Randy Powell motion to approve. Motion failed for lack of second. The Supervisors tabled the Change Order until they have time to review with the contractor.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of August was submitted for supervisor’s review.
The Secretary asked permission to transfer funds from the Reserve Savings Account to the General Funds for the funds set aside for the Dog Park Fence and has been paid from the General Fund in the amount of 19,677.54. The township received a request from Habitat for Humanity for the King of the Mountain Bike race to be held on October 2nd, 2022 and requested an approval letter from the township. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary asked permission to transfer funds from the General Fund to the American Recovery Funds in the amount of 394,958.06. These funds were received by direct deposit but were put into the wrong account. Also, permission to transfer funds from the Sanitary Sewer Account to the Reserve Savings Account for the new truck ordered in the amount of 104,165.00. The Secretary reported that she contacted Penelec for an update regarding the Street Light on Industrial Park Road at the entrance to the VFW. A work order has been issued, and the township will be updated with any other information they receive.
The Secretary presented the Dirt & Gravel Road Application that was prepared for Lick Run Road to install pipe with In-Kind total of 32,638.90 and grant funds requested of 39,879.50 and authorize the chairman to sign. Supervisor Ruffner reported that Mill Road Fire Company has been having issues with the Rescue and Glick did some repairs but found more issues and there are 5 air canisters that need replaced. The Fire Company members are working on preparing specs for a new Rescue.

Comments from the audience :Dave Schultz, a member of the Clearfield Lawrence Joint Airport Authority reviewed a request that was sent to the Supervisors to increase the funding to the Airport in the township’s 2023 Budget. The Airport has limited means of funding and the municipal donations is a major part of the needed funding. The Airports expenses have increased significantly. The supervisors will review when working on the budget.

Police Report: Chief Clark reviewed the Stats for the month of September with the Supervisors and selected Officer Zachary Cowan as Officer of the month for September.

Solicitor’s Report: Solicitor Shaw prepared and advertised the Ordinance to install a Stop Except right Turn on 104th Calvary Road and was ready for the supervisors approval. Randy Powell motion to approve the Ordinance, Brian Collins second. Motion carried with none opposed.
Recreational Park Board: No Report.
Code Enforcement Officer: The Code Officer asked the supervisors to approve discussing the Property Maintenance Ordinance. Randy Powell motion to approve, Brian Collins second. The Code Officer reviewed what needs updated in order to adopt the updated Property Maintenance and prepared an Ordinance that could be adopted. She asked the solicitor if he had a chance to review the Ordinance and he responded that he would prepare and advertise any Ordinances that need done for the township.
The Code Officer presented a LERTA request for the Dollar General Store (PennTex Venture, LLC) going into Hyde. Randy Powell motion to approve the LERTA request, Brian Collins second. Motion carried with none opposed.
Roadmaster’s Report:Roadmaster King reported that 104th Calvary Road has ben paved and bermed. Coal Hill Road/Guelich Avenue has been paved, bermed and new guiderail installed. The lines will be painted.
Phase I of Bowmans Hill Road Project has been completed and Phase II will be done next year.
Projects to be done: Armor Street off Coal Hill Road the Roadcrew will be installing Pipe and cleaning ditches along with catch basins.
Spring Street-Ditches to be cleaned and Pipe & Catch Basins installed along with Stone.
The Roadmaster is checking on price for an attachment for the Hitachi.
Secretary/Treasurer’s Report: The Secretary reported that the DSA Project on Lick Run Road has been completed and she received the Invoice from Hawbakers in the amount of 52,184.69. This is 549.31 less that the Bid amount. Permission to pay the Invoice with 25,410.00 from the Reserve Savings Account (This is funds already received from the Conservation District) and the balance of 26,774.69 from the General Fund. The Secretary reported that she received a request for Children At Play signs near 1714 Lawrence Avenue to help slow the traffic down. The supervisors and roadmaster will look at the area first.
The Secretary reported that the township received the General Municipal Pension System State Aid in the amount of 155,413.55. The Secretary also reported that she received notification from Penndot that the township’s Liquid Fuel estimate for 2023 is 381,356.81. This is 4,215.87 higher than 2022.

Recreational Park Board: Ron Porter thanked the Secretary for her help and quick response in contacting the Insurance Carrier to replace the Score Board that was damaged by lightening on the Multi-Purpose Field. A new Score Board has been ordered and is covered by Insurance.

Roadmaster Report: Roadmaster King reported that the project on Armor Street & Coal Hill Road has been completed.
Spring Street is to be done next week. The crew is working on ditches on Nelson Road, also Nelson Road, Hog Back Road need Grader work completed.
The Crew is cutting brush and berming roads to get ready for plowing.
The Fall leaf pick up has started. Shale is still being delivered for the new stone storage building and the Rec Park needs spots cold patched.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of September was submitted for the supervisor’s review.
Act 57 of 2022 requires all municipalities that levy real estate taxes to adopt a resolution directing our tax collector to implement its provisions. The Secretary prepared the Resolution and was ready for approval. Randy Powell motion to approve Resolution #2022-12, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary/Treasurer asked permission to transfer funds from the Act 13 Savings account to the General Fund for the 3rd Quarter Police Wages & FICA in the amount of 62,368.81. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary asked when the supervisors wanted to schedule a Budget Workshop. The date was set for November 2nd, 2022 @ 10:00 AM.

Supervisor’s Report: Supervisor Ruffner explained to the Roadmaster that there are poles at the Compost Site for cameras that still need put up and Flag Poles at the township building and asked that he get that in the schedule to be done.
Supervisor Ruffner also discussed McGeorge Road and asked about it being graded. There are issues with rumbles on the road mostly on the Goshen end, the section to the TV Tower was graded and looks good.

Public Comments: Todd & Kristie Vanderburgh were present and asking for clarification on where it stands and what is going to be done to correct issues on Danver Country Lane. There continues to be issues between property owners and where the road is located and what is in the right-of-way. Solicitor Shaw explained that the supervisors and roadcrew have been there and the drainage issues has been resolved and if they continue to feel this is an issue then they need to file complaints and it will be addressed. The supervisors and solicitor feel the Case is Closed. This is a neighbor dispute.

Code Enforcement Officer Report: Code Officer Lauder received estimates to demo the structure at 50 White Road that was purchased by the township at Judicial Sale. The township is to wait until they received the Title before doing anything at the property. The lowest estimate was 6,820.00. Jeremy Ruffner motion to approve lowest estimate to demo structure at 50 White Road pending receipt of Deed of the property, Brian Collins second. Motion carried with none opposed.
The Code Officer also reported that the Good Street Property has been given notices and now can be torn down by the township. For the safety of the public, she would like to get quotes to take the structure down and place a lien on the property. Randy Powell motion to approve, Jeremy Ruffner second. Roadmaster Report: Roadmaster Jim King reported that the mowers at the Rec Park have been serviced before being put away for winter and the building will be winterized the next day.
The Roadmaster reported that the residence are bringing the leaves to the curb and onto the road and then parking on them or in from of the leaves and the machine cannot get to them to pick them up.
There were large sections of trees dumped at the Compost Site that are even too big for the machines to move. There are regulations at the Compost Site on sizes of trees and limbs that are allowed to be dumped.
The Roadmaster also reported that they drug McGeorge Road again to help get rid of the ripples.
Secretary/Treasurer’s Report: The Secretary asked for approval to submit to the Clearfield County Conservation District for the Dirt & Gravel Road Grant for Scribbers Road for a grant in the amount of 45,569.92 with In-Kind at 49,872.29 with the total project of 95,441.91. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Approval for Resolution to apply for the Multimodal Transportation Fund Grant in the amount of 553,500.00 from the Department of Transportation to be used for improvements on Flegal Road. The total project cost estimate is 720,000.00 with the township share of 166,500.00. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The township has received Change Order #1 from Stickler Construction in the amount of 5,082.00 for additional Risers needed and Change Order #2 for additional Paving requested by the township in the amount of 48,720.52. The Secretary reported that the township received a letter from the Clearfield County Solid Waste regarding Illegal Dumping Enforcement Program. The township presently participates in their program for their Enforcement officer to oversee illegal dumping in the township at 500.00 for the year. Since they no longer have an Enforcement Officer employed, they cannot continue with the program. The County has now contracted for a 10-year contract with Greentree Landfill which includes 5,000.00 worth of free waste disposal at their landfill per year. The County is offering to use the township’s remaining funds of 333.00 to cover the cost of renting a roll off container and the township can do a clean up day. Jeremy Ruffner motion to stay in the program and schedule a clean up day, randy Powell second. Motion carried with none opposed.
The Secretary/Treasurer asked permission to pay Hyde Volunteer Fire Company their 2022 Budgeted Donation in the amount of 9,000.00. She received all their reports for the year. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary reported that she has a meeting on Monday night at 6:00 P.M. for the Clearfield County Tax Collection Committee. They will be voting on Officers for 2023, appointing and Auditor and reviewing the Budget.
The Secretary also asked the Supervisors what day and time they wanted to schedule a Budget Workshop for. The Workshop was scheduled for Wednesday, November 9th, 2022 @ 9:00 A.M.

Recreational Park Board: Ron Porter thanked Chief Clark for his service as the Police Chief. Mr. Porter also reported that they are still looking for a location for the Baseball Batting Cages. The Secretary reported that the Clearfield Baseball would like permission to hang signs on the fence at the Ballfield to advertise and charge a fee for the advertisement. The Supervisors felt that the Baseball Association and Rec Park Board should split the fee.
Code Enforcement Officer:The Code Officer requested approval for the Joseph Hale Subdivision at 225 Skyview Drive. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Code Officer also requested approval for the Christopher Shaffer Subdivision with a non-building waiver on Old Penfield Road. Brian Collins motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer explained that there are Solar Farms requesting to go up in the township and she reviewed Section 125-14C in the Code and feels it is similar to Wind Turbine Farms, which would go to a Conditional Use hearing. The Code Officer requested permission to submit demolition permits for the two blighted properties the township has been working with and sign the applications. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Code Officer also requested permission to go with the lowest quote for Demo on 164 Good Street from G & R Excavating at 10,200.00. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Code Officer also requested permission to obtain abstracts for up to 5 properties that may be able to obtain thru the private tax sale. The supervisors requested she bring each one to them.
The Code Officer requested to set up a Zoning Workshop on November 30th, 2022 @ 5:00 PM to continue working on the Zoning. All supervisors approved.
The Code Officer discussed a Peddler Permit and Food Truck Permits and will review with the Solicitor.
Roadmaster’s Report: The Roadmaster reported that Danver Country Lane has requested to be added to the Leaf Pickup schedule next year and asked them to drive up that road.
The Roadmaster reported that the Spreaders and Plows have been put on the trucks and ready for snow.
The Roadmaster is working on getting prices on a Mini Excavator, and reported that the GPS units are now on all the trucks.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of October for the supervisor’s review.
The 2023 Tentative Budget was ready for approval and to advertise. Jeremy Ruffner motion to approve the 2023 Tentative Budget and advertise, Randy Powell second. Motion carried with none opposed.
Approval for Stickler Construction Pay Estimate #3-Final in the amount of 78,196.07 and authorize Clearfield County to do a drawdown of funds from IDIS. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.

The Secretary reported that there may need to be a change in use of funds in CDBG year 2021 to pay the remaining amount due to Stickler Construction for Pay Estimate #3, if not paid from

The township received notification from the Tax Collector that she wants to change her Deputy Tax Collector and would like to appoint Kathy Miller. This needs approved by the Supervisors. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Supervisors have been asked by the Tax Collector to approve a Resolution to authorize her to Collect Duplicate Bills Fees in the amount of 5.00

The Secretary reported that an Audit was performed on the Township Liquid Fuel Funds and all documents were accurate and there were no Findings.
The Secretary reported that there was a change in the Police 2023 MMO because of the contribution rate change to 5%. Jeremy Ruffner motion to approve the revised 2023 Police MMO, Randy Powell second. Motion carried with none opposed.
The Secretary requested permission to transfer funds from the American Recovery Account to the General Fund for items paid that were purchased for the Meeting room in the amount of 1,337.01 and paid from the General Fund. Supervisor’s Report: Supervisor Ruffner reported that the township received grant funds in the amount of 1,000.00 towards the Dog Park Phase II. Also the Dog Park Phase I has been seeded and fertilized.Supervisor Ruffner also reported that the Fiber Optic Line has been ran on Turnpike Avenue and Martin Street/Galen Drive to the Tower. Part of the Broadband Project will open up public access to Wifi at the township municipal building and Mill Road Fire Company.

Chairman Randy Powell called the meeting to order.
Pledge of Allegiance to the Flag.
Roll call of Supervisors showed Jeremy Ruffner, Brian Collins and Randy Powell all present.
Comments from the audience: Fire Chief Elliott Neeper of the Mill Road Fire Company presented Specs for a new Rescue from two Companies and asked to review with the supervisors.
Andrea Reede reviewed the plans and drawings for the Railroad Bridge project on River Road. The new bridge will have standard clearance under the bridge once completed. There will be cost sharing between RJ Corman and Penndot, thru Multi Modal Funding for the project.
Ron Porter, a member of the Rec Park Board, asked everyone to remember Larry Putt’s family in their prayers in his passing. Larry was a long time member of the Rec Park Board.
Brain Collins motion to approve the minutes of the November 15th, 2022 meeting as written by the Secretary, Jeremy Ruffner second. Motion carried with none opposed.
Police Report: Chief Clark reviewed the Stats for the month of November with the supervisors and appointed Quentin Neff as Officer of the month.
Chief Clark also requested the supervisors consider appointing Sergeant Julie Curry as Interim Chief until the new Regional Department is effective. Randy Powell motion to appoint Julie Curry as interim Chief effective December 31st, 2022, Jeremy Ruffner second. Motion carried with none opposed.
Engineer’s Report: No Report.
Solicitor’s Report: No Report.
Recreational Park Board: Ron Porter reminded the supervisors that they could use a push mower at the Rec Park in the Spring.
Code Enforcement officer: The Code Officer reported that she received notice for a Box Culvert replacement along Wallace Mine Road.
The Code Officer also received notice for a Bond release for Waroquier Coal in the amount of 41,279.00 with no issues.
Code Officer Lauder requested permission for an abstract for 1410 Daisy Street. Randy Powell motion to approve, Brian Collins second.
The Code Officer requested permission to add an additional item to her agenda. Jeremy Ruffner motion to approve, Randy Powell second.
The Code Officer requested permission to request quotes to demo 1410 Daisy Street. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Code Officer also requested permission to get quotes to demo 1414 Daisy Street. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Roadmaster’s Report: Roadmaster King reported that the new Bandit Chipper has issues and representatives will be coming to review the issues.
The Roadmaster has had request for the township Police to monitor Turnpike Avenue for speeding especially during bus route time.
The Roadmaster reported there are issues with individuals lowing the Basketball hoops at the Rec Park, apparently they made their own tool to lower the hoops.
The Roadmaster reported issues with a Traffic Light on SR 879 that needs replaced. Roadmaster King is to contact Tel-Power and get quotes.
Secretary/Treasurer’s Report: The Secretary received a letter of interest from Dave Nelson requesting to be reappointed to the Planning Commission. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary requested permission to advertise for open positions on the Planning Commission and the Joint Appeals Board. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary/Treasurer reported the township received grant funds for the Rec Park Ballfield in the amount of 250,000.00 and was direct deposited into the CNB General Fund. Permission to transfer funds to the Reserve Savings Account until the project is complete. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner discussed the Stone Storage Building and presented prices for a Steel Building.
60 x 100 @ 93,340.00 with a 40 year warranty and engineered drawings. Brian Collins motion to purchase building, Jeremy Ruffner second. Motion carried with none opposed.
Brian Collins: No Report.
Randy Powell motion to hire Bailey Flanagan as Assistant Secretary/Treasurer starting December 19th, 2022 @ 16.50 hr and 35.00 per meeting, Brain Collins second. Motion carried with none opposed.
Randy Powell motion to hire Nicholas Kovalick as Fulltime Police Officer with a starting date of December 18th, 2022, Brian Collins second. Motion carried with none opposed.
Randy Powell motion to hire Theo Weaver as a Fulltime Police officer pending Psychological evaluation, Jeremy Ruffner second. Motion carried with none opposed.
Brian Collins motion to pay the list of bills in the amount of 164,746.63, Jeremy Ruffner second. Motion carried with none opposed.

Chairman Randy Powell called the meeting to order.
Pledge of Allegiance to the Flag.
Roll call of supervisors showed Jeremy Ruffner, Randy Powell present with Brian Collins absent.
Comments from the audience: Jeff Thorp presented a letter of interest to be appointed to the Uniform Construction Code Board of Appeals.
John Sobel, Clearfield County Commissioner, was present to ask the supervisors to review the FCC Broadband Maps. There are Federal Funds that will go to the state and filter down to municipalities and it goes by the map showing areas that are in need of broadband service.

Police Report: Sergeant Curry asked the supervisors to consider hiring Jayde Burge as a part time Police Officer. She recently graduated from the Police Academy. Randy Powell motion to approve hiring contingent on passing test, Jeremy Ruffner second. Motion carried with none opposed.
The supervisors also made the public aware that one of the Police Officers that was recently hired declined employment.

Code Enforcement Officer’s Report: The Code Officer presented a Minor Subdivision submitted by David Thorp, PLS Curry and Associates for property owned by Kyle & Holly McGovern, 1102 Mann Rd Clearfield. Lot 1 .932 acre and Lot 2 .549 acre. Non-Building waivers for Lot 1 and Lot 2. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Code Officer also presented a Minor subdivision submitted by David Thorp, PLS, Curry and Associates for property owner Kevin Billotte, 2321 104th Calvary Rd. Clearfield .044 acres to be consolidated to Steven and Andrea Stiner at 1301 Carbon Mine Rd. This is to clear a garage which was built over the line. Lot 1 has non-building waiver. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer presented a Minor Subdivision submitted by David Thorp, PLS Curry and Associates for property owned by Earl E Butler and others, 2106 Martin St. Ext Clearfield. Lot one is 66.663 acres and Lot 2 is 2.032 acres. Non-Building waiver for lot 1 and 2. Planning approved to supervisors on condition that the other owners sign the plan and noted the proposed use as truck parking for commercial will need a conditional use for the RA district to allow the use. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Code Officer reported that the Lawrence Township Planning Board has approved to pass the zoning changes as presented by the zoning workshops over the past few months. She asked that the board now has the solicitor prepare the ordinance and advertise. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer requested to set a date for a public hearing in February. The date was set for February 21st, 2022 @ 6:00 P.M.
The Code Officer asked permission to notify affected residents of district changes and to post the areas. The supervisors approved her moving forward with notifying residents and posting.
The Code Officer asked the board to have the solicitor put a lien against 164 Good St for the demolition at cost of $10,200 and building permit fee of $115.50 and any other applicable cost incurred by township. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer received quotes on 1410 Daisy St at a cost of 8,129.00 from Earthmovers Unlimited and 15,162.00 from G& R Excavating and asked permission to award to contractor and apply for the building permit for demolition and proceed with demolition for the public safety. Randy Powell motion to approve awarding to Earthmovers @ 8,129.00 and apply for Demolition Permit, Jeremy Ruffner second. Motion carried with none opposed.
The Code Officer also received quotes on 1414 Daisy St. at a cost of 10,718.00 from earthmovers Unlimited and 11,051.00 from Construction Kingdom. Permission to award and apply for the building permit for demolition and proceed with demolition for the public safety. Jeremy Ruffner motion to award to Earthmovers Unlimited @ 10,718.00 and apply for Demolition Permit, Randy Powell second. Motion carried with none opposed.
The Code Officer requested permission to attend 4 trainings presented by PA Municipal Planning Education institution with all trainings held online. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Planning Board would like to also attend the trainings and asked if they can be paid for attending. The Supervisors were not sure if they can pay them. The Board gets paid for attending meetings according to the Municipal law but not sure about training pay. If the township has to pay a fee for them to attend the meeting, then that can be taken care of.
The Code Officer prepared a Resolution to destroy records and listed the records to destroy. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Roadmaster’s Report:Roadmaster King reported that he is working with the Clearfield Borough Roadmaster to work together to help each other out on roads.
The Roadmaster talked with Dave @ Tel-Power regarding replacing LED’s in some of the traffic signals with a total cost of 22,715.00 plus Option A to include LED Replacement Fulton Street Intersection @ 3,243.00 and Option B (5) UPS Battery Installation using Owner supplied Material @ 1,080.00 each for a total of 5,400.00. Randy Powell motion to approve township purchasing the batteries and Tel-Power to install, Jeremy Ruffner second. Motion carried with none opposed.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of November was submitted to the supervisors for review.
The Secretary presented a letter of interest from Patricia Smeltzer for the Planning Commission. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The 2023 Budget was advertised and ready for approval. Randy Powell motion to approve the 2023 Budget, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor Ruffner thanked the Secretary for her hard work on the budget.
The Secretary/Treasurer asked permission to transfer funds form the Act 13 Savings Account to the General Fund to reimburse for Police Wages and FICA for the 4th Quarter of 2022 in the amount of 51,163.41. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary/Treasurer also asked permission to pay the 2022 7% payment to the General Employees Pension Plan for the General Employees wages. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Randy Powell motion to appoint Jefferey Thorp to the Uniform Construction Code Board of Appeals with the term to run until June 30th, 2025, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor’s Report:
Supervisor Ruffner reported that the township did not move forward with the company that they awarded the Stone Building to at the previous meeting. Because they are not under the Co-Stars Program the township cannot award the project to them. Supervisor Ruffner did find a contractor that is under the Co-Stars Program but the supervisors need to review the size of the building they want before moving forward with the project.

Randy Powell motion to hire Robert Clark III as a Part Time Roadcrew Employee as needed effective December 17th, 2022 @ 16.88 hr. Jeremy Ruffner second. Motion carried with none opposed.
Hyde Fire Company presented a request to purchase equipment to set up a piece of equipment for Rescue. The supervisors did not approve but did approve the purchase to install a Deck Gun Extender @ 875.00 from Glick Fire Equipment. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
Randy Powell motion to pay the list of Bills in the amount of 69,983.02, Jeremy Ruffner second. Motion carried with none opposed.

Solicitor Shaw asked for an Executive Session for Personnel, no action to be taken.
