Police Report: Chief Clark presented the Stats for the month of December and reviewed the report with the supervisors. Chief Clark appointed Patrolman Elliott Neeper as the Officer of the month for December.
Engineer’s Report: No Report.
Solicitor’s Report: Mr. Naddeo reported that he received signed copies of the Sales Agreement with American Land Holdings and presented a copy to the supervisors.
Mr. Naddeo also reported that the Ordinance to borrow the funds to purchase the building will be ready to adopt at the next meeting and then the paperwork can be forwarded to DCED for approval to borrow funds.

Forecasted Planning Committee Agenda for 2020 – Working on Ordinances to assist in Tackling Blight such as the Foreclosure Ordinance and Landlord Ordinance.

Roadmasters Report: Ronald Woodling reported that he meet with Shawn Agosti from Penndot and looked at Industrial Park Road for paving in 2020. This will be the only road that will be paved in 2020 due to the expense it will entail to pave a small section of the road.
Roadmaster Woodling is also working on a quote for a 550 Truck with Murrays. He is looking at possibly taking the bed off of LT#11 and transfer it to the new unit to save some funds. He can also use the spreader but not sure yet if the plow can be used. The new truck could be under 65,000.00.
The Roadmaster is working on quotes for a Dirt Roller.
Roadmaster Woodling asked permission to have a Roll off Dumpster delivered to the township to start cleaning up the shop and getting rid of items not needed before the move. Randy Powell motion to approve a temporary Roll off Dumpster, Brian Collins second. Motion carried with none opposed.
Secretary/Treasurer’s Report: Barbara Shaffner reported that she submitted the renewal application for the Safety Committee and the township will be receiving the 5% discount because of having a Safety Committee. Also, a reminder of the request from members of the Safety Committee to purchase the Fire Safety cabinets for the Fire Companies.

The Secretary reported that they do not need to transfer funds to the Fire Company Capital Purchase Checking Account for 2019 since the Capital Purchase expenses were higher than the 2 mills. 2-Mills 114,260.36

The Secretary/Treasurer asked permission to transfer funds from the Act 13 Account to the General Fund in the amount of 63,420.15 for the 4th Quarter Police wages & FICA. Jeremy Ruffner motion to approve the transfer of funds, Randy Powell second. Motion carried with none opposed.
The Secretary reported that she was given False Alarms from Mill Road Fire Company the middle of December and the first False Alarm was dated back in August with the second one on November 5th, third on November 28th and fourth on December 11th. These were all calls to the Clearfield County Assistance Office. I received a letter today from MBC Development stating that because these notices were all mailed the same day that the two separate 2,000 fines be waived. They have corrected the issue. Randy Powell motion to forgive and remove the August notice and reduce remaining fine to 1,000.00, any other violations will result in the 2,000.00 fine, Jeremy Ruffner second. Motion carried with none opposed.
The secretary presented a letter of interest from Judy Duncan for the open position for an Auditor. Randy Powell motion to appoint Judy Duncan as township auditor with the term to run until December 31, 2021, Jeremy Ruffner second. Motion carried with none opposed.
Supervisors Report:
Jeremy Ruffner motion to approve the Supervisors as Consultants to the township not to exceed 10 hours weekly, Randy Powell second. Motion carried with none opposed.
(Auditors will set the hourly rate.)
Supervisor Ruffner motion to approve the township having a Roll Off container for township residents to clean up in the Spring, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner also explained that the supervisors will review the Knox Box Ordinance and False Alarm Policy with the Fire Companies at the Fire Chief meeting next month.

Police Report:Chief Clark presented information for training that he would like three of the Officers to attend. It is Mastering Pennsylvania Search & Seizure training at the cost of 125.00 per Officer and will be held in Ridgeway on March 19th, 2020. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Chief Clark also reported that The Progress has scheduled an interview with the female Police Sergeants pertaining to an article about Women in the Workforce.
Clearfield Municipal Authority: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Mr. Naddeo presented the amount that is the township’s share for the Walmart Tax Appeal appraisal in the amount of 194.25 that is payable to the Clearfield School District. Randy Powell motion to approve the payment to reimburse the School District in the amount of 194.25 for the township’s share of the Walmart Appraisal, Jeremy Ruffner second. Motion carried with none opposed.
Solicitor Naddeo advertised and presented the Ordinance to borrow the funds to purchase a new township building in the amount of 450,000.00 and was ready for the supervisor’s approval. Jeremy Ruffner motion to approve Ordinance #2020-01, Randy Powell second. Motion carried with none opposed.
Recreational Park Board: No Report.
Code Enforcement Officer Report: Request approval of subdivision; the applicant is Leslie Clair Wriglesworth, two (2) Lots it includes Lot Addition w/Residual. Proposed Tract of Land to be conveyed - Lot 1 - 47.229 acres to Leslie Wriglesworth at 319 Teddy Bear Lane. The Property is owned by Thomas R Irwin; RE: Parcel #123-K6-27 located in the R-A Zoning District. Total Tract of land 157 Acres. Property is located at the end of Sam Graham Road, Township Road T-601. The planning committee requested on lot sewer be identified on plans; awaiting signature on the non-build waiver. The Code Officer also request approval of subdivision for Harry Salvatore, the proposed tract of land to be conveyed- Lot 1 is .80 acre /3,472 sq ft. This is to correct encroachment of a garage, proposed track to be conveyed to Dave Gallaher. The property is owned by Harry Salvatore RE: Parcel #123-K9-31 located in the R-A Zoning District, 911 Address of Property 290 Sals Lane. Roadmaster’s Report:Roadmaster Woodling presented quotes for a new Ford F550. Previously they had discussed purchasing a Cab & Chassis and transferring the bed from an older truck. The Roadmaster wanted to present figures for an entire new truck so they can compare if it is worth it to spend the funds for a truck and transfer an older bed.

The price to purchase a Cab & Chassis and transfer over the bed is 71,268.00. The township can also sell LT#1. Roadmaster Woodling asked them to possibly make a decision so they can hold the price and have the Cab & Chassis that is already at Murrays Ford. Randy Powell motion to move forward with purchase of the Cab & Chassis and will make a decision on the bed at a future meeting, Jeremy Ruffner second. Motion carried with none opposed.

Roadmaster Woodling reported that the new Ford Freightliner Leaf Vac would be delivered the next day between noon and 1:00 PM. The Roadmaster and Supervisors all have concerns on the fact that the township has been waiting since September to receive this piece of Equipment and now that they are delivering it the unit will be sitting and not used until possibly summer or fall months to know if there is an issue with it and the warranty begins when it is delivered.
The Roadmaster also presented an update on the Ford F550 that was taken back to Bradco Supply with hydraulic issues.
Secretary/Treasurer’s Report: The Treasurer’ Report for month of December was submitted for the supervisor’s review.
Clearfield County Planning has submitted Invoices for CDBG expenses from July 1st, 2019 to December 31st, 2019 in the amount of 5,512.14 for the supervisors’ approval. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary received information from Lisa Kovalick at Clearfield County regarding the CDBG Funding. There was a budget in the amount of 214,595.00 for the Good Street project and with all the Engineering expenses the project is over budget by 24,607.87. The Engineering expenses were paid before the Invoice from the Contractor was submitted leaving a balance of 2,229.55 due to DJ Wisor & Sons. She asked permission to pay that balance from the General Fund. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary presented a request from the Joseph & Elizabeth Shaw Library to appoint Marianne Herres as the Lawrence Township representative on the Library Board with the term to expire the second Thursday of January 2023. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary presented concerns from members of the Safety Committee about members on the committee that are volunteer firefighters that bring concerns and needed corrections that have been requested by the Committee at the Firehalls and members of the fire companies feel they do not have to listen to the committee members. Supervisors will review.
The Secretary asked for approval of Resolution #2020-01 for Destruction of Old records dated 2013 and Older. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary also asked for approve of Resolution #2020-02 for Destruction of old Tax Records according to the list submitted by the Tax Collector. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner presented information pertaining to Engineering Fee quotes for the new building. Stiffler McGraw is much higher than anticipated and the supervisors received a quote from Hughes Bohley Engineering in the amount of 17,500.00. Jeremy Ruffner motion to approve quote from Hughes Bohley in the amount of 17,500.00, Randy Powell second. Motion carried with none opposed.
Supervisor Powell reported that the new Fire Truck for Hyde Fire Company has arrived and was put into service on Saturday.
Randy Powell motion to donate the 1994 International Fire Apparatus to the Clearfield County Career and Technology Center for training with the stipulation the unit stays with them and cannot be sold, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor Powell had questions regarding the Flood Elevation for the new Salt Shed to be constructed at the building on the Clearfield-Curwensville Hwy. Gary Thorp from Curry & Associates inspected the Flood Elevation for the Salt Shed and with the 6” slab the building will be above elevation.

Police Report:Sergeant Julie Curry presented the Stats for the month of January and reviewed the report with the supervisors. Sergeant Curry also reported that Officer Elliott Neeper was elected as Officer of the Month of January.
Clearfield Municipal Authority Report: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Mr. Naddeo asked for an Executive Session for possible litigation.
Recreational Park Board: No Report.
Code Enforcement Officer: No Report.
Roadmaster’s Report: Roadmaster Woodling reported that due to warmer weather the roadcrew has been filling pot holes and has done repairs on dirt roads.
Roadmaster Woodling explained that the Roller that was approved to purchase at the last meeting is not under Co-Stars and asked permission to advertise the unit for bid. Jeremy Ruffner motion to approve advertising the unit for bid according to Specs, Randy Powell second. Motion carried with none opposed.
Roadmaster Woodling presented quotes for the Bed and Hydraulics for the new Ford F-550 and explained that it would be better to send the unit to Bradco Supply for the upfit instead of changing the bed off an older truck. Randy Powell motion to send the 2019 Ford F-550 to Bradco Supply for the upfit in the amount of 39,885.28, Brian Collins second. Motion carried with none opposed.
The Roadmaster presented prices for a Radar Sign that can be moved from place to place. The supervisors asked Sergeant Curry to review with Chief Clark.
Secretary/Treasurer’s Report: The Secretary reported the township received the new Leaf Vac and paid Murrays 89,612.00 for the Cab & Chassis and Bradco Supply 86,400.00 for the Curbtender unit for a total amount of 176,012.00. She submitted the reimbursement from DEP in the amount of 153,255.00. The township’s share of the expense for the unit will be 22,757.00. The township has earmarked 75,000.00 set aside in the Reserve Savings for the Leaf Vac.
The Secretary/Treasurer asked permission to transfer funds in the amount of 32,376.10 from the Building Permit Fee Account to the Reserve Savings Account for the townships share of inspections for 2019. Jeremy Ruffner motion to approve the transfer of funds, Randy Powell second. Motion carried with none opposed.
The Secretary reported that it is time to submit for the 2020-2021 Salt Contract thru Co-Stars. Past years the township has submitted for 600 Ton and asked if they wanted the tonnage to remain the same. Randy Powell motion to approve submitting to Co-Stars for 600 Ton Road Salt, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary reported the township received a letter of interest from Russell Triponey asking to be reappointed to the Clearfield Municipal Authority Board for a five-year term. Jeremy Ruffner motion to approve reappointing Russell Triponey with the term to expired January 1st, 2025, Brian Collins second. Motion carried with none opposed.
The Secretary asked permission to advertise when terms are expiring on any of the Boards. Brian Collins motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor’s Report: Jeremy Ruffner motion to hire William Norman as a Part Time, as needed, Roadcrew Employee effective January 20th, 2020 at 15.00 hr, Brian Collins second. Motion carried with none opposed.
Supervisor Ruffner asked about Street Lights at the Intersection of SR322 and Clearfield By-Pass at the Clearfield Mall. It seems to be a very dark intersection. Supervisor Powell explained that there use to be a light at the Long John Silvers parking lot that may have given a lot of light there before and they no longer leave it on. The Roadmaster and Secretary will contact Penndot to inquire about a Street Light being put up at that location.
Supervisor Ruffner also discussed what can be done to upgrade the Street Lights throughout the township to LED. The Secretary explained that she has discussed this with Penelec before and there is a program they have and the township can upgrade some of the lights but most of the lights were upgraded to Sodium Vapor a few years back and it would cost the township money to change the those lights if done before 2030. She will check into the program again.
Supervisor Ruffner explained that the flow testing for the Air Packs for the Fire Companies need done and asked if the township had paid the Invoices in the past. The Secretary was unsure but felt that the township did pay the Invoice. Randy Powell motion to approve the township to pay for the Flow testing of Air Packs for all three Fire Companies, Jeremy Ruffner second. Motion carried with none opposed.

Chairman Randy Powell called the meeting to order.
Pledge of Allegiance to the Flag.
Roll call of supervisors showed Jeremy Ruffner, Brian Collins and Randy Powell all present.
Comments from the audience: Jim Catalono from a concerned citizens group against the Camp Hill Landfill presented concerns about the Landfill.
- 250 Trucks daily from I-80 and will back up traffic out in that area near Sheetz and Walmart.
- Bridge freezes in winter and if the truck wrecks the garbage could end up in the river.
- Turning onto Park Avenue could block traffic.
- SR153 already has numerous coal trucks and garbage trucks traveling on it. There are school buses picking up and dropping off children. Additional traffic with garbage trucks is more of a chance of serious injuries and accidents for the school buses and children.
- The landfill with the amount of trucks delivering and the medical waste.
Yes, there will be methane gas in the future. It takes 15 years for that process. Every building will be heated but the remaining gas will be piped to New York City.
Roger Gallaher asked if the township has an Ordinance about parking garbage trucks. Code Officer Finkbeiner explained about the Ordinance in place that cannot park Commercial Trucks.
Bruce Bliss explained his concern on their property values.
Carl Condon questioned the openings to Clearfield Creek from Old mines.
Helen Howell explained there is already major issues with coal trucks.
Phil Carr explained that back in the 80’s there was an issue with garbage and the smell. If there are liquids leaking from these trucks, what may be in those liquids, and how dangerous is that liquid and can it effect our health.
Colin Howell questioned how much damage the trucks will do to the roads and putting up signs to slow down does not help.
Bruce Bliss asked about the stipulations the landfill has to follow but who is going to make sure they are followed.
The committee asked the supervisors for help in anyway to stop the landfill.

Solicitor’s Report: Mr. Naddeo reported that he spoke with the Business Agent from Teamsters for the Police Contract and they are requesting a meeting to review contract.
Recreational Park Board: No Report.
Code Enforcement Officer: Debra Finkbeiner presented a Subdivision for Cora Owens, Parcel #123-L8-24 located at 532 21st Street Clearfield. Two Lots- 1 residual to be approximately 54.954 acres, conveyed 58.016 acres is Lot 2. Located in the R-A Zoning District, total tract of land is 113 acres. Randy Powell motion to approve subdivision, Jeremy Ruffner second. Motion carried with none opposed.
Roadmaster’s Report: Roadmaster Woodling reported the Roadcrew is doing some spring work when weather permits. Butler Road and Lawrence Grange Road-working on the potholes. There was a letter that came into the township pertaining to the condition of Lawrence Grange Road. Roadmaster Woodling looked at the road and explained that they have put down stone in the past two years and will get the present potholes repaired.
Roadmaster Woodling presented a quote for a 2004 Bucket Truck at 16,000.00 and the seller will take the townships present Bucket Truck in trade for 2,000.00. The Roadmaster also called other locations to get quotes for a Bucket Truck. Randy Powell motion to purchase the 2004 Sterling Bucket Truck from Jason Unch at 16,000.00 less the trade of the townships 1990 Ford Bucket Truck for 2,000.00 for a total purchase price of 14,000.00, Jeremy Ruffner second. Motion carried with none opposed.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of January was submitted for the supervisor’s review.
The Secretary reported that she has a Request for Qualifications for Engineering Services for the township and this would also include CDBG Projects, and asked permission to advertise for Quotes. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary also reported that she & Ron prepared the information needed to authorize Penelec to upgrade 24 of the townships Street Lights to LED at no cost to the township. The Secretary asked for approval to submit to upgrade the lights and authorize the Chairman to sign the forms. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary reported the township has had a position on the Zoning Hearing Board vacant since last year when a member resigned. She advertised the position and the township received two letters of interest. Gigi Gearhart and Jeannine Swisher. Randy Powell motion to appoint Jeannine Swisher to the position with the term to run until April 19th, 2022, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary also reported there are two terms expiring on the Zoning Board in April and she will send letters out to those board members to see if they are interested in continuing on the Board and advertised.
The Secretary also reported a position on the Recreational Park Board will expire on March 18th, 2020. She advertised the position and received one letter of interest from Rick Redden, asking to be reappointed to the board. Jeremy Ruffner motion to reappoint Rick Redden to the Rec Park Board with the term to run until March 18th, 2025, Brian Collins second. Motion carried with none opposed.
The Secretary presented a request from the Roadcrew to return to their four (4) ten-hour (10)work days starting April 6th, 2020 from 6:00 AM-4:00 PM. On the first full week of May (being May 4th, 2020) thru last week in October (being October 30th, 2020) time being changed to 5:30 AM-3:30 PM. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary presented a letter requesting for the township to install a “Slow Children at Play” Sign on Armor Street for the safety of the children on the street. The Roadmaster is to determine if the township has signs if not he is to order signs.
The Secretary reported that the township received notification today from Western Teamster Welfare Fund and the Health Insurance increase for 2020 will be at 5%.
Supervisor’s Report:
Jeremy Ruffner requested an Executive Session.
Supervisor Ruffner is working with Atlantic Broadband on the conversion for the new building and asked for approval to move forward with the plans they are working on. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.

Randy Powell motion for the roadcrew to start backing up the Fire Companies to drive trucks to fire scenes with the employees that understand and have knowledge of how to operate the equipment, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor Powell reported that the Masonry, Carpentry and Electrical classes at the Clearfield County Career and Technology Center are willing to do the upgrades at the new township building as part of their training.
Supervisor Powell also reported that the township mechanics are to bring the Hyde Fire Truck to the township building to look at the charging unit that is not charging.
Randy Powell motion to purchase a slightly used mower for 5,295.00 and two new weed eaters at 199.00 each from Shugarts Lawn & Garden for Crown Crest Cemetery to be paid from Cemetery funds, Jeremy Ruffner second. Motion carried with none opposed.

Mr. Catalano asked again if the supervisors were going to vote on what they would do to help stop the Landfill. Supervisor Ruffner explained at this time the supervisors cannot vote and need to discuss the issue.
Supervisor Powell showed them a folder full of information from what past supervisors have submitted and will review what was done.
Mr. Naddeo explained that DEP already issued the permits and not sure if the township would have any standing to appeal. It does affect the environment, so that is possibly something to go by but cannot be based on speculation. It really would not help for the township to appeal but can support Clearfield County with their appeal. The supervisors will review.

Chairman Randy Powell called the meeting to order.

Roll call of supervisors showed Jeremy Ruffner (present by phone), Brian Collins and Randy Powell all present.
Comments from the audience: Jim Catalano explained that all the local municipalities and the School District have already agreed to send support letters to the Clearfield County Commissioners with their concerns about the Boggs Township Landfill and again were asking Lawrence Township to also send a letter of support. Supervisor Powell explained that the letter has been signed and will be in the mail the next day, along with a letter to DEP.

Police Report:Chief Clark presented the Stats for the month of February and reviewed with the supervisors. Chief Clark also reminded residents that it is tax season again and people prey on the elderly to try and get money from them. The IRS will not contact you by phone and tell you there is money owed to them, please don’t believe them.
Chief Clark thanked Don Shaw for his generous donation to the Police Department so they are able to purchase more body cameras.
Clearfield Municipal Authority: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Mr. Naddeo reported that DCED rejected the application submitted in order for the township to borrow funds to purchase the new municipal building. They ask for the last 3 years financial information and since it was sent in back in January the township’s 2019 was not done and 2016, 2017 and 2018 were sent in. They require 2017, 2018 and estimated 2019. This will not need to be readvertised and resubmitted with those financial year’s information. Randy Powell motion to approved resubmitting the application, Brian Collins second. Motion carried with none opposed.
Recreational Park Board: No Report.

Roadmaster’s Report: In the Roadmaster’s absence Chairman Randy Powell reviewed the request to advertise for the 2020 Paving. Randy Powell motion to advertise for the 2020 Paving after the supervisors have reviewed with the Roadmaster, Brian Collins second. Motion carried with none opposed.
Secretary/Treasurer’s Report: The Secretary asked permission to advertise for bid 1,000 Ton (more or less) 2RC Limestone. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary reported that the township received the 2020 funds for Liquid Fuels. We budgeted 402,247.00 for the State Funds and 44,840.00 for the Turnback Roads. We received 410,472.49 for the State Funds so that is 8,225.49 more than anticipated.
The Secretary reported the township received the Approved Grant application from the Clearfield County Conservation District for Log Cabin Road in the amount of 59,790.98. Request approval for the chairman to sign the necessary documents. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary advertised for two positions on the Zoning Hearing Board for members that terms expire April 19th, 2020. Nannette Renchen sent a letter asking to be reappointed and Bill Lawhead is the alternate and has also submitted a letter asking to be reappointed. The township also received a letter of interest from Gigi Gearhart to be appointed to the Board. (3 year term)

The township also received a letter from Jerry Kaufield requesting to be reappointed to the Clearfield-Lawrence Twp Airport Authority, His term expires April 15th, 2020. The Secretary presented information regarding some older mowers at Crown Crest and asked the supervisors if they wanted to consider selling two of them. The Glen Richey Rec Park is interested in the Gravely Zero Turn. Paul Snyder was present for the Rec Park. Supervisor Powell asked him if they would be willing to pay 800.00 for the unit. Mr. Snyder will get with the Glen Richey Rec Park Board and let the supervisors know.
There is also a Cub Cadet that is only good for parts and there was an offer on it of 50.00. Randy Powell motion to sell the Cub Cadet for 50.00, Brian Collins second. Motion carried with none opposed.
The Secretary let the supervisors know that the Clearfield County Association of Township Officials Spring Convention is being held on May 1st, 2020 and she will need to know by the next meeting if they plan to attend so she can get the reservations sent in.
Randy Powell motion to purchase a 2020 Ford Interceptor SUV from Tri-Star Motors for 34,835.00 to replace the unit that was totaled for the Police Department, Brian Collins second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner asked Solicitor Naddeo if he would contact American Land Holdings to request an extension to the agreement since there is a hold up with DCED. Mr. Naddeo agreed to contact their Solicitor the next day.

Bob McAllister presented concerns he has in his neighborhood, especially in the alleys located in Hyde off of Lawhead Street. It is like driving thru a lake. Supervisor Powell did explain that the township is working on plans to put in storm pipes in that area to help alleviate some of the issue.

Police Report: Chief Clark reported that the Police Department is doing their best to keep the office sanitized and every Officer safe from the virus.
Chief Clark also reported that all training that was scheduled for Officers has been cancelled or postponed. There is a Search & Seizure Training Webinar on Thursday and that will still be held.
Chief Clark gave an update on the new Police Cruiser from Tri-Star motors. They had to order a spotlight and the expected delivery for the part is this Thursday and hopefully the unit will be delivered next week.
Chief Clark presented a Electronic Access Agreement for Pennsylvania Crash Information Tool and asked the Solicitor to review before the supervisors approved him signing the Agreement.
Clearfield Municipal Authority: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Mr. Naddeo presented Ordinance #2020-02 to approve the township borrowing funds to purchase the new building. The Ordinance had to be readvertised and done because of DCED requirements for the debt statement from the township for the past three years with 2019 estimated. Jeremy Ruffner motion to approve Ordinance#2020-02, Brian Collins second. Motion carried with none opposed.
Solicitor Naddeo was asked to review a Declaration of Disaster for the supervisors to approve. Supervisor Ruffner explained that he felt this needs to be put into place now so in the event there is more action the supervisors need to take it can be done without holding a special meeting. This is not to put the public into a panic but to be prepared. Jeremy Ruffner motion to approve the Declaration of Disaster for the Coronavirus (COVID-19), Randy Powell second. Motion carried with none opposed.
Recreational Park Board: No Report.
Code Enforcement Officer: In the Code Officers absence the Secretary presented the information regarding the Culdesac at the end of White Break Road that was previously discussed at a township meeting. The supervisors and Solicitor are to review the email that the Code Officer had sent out.
Roadmaster’s Report: Roadmaster Woodling reported that St. Marys Lumber has asked for a Bond release for timbering on Pifer Road and Flegal Road. He checked the roads, and everything is satisfactory. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Roadmaster reported he received an email from a resident on Lawhead Street asking for the Speed Limit to be reduced to 15 miles per hour. He is going to ask North Central to do a traffic study for that road before anything else can be done.
The Roadmaster also reported that a portion of Coal Hill Road will be closed to install a cross pipe on Thursday morning starting at 9:00 AM.
The Roadmaster also plans to install a pipe on the upper end of Capital Hill Road on Wednesday.
Roadmaster Woodling asked the supervisors if they had a chance to look at the streetlights on Park Avenue. There were different size LED bulbs installed so the township can decide what wattage they feel would work best there. The supervisors are to take a look at the lights before the next township meeting.
Roadmaster Woodling asked the supervisors if they decided on the Roller Bids that were tabled from the previous meeting. The cost of the Roller was reviewed and the funds that are available for Capital Purchase for Road Equipment. Brian Collins motion to approve purchasing the 2020 Dynapac Roller from Anderson Equipment at 97,771.00, Randy Powell second with much regret. Motion carried but regrettably approve.
The Roadmaster also reported that the Roadcrew has been patching potholes and sweeping.
The main sweeping will not be started until the first week of April.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of February was submitted for the supervisor’s review.
The Secretary asked the supervisors if they reviewed the Engineering quotes tabled from the previous meeting and were ready to make a decision. The supervisors discussed the 5 quotes that were submitted and came down to two Engineering Firms they were considering. Supervisors Ruffner would like to make some calls to their clients for references before making a decision. Jeremy Ruffner motion to table to next meeting, Randy Powell second. Motion carried with none opposed.
The Secretary asked the supervisors if they wanted to advertise for volunteers to mow at the Recreational Park or take applications. The Secretary was asked to advertise for a volunteer.
The Secretary also asked about Crown Crest Cemetery and if they wanted to ask for volunteers to keep it maintained. They are looking for volunteers.
The Secretary presented a response from Glen Richey Fire Company that is willing to purchase the used Gravely Mower at the Cemetery. At the pervious meeting the supervisors presented a price of 800.00 to see if they are willing to pay that amount. The Fire Company has made an offer of 450.00. Randy Powell motion to sell the Gravely Mower to the Glen Richey Fire Company for 450.00, Jeremy Ruffner second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner asked the Secretary if she received an Invoice from Good Tire for the Mill Road Fire Company Command. If she does receive it she is to turn it over to the Fire Company to pay.
Supervisor Ruffner let the public know that the township will continue to operate while the virus is going on. Jeremy Ruffner motion for the township office to be under locked doors until April 7th, 2020. The office can be contacted by phone, email or thru the Website. With the COVID-19 the public needs to wash hands, stay at home and limit social distance, Randy Powell second. Motion carried with none opposed.

Randy Powell: Supervisor Powell asked the Solicitor if he was aware of the manhole cover damage to a tire and rim. The Solicitor was aware and advised the township to turn it over to our Insurance Agent and they will deal with it.

Solicitor Naddeo reviewed the Electronic Access Agreement for the Police Department. The Agreement imposes a lot of bells and whistles on township. Chief Clark felt in preparing grants this site gives him the needed information for the grants. Jeremy Ruffner motion to approve Chief Clark signing the agreement, Randy Powell second. Jeremy Ruffner motion to approve the minutes of the March 17th, 2020 meeting as written by the secretary, Brian Collins second. Motion carried with none opposed.
Police Report: Chief Clark presented the Stats for the month of March and reviewed with the supervisors.
Chief Clark selected Officer Levi Olson as Officer of the month for March.
Chief Clark reported that there was damage done to Car 2. Officer Neeper had an unruly individual in custody and was taking him to Clearfield Jail. While removing him from the vehicle the individual in custody caused damage to the outside of the vehicle. Chief Clark took the car to Moyers for an estimate which totaled 1,249.00. The individual was charged with criminal mischief and will be charged with restitution for the repairs to the vehicle.ief Clark also reported that it is slow right now for the department due to the COVID 19 issue.
Chief Clark ordered three new body cameras and a base charger.
He also ordered 3M mask and hopefully they will arrive soon.
Looking into information on the Emergency Grant that has a 3,300.00 threshold and possibly being able to order MSA Riot Mask for the Police Department. This grant may allow the department to get reimbursed for those masks. Chief Clark is checking with Rep. Sankey’s office for more information.
Solicitor’s Report: Linda Lewis reported that Solicitor Naddeo is looking into the issue of the cul-de-sac on White Break Road and will discuss the issue with Mr. Billotte.
Code Officer’s Report: Code Officer Finkbeiner asked the supervisors if they would consider waiving the Sewer Inspection requirement because of the COVID 19 issue and staying away from others. All three supervisors agreed to waive the inspection at this time.
Code Officer Finkbeiner asked residents if they do recycling to just put those items in with their regular garbage for now so they do not accumulate a lot and cause other issues since there is no recycling pick up at this time. They may take items directly to Novey Recycling themselves also.
At this time if there are complaints of garbage or property maintenance issues those violators will get notices unless these are continued violators then they will be fined.
Roadmaster’s Report: Roadmaster Woodling reported the Roadcrew has started with the roadside mowing but the mower broke down.
The crew is doing work at the Rec Park.
The crew continues to do cold patching and also put in approximately 47’ of pipe.
Secretary/Treasure’s Report: The Secretary asked if the supervisors wanted to make a decision on the Engineer for the township that was tabled. Supervisor Ruffner was contacting references of the Engineers and since many are not available, he wanted more time before making a decision.
The Secretary reported the township received a letter of interest from a township resident, Gary Shirey, who is interested in volunteering to mow at the township Rec Park. Randy Powell motion to accept, Brian Collins second. Motion carried with none opposed.

Supervisor’s Report: Supervisor Ruffner asked if the supervisors wanted to consider cancelling the township meeting on April 21st, 2020 due to the COVID 19 epidemic.

Supervisor Ruffner discussed possibly splitting the Roadcrew so they were not all working the same day to make it easier with being able to stay with the order to stay 6’ apart with the COVID 19 epidemic. He suggested half the crew Monday thru Wednesday and half the crew Thursday thru Saturday. The roadcrew contract was reviewed because in the contract it has Monday thru Friday. The supervisors will review further.

Supervisor Powell requested a letter be sent to all three Fire Companies that No Joy riding in Fire Equipment and they need to keep equipment clean sanitized and emergency use only. The Secretary also asked if the supervisors wanted to cancel the meeting with the Fire Chiefs the first Tuesday of May. Supervisor Ruffner will send an email to all three Fire Chiefs about the Fire Equipment and cancelling the Fire Chiefs meeting in May.

Roadmaster Woodling asked the supervisors if they made a decision on the Street lights on the By-Pass and what wattage they liked best. Supervisor Ruffner preferred the one that is the brightest. Roadmaster Woodling will contact Tel-Power to see if they are working and when they can do the project.

Police Report: In the Chiefs absence Secretary Shaffner presented the Stats report for the month of April.
Clearfield Municipal Authority: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Mr. Naddeo reported that he continues to try and contact DCED pertaining to the approval to borrow funds for the new township building but the offices are currently closed due to the COVDI-19 issue.
Recreational Park Board: Secretary Shaffner asked the supervisors if they wanted to open the Recreational Park back up since the township is now in the yellow area for the COVID 19. All supervisors agreed to open the park on Friday May 8th, 2020 according to the Governors permission under the yellow areas.
Code Enforcement Officer: Code Officer Finkbeiner reported she received a request for a Timbering Conditional Use and asked to set the Hearing date on July 7th, 2020 @ 6:50 P.M. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Code Officer Finkbeiner also reported that she received a Storm Management Plan for the Riverview Bible Church and asked Curry & Associates to review since the township had not yet appointed an Engineer for 2020.
Roadmaster’s Report: Roadmaster Woodling reported that HRI may start he 2020 Paving Project next week and he will change his work schedule to be at the township when they are paving.
Roadmaster Woodling also reported he met with Shawn Agosti from Penndot and reviewed the roads for the Tar & Ship Project for 2020 and should have it ready for next meeting so the project can go out for bid.
Roadmaster Woodling also reported that he spoke with the Conservation District about a bridge project on Pifer Road. This project was discussed with the previous representative from the Conservation District and looked very promising, but since that representative is no longer there the Roadmaster asked the new person to look into it to see what paperwork had been started so the township can move forward with the project. They will get back to him after they are permitted to be in the office.
Roadmaster Woodling gave an update on the Log Cabin Road Dirt & Gravel Road Project. The roadcrew has been daylighting the road and will start soon to install pipes. He asked permission to put the project out for bid for the DSA. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
Secretary/Treasurer Report:
Treasurer’s Report for month of March was submitted for the supervisor’s review.
The Secretary asked permission to submit for County Aid in the amount of 10,721.13. Randy Powel motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary asked permission to transfer funds from the Act 13 Savings account to the General Fund in the amount of 58,926.85 for the 1st Quarter Police Wages & FICA. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The township received a request to approve the King of the Mt Bike Race scheduled for October 11th, 2020. They will adjust if needed for the COVID-19 situation. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
The Secretary presented a request from the Roadcrew on how much longer the crew is to stay on the 3-day 12 hour shifts. The supervisors will keep it as is for now and will review at the next meeting.
The Secretary asked permission to apply for the ARC Grant for Industrial Park Road. Randy Powell motion to approve, Brian Collins second. Motion carried with none opposed.
Supervisor’s Report:
Jeremy Ruffner motion to hire Keller Engineers as the township Engineer for 2020, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner asked the Code Officer about the Status of the Amusement Tax. She explained that she is setting it up differently on her computer to make the process easier. She does not plan on labeling the machines and they discussed a different way of doing it but still be able to keep track of the machines. It was suggested to give each business a Certificate number no matter how many machines, but each machine needs a unique number also.
Supervisor Ruffner discussed getting dumpsters for the Spring Clean-Up and a Roll-off from Noveys. There would need to be some type of list of what is allowed to be put in the dumpsters. Supervisor Powell contacted Bridgestone about recycling tires but has not heard back from them.
The Supervisors & Code Officer will contact Noveys, Bridgestone and Clearfield County Solid Waste and will review at next township meeting.
Supervisor Ruffner will contact the Fire Chiefs to remind them to get reports submitted so they can be paid the 2020 donation funds from the township.
Supervisor Ruffner reported that Clearfield County Commissioners have extended the deadline for the Real Estate Tax Face Amount until October 30th, 2020 and made a motion to follow suit with the County and made a motion to pass Resolution #2020-03 to extend the deadline for Lawrence Township residents until October 30th, 2020, Randy Powell second. Motion carried with none opposed.
Jeremy Ruffner motion to amend the Tent Permit-Mobile Food Trucks and Tents that sell Food that the township will issue a permit at no charge and if the owner is moving the location they have a minimum of 72 hour notice to report that change to the Code Officer with this in effect until July 31st, 2020, Randy Powell second. Motion carried with none opposed.

Supervisor Powell asked the Solicitor if he had an update on the Cul-De-Sac issue on White Break Way in Riversbend. Since Mr. Naddeos office has been closed he has been away but will contact Mr. Billotte to review the issue.
Supervisor Powell reported that he would like the township to consider a Garbage Collection Tax on residents. There was discussion on pros and coons of having the tax and will be reviewed at a future meeting.

Engineer’s Report: Thomas Morisi from Keller Engineers introduced himself and reviewed the ARC Grant Application for Industrial Park Road. There are two Phases for the Project.
Solicitor’s Report: Solicitor Naddeo reported that the Wolf Run Tax Appeal has been settled and asked for the supervisor’s approval to enter into a negotiated settlement. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Mr. Naddeo also reported that he has a meeting on Wednesday with the Roadmaster and Mr. Billotte to review the Cul-De-Sac issue on White Break Road.
Recreational Park Board: Roadmaster Woodling reported that the Roadcrew has completed the pipe project on the Baseball Field. They have also removed the flower bed at the entrance and have put stone down under the sign at the entrance.

Roadmaster’s Report: Ronald Woodling reported that Erlich did the spraying today in the areas in the township.
Roadmaster Woodling contacted Anderson Equipment for an update on the Roller but did not have a response today.

Roadmaster Woodling discussed the Street Lights on the By-Pass and Park Avenue. The Secretary has tried to contact the Penndot Maintenance Office to discuss the expense and get approval but has not received a return call.
Roadmaster Woodling reported that Mark Hood from LTAP sent him an email to let him know he is now able to look at Lawhead Street for Speed Limit.
A letter was sent to the supervisors for a complaint in the Buckhorn Drive area. Roadmaster Woodling talked to the resident and is meeting with them at 10:00 AM on Wednesday.
Supervisor Ruffner discussed possibly purchasing a Dump Trailer that can be used by the Roadcrew or when trimming at the Cemetery. Supervisor Powell will get prices.
Secretary’s Report: The Treasurer’s Report for month of April was submitted for the supervisor’s review.

The Secretary reported an offer was placed with her for someone that is interested in purchasing the Backhoe at the Cemetery in the amount of 1,000.00. The Secretary reported that the township received a letter from Heather Bozovich indicating her interest in serving as the Solicitor for the Zoning Hearing Board. Also, the township previously received a letter of interest from Eric Cummings for his interest in serving as the Solicitor. Jeremy Ruffner motion to appoint Heather Bozovich as the Solicitor for the Zoning Hearing Board, Randy Powell second. Motion carried with none opposed.
The Secretary/Treasurer asked permission to pay Watch Guard Invoices from the Police Donation funds in the Reserve Acct in the amount of 10,245.00. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Secretary Barbara Shaffner thanked every volunteer that helped at Crown Crest Cemetery last week to do some clean up, weed eating and putting the flags on to recognize the veterans. We had a great turn out of volunteers, and also a group of Boy Scouts and Girls Scouts assisted with volunteering. This has been a very large task to determine where all the veterans are located in the cemetery since it is so large, and we want to do our best to make sure everyone of them is recognized. There were some emblems that were pulled, if we did not have records indicating that they were a veteran, and the markers did not have a military emblem on them. If you find any that were removed in error please contact the Secretary at the township office or email so we are able to add them to the list and get the correct emblem and flag for the veteran.
The Secretary reported that she had forwarded an email to the supervisors from Lisa Kovalick pertaining to the funding that was approved under the CARES Act, she is planning a Public Meeting, which will be held for all three entities, Lawrence Township, Clearfield Borough and Clearfield County to get feedback on where the funds are needed most. She has been working on this and has some ideas for the funding but would also like to talk with the supervisors to discuss options. She asked the supervisors to contact Lisa to discuss.
Supervisor’s Report: Supervisor Ruffner discussed Crown Crest funds reimbursing the township General Fund for expenses for the Secretary taking care of records for the Cemetery. Since there are numerous phone calls throughout the day and times when the Secretary has to go to the Cemetery office to get records for the burials he felt it is hard for her to just keep track of that time and wanted to do a flat rate each week. Jeremy Ruffner motion to transfer 250.00 per week from the Crown Crest Cemetery account to the General Fund, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner reminded anyone that has a Concession Trailer they are permitted to set up those trailers to sell food but the Code Officer needs a 72 hour notice before doing so and they must submit the Department of Agriculture License and Safe Serve License to the Code Officer.
Supervisor Ruffner also discussed the Salt Shed that the bids were opened in November but with the purchase of the new building on hold because of the COVID 19 the bid is well over 90 days. Jeremy Ruffner motion to readvertise the Salt Shed, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner also discussed the issue at Orrs Run near the Lawrence Township Clearfield Borough Line on Martin Street, where there is a grate across the entrance into a pipe. He would like to set up a meeting with Clearfield Borough to discuss changing that grate to something that will not cause an issue with a buildup of debris.
Supervisor Ruffner would like to get started with a design and location for a Dog Park at the Lawrence Township Recreational Park.

Police Report: Chief Clark presented the Stats for the month of May and reviewed the report with the supervisors.
Chief Clark reported that Part Time Officer Trevor Pelton will be off for Military leave.
Chief Clark also reported that he nominated Officer Elliott Neeper as Officer of the Month for May.

Clearfield Municipal Authority: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Solicitor Naddeo reminded the supervisors that they promised to respond to the union, and he would like to discuss and review the request. He also requested a projected budget for the Police Department from the Secretary.
Mr. Naddeo also reported that the office was able to get thru to DCED and they were not able to locate the application that was sent back in February. Naddeo’s office emailed the original copy to the DCED office and because the loan certificate was over 3 months old it had to be updated by the township CPA and resubmitted. He will get that resubmitted and will start approval process.
A Resolution was given to the Solicitor for his review which would authorize the Tax Collector to provide tax certifications/tax request and collect a fee of 20.00 per request. Randy Powell motion to approve Resolution #2020-04, Jeremy Ruffner second. Motion carried with none opposed.
The Solicitor reviewed a class action supplemental claim form that the township received and asked the secretary to verify the amounts listed and submit the form.
Recreational Park Board: No Report.
Code Enforcement Officer: The Code Officer asked permission to amend the Hearing date for a Conditional Use for Logging for June 16th, 2020 @ 6:50 P.M. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
A Business called Traylors Treasures asked permission to hold Special Events on the weekends with Flea Markets, Craft Fairs, food vendors, etc. The lot is large enough and the parking has been reviewed and approved. At the present time the fees have been waived for vendors until July 2020 and the supervisors will discuss future fees. Brian Collins motion to approve plans, Jeremy Ruffner second. Motion carried with none opposed.
Roadmaster’s Report: Roadmaster Woodling reported that the 2020 Paving is now completed.
Roadmaster Woodling contacted Anderson Equipment about the new roller which has not been delivered yet and Anderson Equipment will supply the township with a used Roller until our new one is delivered.
Roadmaster Woodling also reported that all the pipes have been installed on Log Cabin Road for the Dirt & Gravel Road Project. The road still needs more daylighting done. The Roadmaster and Secretary have a meeting with Mark Lyons from the Clearfield County Conservation District to review the Log Cabin Road Project and will ask if they will consider adding daylighting the road into the project. They will also be discussing with the Conservation District and Trout Unlimited about some grant work on Pifer Road.
The Roadmaster reminded residents that the Lawrence Township Compost Site is not a Refuge Site it is for yard waste only. He plans to put a camera back up because of all the issues.
The Roadmaster also let the public know that on June 9th, 2020 beginning at 8:00 AM he will be closing a section of Coal Hill Road between Danver Country Land and Swede Lane to install pipe.
Also, they will be installing pipe on Evans Road, Lewis Road, Scribbers Road and Kennedy Road.
Secretary/Treasurer’s Report: The Secretary/Treasurer asked permission to transfer funds from the Act 13 Savings to the Act 13 Checking in the amount of 200,000.00 to pay the HRI Paving Invoice and to pay the balance of the Invoice in the amount of 57,841.51 from the General Fund Budget. The Secretary reported days she would be off using vacation time in June.
The Secretary asked the supervisors if they wanted to start up the Recycling pick up again. All supervisors agreed to start picking up again beginning Thursday, June 4th, 2020.
Supervisor’s Report: Supervisor Ruffner reported that Walmart will be setting up a site on their lot for COVID 19 Testing under MyQuest. You must make an appointment to have a test done.
Supervisor Ruffner would like to continue discussion about installing a Dog Park at the Rec Park and would like to set up a meeting with the Rec park Board and Supervisors to walk the park and look at areas suitable.

Supervisor Ruffner is still interested in holding a Community Clean Up day and asked the Secretary to get prices.

Supervisor Powell reported to the public that there is nothing wrong with Hyde Fire Companies new Tanker. It is in the same condition as when it was purchased.
Supervisor Powell let the roadmaster know that all trucks must have their flashing lights on at all times when on the road.
Supervisor Powell also asked the Roadmaster to put it on the schedule for the Police Station and Township building to be mowed once a week.
Roadmaster Woodling explained that the township still has not been able to move forward with replacing the streetlights on the By-Pass because they have to wait to hear back from Penndot and they have not returned the calls. According to the Agreement Penndot would be responsible to pay half of the expenses to do the updates on the lights. Randy Powell motion to move forward with the project once approved by Penndot, Jeremy Ruffner second. Motion carried with none opposed.

Police Report: Chief Clark reported that the new SUV has been picked up at Team Force and ready to be on the road.
Chief Clark also reported that he picked up a Box Trailer from Cambria County that was donated by their Drug Task Force for use in Clearfield County Drug Task Force. This is at no cost to the township or county.

Solicitor’s Report: Solicitor Naddeo reported that he has started reviewing the Police Policies.
Solicitor Naddeo is also preparing to close for the new township building. He received a draft agreement and is reviewing the forms. Code Officer Finkbeiner let the solicitor know that she is working with Curry & Associates to prepare the LOMA ( Letter of Map Amendment) that is required by the lending institution.
Solicitor Naddeo asked for an Executive Session for Personnel issue.
Recreational Park Board: Supervisors Powell reported that there was damage done on the Baseball Field by a vehicle doing donuts on the field. The township personnel are reviewing the cameras and the individual will be caught and charges will be filed.
Code Enforcement Officer: The Code Officer requested an approval of Timbering for the James Lemmo property on Larson Road. The Planning Committee reviewed and recommended approval upon receipt of the Conservation District Plan Review. A Private road Agreement is to be executed for repair of Larson Road by Dave Miller, D & F Logging Co. Jeremy Ruffner motion to approve, Brian Collins second. Motion carried with none opposed.
The Code Officer requested a hearing date of July 21st, 2020 @ 6:50 P.M. for a Conditional Use Hearing for Timbering. Tract of land is owned by Soltis Family with approximately 3 acres of land. D & F Logging will be accessing the same haul road and laydown yard as the Lemmo Property. They can use the road bond existing for Log Cabin Road. The Code Officer requested approval for a Land Development improvement for parking at the Clearfield Jefferson Mental Health Facility located at 600 Leonard Street. The Planning Committee reviewed and recommends approval. A small detention plan was added for storm management, the original plans were reviewed by Stiffler McGraw, Chris Dutrow. Roadmaster’s Report: The Secretary reported that Coal Hill Road will be closed on Thursday for a company working thru the State that will be Seal Coating the Bridge.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of May was submitted for the supervisors review.
The Secretary presented one letter of interest for the Recycling pick up position which was from Robert Neeper. Randy Powell motion to approve hiring Robert Neeper as a part time employee for the Recycling Crew Pickup, Brian Collins second. Motion carried with none opposed.
The Secretary reported that there was a Workers Compensation audit performed by Selective Insurance with the outcome of an increase in the policy of 5,912.00 for 2019. This is mainly due to an excess in payroll that exceeded the budget amount that was given to Selective Insurance.

Supervisor’s Report: Supervisor Ruffner thanked the township Police Department. He feels the township has an excellent department and they all do a great job.
Supervisor Ruffner reported of an issue residents on Polles Road are dealing with. Due to a detour on the State Road instead of individuals using the suggested detour they are using Polles Road as a short cut. This road has a lot of curves in it and traffic is driving way too fast, drivers need to slow down. The Police Department will be patrolling the area.

Supervisor Powell asked Supervisor Ruffner where the plans are for the new building. Supervisor Ruffner explained that he has contacted Chris Bohley and has not heard back from him but will contact him again.

Police Report: Stg Julie Curry provided the monthly report and reported Zach Cowen as officer of the month for June. Secretary’s Report: Supervisor Ruffner provided the Secretary’s Items in her absence:
- The township received the Act 13 funds in the amount of 295,403.70. This is 54,596.30 LESS than budgeted for 2020.
- Request from Tour De Susquehanna Bicycle Race to be held on Sunday September 6th 2020. Jeremy Ruffner made a motion to approve the request Second by Brian Collins with none opposed.
Open Salt Shed Bids. Only one bid was received from T English Construction in the amount of $71,500.00. (Bid #1 Pole Building-58,000.00 Bid #2 Concrete floor-13,500.00). Jeremy Ruffner made a motion to award the bid to T English Construction, Second by Brian Collins with none opposed.
Supervisor’s Report: Supervisor Ruffner said that he was approached by the owner of the Lynwood Trailer court about taking over the road. Will contact Penndot to see if it meets spec.
Randy Powell reported the compost site was closed yesterday for maintenance, but will be opening back up on Wednesday afternoon.

Code Officer Finkbeiner presented a request from Brian & Brandy Owens requesting permission to hold backyard worship “Christian Music/Bands” at his property located at 498, 551 and 595 Industrial Park Road, Clearfield. A site plan has been indicated on sketch. The area is zoned Industrial Limited Special. This type of event is being held throughout the County and surrounding areas. Parking layout indicated on plan. Code Officer Finkbeiner asked the supervisors if they wanted to consider extending the Concession Stand waivers. Jeremy Ruffner motion to approve extending Concession Stand waivers until October 1st, 2020, Randy Powell second. Motion carried with none opposed.
Roadmaster’s Report: Roadmaster Woodling reported that Log Cabin Road DSA project is complete and has contacted the contractor to do the daylighting of the road to complete the project.
Roadmaster Woodling meet with Shawn Agosti from Penndot on Willow Drive to review the road for the township to consider taking it over. He had numerous concerns and items that would need taken care of before the township would take over the road.
Roadmaster Woodling reported that the roadcrew has mowed along all township roads and is now going back thru a second time.
Roadmaster Woodling also reported that HRI would be coming to bore Pine Grove Nursery Road to determine if any damage was done to the road due to the Barn Fire.
The Roadcrew has been grading dirt roads and rolling them.
Roadmaster Woodling also reported that the Compost Site has been cleaned up but they are starting to find items dumped that are not permitted at the Compost Site. He will be getting the cameras installed so they will know who the violators are.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of June was submitted for the supervisor’s review.
The Secretary reported that the township has been receiving donations from individuals throughout the community for Crown Crest Cemetery and she thanked everyone. The Cemetery did receive a donation from the Knights of Columbus from Curwensville, and we thank you for the donation. Also, the Jeff Potter Baseball Team did some work at the Cemetery on Saturday and we would like to thank Sid’s Sub Shop for suppling lunch for them and also Walmart for suppling the drinks.
The Secretary/Treasurer asked permission to transfer funds from the Act 13 account to the General Fund for the 2nd Quarter Police Wages & FICA in the amount of 52,304.87. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary reported that Howard Veihdeffer resigned from the Clearfield/Lawrence Township Joint Airport Authority and asked the supervisors if they wanted to advertise the position. Randy Powell motion to advertise, Jeremy Ruffner second. Motion carried with none opposed.

Roadmaster Woodling reported that the Tar & Chipping is scheduled for the end of August.
Roadmaster Woodling also reported that the new Ford F-550 will not be delivered until September.

Recreational Park Board: Supervisor Ruffner reported that he attended the Rec Park Board meeting on Thursday and discussed a possible Dog Park. The Committee did not want to create a nuisance at the park and were afraid of the smell it may create. The Rec Park Board asked Jeremy to put together a committee and plans for the dog park and location at the Recreational Park.

The Code Officer requested approval for minor Subdivision (2) lots. The Code Officer also requested that the fire escrow for Pine Grove Nursery not be held since the building was cleaned up within (1) week even before insurance monies were paid. This fire is under two separate insurance claims with one for Pine Grove Nursery and the other John Long. A check was issued but written to Clearfield County instead of Lawrence Township. That check is being returned and ask that the funds just go to the owner instead of to the township and then the township turn around and write the owner a check. Roadmaster’s Report: Roadmaster Woodling reported that the roadcrew has installed 100’ of 15” Pipe. They have also been grading roads and have done McGeorge Road, Lick Run Road, Nelson Road. Also cleaning inlets and cross drains.
The entire township roadside has been mowed once and they are now going back thru and doing a double pass.
Roadmaster Woodling reported that he is holding off on requesting to purchase a tailgate spreader for calcium at this time.
Roadmaster Woodling also reported that there are presently two large pieces of equipment that are in the shop for repairs.
Secretary/Treasurer’s Report:The Treasurer’s Report for the month of July was submitted for the supervisors review.
The Secretary reported that the township received the funds from DEP for the Leaf Vac in the amount of 153,255.00. The cost of the unit was 176,012.00 and the township set aside the remaining funds in the Reserve Account in the amount of 22,757.00. She asked permission to transfer those funds from the Reserve Account to the General Fund. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary reported that the township received the County Aid funds in the amount of 10,721.13 and those funds were to reimburse for Winter Road Salt.
The Secretary also reported that the Clearfield County Association of Township Officials Fall Convention has been cancelled.

Supervisor Ruffner thanked Solicitor James Naddeo for his years of service to the township and also his partner Linda Lewis. Mr. Naddeo’s knowledge was greatly appreciated, and he will be greatly missed by the township.

Police Report:Chief Clark presented the Stats for the month of August and reviewed the report with the supervisors.
Chief Clark reported that the Police Department had a Homicide Investigation that entailed a lot of overtime hours for the department. He explained that it was a combined effort of the Lawrence Township Police Department, State Police, Clearfield Borough Police Department, Clearfield County Sheriff’s Department, Sandy Township Police Department and Curwensville Borough Police Department, and they all worked well together. He also thanked the 911 Center for their excellent job with all the calls and communication during the manhunt. He also reported that the suspects vehicle and dog were still not located at this time.
Chief Clark elected Sergeant Julie Curry as Officer of the month for August. She has done an excellent job with the investigation of the Homicide.

The Secretary reported that the 2nd CDBG Public Meeting is scheduled for September 15th, 2020 @ 6:30 P.M.

Supervisor Ruffner also reported that he attended the Clearfield County Commissioners Workshop Meeting and the township was approved for funds submitted for COVID expenses in the amount of 144,768.02.
Supervisor Powell reported that the Compost Site looks great after the project to get it cleaned up and organized.

Comments from the audience: Paul Snyder reported that the Glen Richey Fire Company received a grant for 2 Air Packs in the amount o 11,000.00. The actual cost of the Air Packs is 17,000.00. He asked if the Fire Company can get some help with additional funding. Mr. Snyder also explained that at a previous discussion at the Fire Chief and Supervisors meeting there was complaints about work not getting done on trucks. He talked with Glick and they would come in house and do repairs for a set fee. The supervisors will review the fee and discuss the request.
Clearfield County Commissioner John Sobel was present and presented a check to the Supervisors for COVID Reimbursement Grant funds that Clearfield County received. The township received 144,768.02.

Police Report: Chief Clark reported that the missing vehicle that belonged to the fugitive, Anthony Boone was recovered over the weekend. Also he was made aware that Mr. Boone may be taken off life support the next day.

Roadmaster Woodling also reported we are still waiting on the new truck from Bradco Supply.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of August was submitted for the supervisor’s review.
The Secretary reported the township received the final funds from the Clearfield County Conservation District for the Dirt & Gravel Road Project on Log Cabin Road in the amount of 29,352.63.
The Secretary also reported that the township received the estimated 2021 MMO for the Pension Plans. Police 2021 MMO-221,020.00, General Employees 2021 MMO-32,166.00.
Supervisor’s Report: Jeremy Ruffner motion to contact Glick and get a quote to have trucks done every year, Randy Powell second. Motion carried with none opposed.

Police Report: Chief Clark reviewed the Stats for the month of September with the supervisors and reported that he elected Levi Olson as Officer of the month for September.
Chief Clark had a meeting with Motorola on Monday. Motorola bought Watch Guard and that is who the body cameras were purchased from. Motorola developed a software to turn it into a License Plate Reader. The Officers can demo the product to determine if the department likes it.
Clearfield Municipal Authority: No Report.
Engineer’s Report: No Report.
Solicitor’s Report: Linda Lewis reported the township would be closing next Tuesday on the building they are purchasing and the sell of the George Street Building.
Recreational Park Board: No Report.
Code Enforcement Officer:Ms. Finkbeiner presented a request for approval for Storm management planner submitted by Curry & Associates for Riverview Baptist Church.
The Code Officer also presented a request for signatures on a Sewage Facility Planning Module for Dan Gearhart Sr, Property is located on Dairy Lane. The subdivision plans are scheduled for review at the October Planning Committee Meeting.
Code Officer Finkbeiner reported the Road Bond on Log Cabin Road was released for logging by D & F.
Code Officer Finkbeiner requested residents do not post yard sale signs and business signs on the state and municipal roadway post or township right of way.
The Code Officer reviewed the 911 Numbering and reminded residents and businesses of Lawrence Township that all properties must have 911 addresses posted.
Supervisor Ruffner reminded residents that they must clean up around their properties or they will be sighted.
Roadmaster’s Report: Roadmaster Woodling reported that the Roadcrew would be starting the Fall Leaf Pickup beginning October 19th, 2020 and asked them to rake the leaves to the curb so they can be reached with the Leaf Vac.
Roadmaster Woodling reminded residents of what is allowed and not allowed to be dropped off at the Compost Site. The Rules & Regulations are posted. It was discussed if the township can charge contractors a fee for dropping off large trees they have cut down. Supervisor Powell felt the township is not allowed to charge a fee since the compost site was put in with DEP funds. The Secretary will check with Clearfield County Solid Waste.
Roadmaster Woodling reported that the Roadcrew bermed and ditched Riverview Road and Wolf Run and grated and rolled numerous roads getting them ready for winter.
The Roadmaster met with Mark Lyons from the Clearfield County Conservation District and Shawn from Trout Unlimited to review the culvert project the township will apply for a grant for.
Secretary/Treasurer’s Report: The township received funds from the Commonwealth of Pa for the distribution of the Foreign Fire Insurance Tax in the amount of 37,732.97. These funds must be transferred to the Lawrence Township Volunteer Fire Relief Association. Permission to pay these funds to Fire Relief. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary reported that the Township received the Pension State Aid in the amount of 147,714.99. The 2020 MMO for the Police Pension is 225,619.00 for a difference of 77,904.01 that must be paid from the General Fund. Jeremy Ruffner motion to pay the Police Pension MMO in the amount of 225,619.00 from the General Fund, Randy Powell second. Motion carried with none opposed.
The Secretary also reported that the township received notification that the 2021 estimated Liquid Fuel allocation to be 370,259.38. This is 47,715.28 less then received in 2020.
The Secretary/Treasurer asked permission to transfer funds from the Act 13 Account to the General Fund for the 3rd Quarter Police Wages and FICA in the amount of 66,707.11. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary/Treasurer asked permission to submit an Invoice to Clearfield County for the CDBG Project in the amount of 2,300.00. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
Secretary Shaffner requested approval to submit the 2020 CDBG Grant for storm water and road improvements in the Kerr Addition area. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary reported that she was at the cemetery today and noticed a posting on the outside of the building. It was for overdue taxes. They were still sending them to Reynoldsville when they should have been coming to the township to be paid. Permission to pay the 2020 County & Local Tax in the amount of 664.35 and Schools taxes in the amount of 1,529.24. Randy Powell motion to approve, Jeremy Ruffner second. Motion carried with none opposed.
The Secretary is still trying to contact the Clfd County Tax Claim to get an amount due from 2019.
The Shaw Public Library will not be attending the township meeting because of COVID but sent a letter to give updates on programs at the Library and ask for the township to budget funds for the Libaray in 2021.

Supervisor Ruffner discussed the 911 Address Reflective Signs. He talked with a company that makes the signs and the Fire Companies have done a program for that in the past. He will look into the project.
Supervisor Ruffner reported that the first meeting for the Dog Park Committee was held and went very well. They will be meeting again on October 22nd, 2020 @ 6:00 PM at the Township Municipal Building.

Roadmaster’s Report: Roadmaster Woodling reported that the VFW has asked about a Street Light being installed on Industrial Park Road at the entrance to their Building. The Roadmaster is to look into what poles might be located in that area.
A request was submitted to the Roadmaster asking for a School Bus Turnaround sign to be installed near the Dimeling Bridge. This request will be reviewed and discussed with Penndot since that is a State Route.
Roadmaster Woodling reported that the Leaf Vac is ready to go and will be starting to pick up leaves the next day.
Secretary/ Treasurer’s Report: The Treasurer’s Report for the month of September was submitted for the supervisor’s review.
Supervisor’s Report:Supervisor Ruffner reported that he has meet with Atlantic Broadband and will be working with them on the communication hardware for the new building.
Supervisor Ruffner also reported that the township now officially owns the former American Exploration Building and will be starting with demolition and renovations for the offices.
Supervisor Ruffner asked the Roadmaster if there is an issue with the streetlights on the By-Pass that are on all the time. Roadmaster Woodling also noticed that and will check to see why that is happening.
Supervisor Ruffner reminded the public that there is a meeting on October 22nd, 2020 at 6:00 PM at the township municipal building to discuss a Dog Park at the Recreational Park.
Supervisor Powell reported that they hoped to have the demolition at the new township building done the next day and can start with construction the next week. The roadcrew has already moved in and hope to have office staff moved by mid to late November, with Police by end of December.

Police Report: Chief Clark reviewed the October Stats with the supervisors.
Chief Clark reported that a resident contacted him regarding a phone call they received that caller ID showed it was from PPL Electric but was not. PPL Electric will not call you but will send a letter. He asked residents to not be fooled by these calls and if anyone receives calls, they can contact their local Police Department.

Roadmaster’s report: Roadmaster Woodling asked the supervisor’s if they made any decisions regarding the request to install a Street Light on Industrial Park Road at the entrance to the VFW. The supervisor’s felt this should be the responsibility of the VFW since they are the ones that want a light for their business.
Roadmaster Woodling reported that the last day for the Leaf Vac Pick up will be November 25th, 2020.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of October was submitted for the supervisor’s review.
The Secretary reported that a term will expire the end of December for the Planning Commission and one on the Clearfield Municipal Authority on January 1st, 2021 and asked if they wanted these terms advertised. Supervisor Ruffner reported that he signed the agreement with Atlantic Broadband and it will be implemented in stages with the Secretary/Code Officer as Phase One and the Police Department as Phase Two.

Supervisor Collins reported that the new building is looking good and very happy with the progress.

Solicitor’s Report: Linda Lewis reported that she contacted Peter Smith, the attorney for the Airport, to inquire if there is any type of agreement that the township is required to give a donation to the Airport and also the terms of the board members, but she has not heard back from him.

Secretary/Treasurer’s Report: The Secretary reported that there were a few Penelec Invoices that still had TALEN instead of ENGIE and she notified ENGIE and they sent an Agreement to add those to the townships present fixed rate agreement. She asked for an authorization to approve the agreement and authorize the Chairman to sign. Jeremy Ruffner motion to approve, Randy Powell second. Motion carried with none opposed.
The Secretary also reported that the township received one letter of interest for the Clearfield Municipal Authority and that was from Wayne Smith asking to be reappointed. Jeremy Ruffner motion to reappoint Wayne Smith with the term to run until January 1st, 2026, Randy Powell second. Motion carried with none opposed.
Supervisor’s Report: Supervisor Ruffner presented information for meeting room tables that he gathered and reviewed the sizes and prices with Supervisor Powell and the Secretary. Jeremy Ruffner motion to purchase tables as needed for the meeting room, Randy Powell second. Motion carried with none opposed.
Supervisor Ruffner also reported that the Dog Park Committee met and are continuing with plans and will be starting fund raising in January. He would like to see something happen in the summer of 2021.
Supervisor Powell reported that the new building is moving along. The block work is ahead of schedule and the drywalling should be done soon.
