Roll call of Supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.

William Lawhead motion to approve the minutes of the May 16th, 2017 meeting as written, Randy Powell second. Motion carried.
Police Report: Stats for the month of May were submitted for the supervisor’s review.
Solicitor’s Report: Mr. Naddeo reviewed the Elk Ordinance and felt everything was in order and ready to be advertised. Randy Powell motion to approve the Solicitor advertising the Elk Ordinance, William Lawhead second. Motion carried.
Mr. Naddeo also prepared a Telecommunications Ordinance and was ready to be advertised for adoption. William Lawhead motion to approve the Solicitor advertising the Telecommunications Ordinance, Randy Powell second. Motion carried.
Recreational Park Board: No Report.
Code Enforcement Officer Report: The Conditional Use Hearing for Timbering for Jode Delp Trucking & Logging scheduled for today was canceled and a request for the date of July 5th, 2017 @ 6:50 P.M. William Lawhead motion to approve the date for Conditional Use Hearing, Randy Powell second. Motion carried.
The Code/Zoning Officer presented the Clearfield Soccer Association Plan/Soil Erosion Plan/On-Lot System and asked for supervisors approval to proceed with permitting and building structures and site improvements. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.
The Code Officer reminded property owners to cut and maintain their grass and property. She also reminded residents that it is required to get a permit to install a swimming pool.

The Code Officer asked residents to take all brush to the Compost Site on Mann Road instead of burning.
Roadmaster’s Report: Ronald Woodling reported that he attended a meeting with Penndot for the SR322 Paving Project. They have a June 12th, 2017 expected start date and will be replacing Signals along SR 322 in the township. John Tate from Penndot suggested what the township should keep for backup supplies and spare parts and the Roadmaster intends to contact Tel-Power to see if they know of anyone that would like to purchase what is left that the township isn’t keeping.
The Roadmaster reported that he and the Secretary attended a meeting with Clearfield Borough and DEP regarding the Stinky Run Project. It was reported that the project will probably not get started until 2020. Information that was handed out that night was given to the supervisors for their review.
The Roadmaster reported that the Guiderails were replaced on Riverview Road, Coal Hill Road and Industrial Park Road.
The Roadmaster spoke with John Williams at Clearfield Municipal Authority and they are working on the plans for the Glen Richey Water Line Extension Project and asked what the townships requirements are for restoration of township roadways and right-of-ways. Supervisor Lawhead asked that they be restored to Penndot requirements.
Secretary/Treasurer’s Report:Clearfield County requested that the township approve a Resolution that the township adopt the Clearfield County 2017 Hazard Mitigation Plan as the official Hazard Mitigation Plan for Lawrence Township. The Secretary prepared the Resolution and was ready for the supervisors approval. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Secretary opened the Bids for the Turnpike Avenue Project.

The Secretary reported that the municipal office will have a temporary power outage on June 13th, 2017 for Penelec to replace two electric meters, which also means no phone service until completed.

The Secretary/Treasurer reported that the property at 78 White Road Clearfield that was damaged by fire was demolition and cleanup completed. She asked permission to pay the property owner the funds the township received from the Insurance Company for the Fire Escrow in the amount of 20, 667.79. Randy Powell motion to approve payment, William Lawhead second. Motion carried.
Supervisor’s Report
Daniel Mitchell: No Report.
William Lawhead: Supervisor Lawhead presented information for Act 172 of 2016 (Fire Fighters Tax Bill), it provides municipalities the ability to offer tax credit to Fire Fighters. He gave the information to the Solicitor for his review.
Randy Powell: No Report.

Roll call of supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.
Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Police Chief Douglas Clark, Solicitor Linda Lewis, Glenn Johnston, Rodger & Jeanette Read, Amanda Thompson and Wendy Brion.
Comments from the audience: Glenn Johnston asked if the township was considering putting a protective surface on Pifer Road. The stone and millings that he put down at his own expense have worn down. The supervisors will be looking at what funds they have remaining from the paving budget during the meeting.
Mr. Johnston also asked the supervisors what effort they have made to educate themselves and the community on the possible consolidation. Supervisor Powell stated that he has made no effort, he stands with his previous decision. Supervisor Mitchell stated that more residents have come to him and said that is why they elected him to the position so that he can make that decision. Supervisor Powell also said that a member of the consolidation committee spoke with him and he has now changed his mind on the consolidation. Mr. Johnston stated it should be a democracy and residents should be given the opportunity to vote.
Rodger Read stated that there are dozens of laws on the books that were made and approved by the supervisors and not by the residents.

Police Report: Chief Clark reported that the contractor has removed the old sidewalk at the front of the Police Station and is ready to pour the new concrete.
Chief Clark reported that the new Part Time Officer Eric Routch has not been available to be on the work schedule since he was hired and with Officer Shawn Krononwetter leaving the force Part Time Officer Craig Kanour is taking on more hours.
Chief Clark also reported that the Officers can now ask for and submit expenses to Victim Witness Restitution for Lab expenses.
The Stats for the month of June were submitted for the supervisor’s review.
The Police Chief is looking at some future training for the Department.

Solicitor’s Report: Ms. Lewis presented the Ordinance pertaining to Telecommunications that has been advertised and ready for adoption. William Lawhead motion to approve Ordinance #2017-01, Randy Powell second. Motion carried.
Ms. Lewis presented the Ordinance pertaining to Elk Guide regulations that has been advertised and ready for adoption. William Lawhead motion to approve Ordinance #2017-02, Randy Powell second. Motion carried.
The Supervisors previously reviewed a request from Community Guidance Center pertaining to the Police Department providing support and assistance to the center on Leonard Street. Mr. Naddeo contacted them regarding the agreement and it was explained that this is something that is required for them to get their funding. Randy Powell motion to approve agreement and authorize the chairman to sign, Daniel Mitchell second. Motion carried.
Recreational Park Board: No Report.
Code Enforcement Officer:Ms. Finkbeiner presented the Conditional Use for Timbering submitted by J.M. Delp Trucking for Timbering on Flegal Road. She is waiting on the Bond and Certificate of Insurance. William Lawhead motion to approve the Conditional Use for Timbering condition upon both items completed, Randy Powell second. Motion carried.
The Code Officer asked the supervisor to consider adopting an Ordinance for Rental properties so the property owner must register with the township that it is a rental property so the township knows who to contact if there are any issues with the property.
Roadmasters Report: The Roadmaster was on vacation so the Secretary reviewed the estimates for additional paving. William Lawhead motion to advertise for bid the following roads for Paving: Forest Drive, Haney Street, O’Dell Street and Neeper Road, Randy Powell second. Motion carried.
Secretary/Treasurer’s Report:The Secretary welcomed the new Police Chief Douglas Clark to the Police Department.
The Secretary received quotes to install the interior steel doors at the Police Station and asked if the supervisors wanted to proceed. There was still question of what doors would be replaced and the supervisors asked Chief Clark to review the project and get with Supervisor Mitchell before they made a decision.
The Secretary received the yearend financial reports from Hyde Fire Company and Mill Road Fire Company and asked permission to pay the 2017 donations. Randy Powell motion to approve, William Lawhead second. Motion carried.
The Secretary reported that Clearfield County has asked the township to approve a Public Meeting for the 2017 CDBG Project on July 18th, 2017 @ 6:30 P.M. William Lawhead motion to approve, Randy Powell second. Motion carried.

The Secretary/Treasurer reported that the township received the 2016 Act 13 Funds from the state in the amount of 304,102.35, which is 41,448.35 more than budgeted for 2017.
The Secretary/Treasurer asked permission to transfer funds from the Act 13 Account to the General Fund in the amount of 36,701.37 to pay the 2nd Quarter Part Time Officer wages and FICA. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Secretary reported that she submitted the final reimbursement for the MON 31 Project for Montgomery Run and it is her understanding that any future projects will be done directly by the Conservation District and she will no longer have to do any future paperwork or drawdowns for projects.
The Secretary asked for the supervisors wanted to put the Hyde Building Roof Project out for bid. William Lawhead motion to advertise for bid the Hyde Building Roof with two options in the bid, Randy Powell second. Motion carried.
The Secretary also asked if the supervisors wanted the lines repainted at the township office and the Police Station. Randy Powell motion to have the lines repainted at both locations, Daniel Mitchell second. Motion carried.

Comments from the audience: Glenn Johnston asked if any of the supervisors have been out to look at the section of road that he has been complaining about for repairs. None of them have gone out to Pifer Road to look at the road in question. Mr. Johnston explained that the logging that took place literally ground the road down to stone and surface has been destroyed. He felt that the road needs approximately 150 ton of stone to repair it and asked if anyone has contacted the logging company to repair the road. He also asked if there were photos or video of the condition of the road before the logging was done. The Roadmaster has not contacted the logging company yet and the road was not videoed before the project began. The Roadmaster will go out and check the condition of the road. Mr. Johnston asked that the road be repaired before they put down the dust control materials.
Mr. Johnston also asked the supervisors that even though the traffic citations have increased with the new Police Chief that they do not balance the budget with that anticipated funds.
Don Bartley had concerns on how Flegal Road has been abused for so many years. He felt that Roadmaster Woodling does a good job with what he has to work with but the road needs widened out and items repaired. Safety is a big issue with that road. Some repairs were just recently done but when it rains again the road will be back to the way it was before. He felt that the residents deserve more out of their tax dollars then what they are getting.

Solicitor’s Report: Mr. Naddeo asked for an Executive Session for Personnel issue.
Mr. Naddeo was given a copy of an agreement that Mill Road Fire Company asked for him to review pertaining to the camera’s on the traffic signals and the Fire Company asking for access to the cameras. Solicitor Naddeo felt that the Fire Companies are independent and the Fire Chief does not need township approval to enter into this agreement.
Recreational Park Board: No Report.
Code Enforcement Officer Report: The Code/Zoning Officer requested a Conditional Use Hearing on August 15th, 2017 @ 6:50 P.M. for a private/Club Lodge for the VFW Post No 1785. RE; Parcel #L07-000-00022, located on Indsutrial Park Road and Zoned IL-S Industrial Limited Special. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Code/Zoning Officer asked for approval for the Conditional Use for Timbering on the James Mitchell Estate, tract of land is located on Industrial Park Road, Parcel #L08-000-00026. The tract of land is approximately 60 acres. Applicant is Lee Brothers Lumber Co, the haul access road is located on T-605 Industrial Park Road to SR 879. The zoning district is I-LS, Industrial Limited Special, has been reviewed by Planning Commission, MPC Comment review location of haul road concern with Fulton Tunnel and Cemetary. To be noted that the requested route goes into the VFW picnic ground area and they want the Logging Company to use a different road located on their property. It is up to the Timber Company to get an agreement with the property owner. Randy Powell motion to approve, William Lawhead second. Motion carried.
The Code/Zoning Officer asked for approval for Conditional Use for Timbering on the Carol Elkins property. The tract of land is located on Industrial Park Road, Parcel #L08-000-00055. The Tract of land is approximately 45 acres. Applicant is Lee Brothers Lumber Company. The haul access road is located on T-605 Industrial Park Road to SR 879. Total tract of land 58.15 acres, proposed .58 acres. Reviewed by MPC all documents complete. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Code/Zoning Officer also presented a request for approval the Subdivision Plan submitted for the Bonnie Luzier property located @ 208 Hidden Valley Lane, Parcel # J08-000-00171 . (4) Lots, total tract 17.017 acres, remaining residual 11.914 acres. Areas proposed total other lots 5.103 acres. Zoning District R-A Rural Agriculture, Reviewed by MPC all documents complete. The Code/Zoning Officer asked for approval of the Subdivision Plan submitted for the Clara V. Ardary Estate located at 989 Goshen Road, Parcel # K07-000-00061, tract of land 55.24 acres and zoned R-A Rural Agricultural, all documents are in order. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Code/Zoning Officer requested approval for the Lot Consolidation submitted by Rivers Bend Properties, LLC, Parcel #L08-000-00052 Lot 5 and Lot 6 with combined acreage of .703, tract of land is located on John’s Drive and zoned R-S Residential Suburban. All documents are in order. William Lawhead motion to approve, Randy Powell second.
The Code/Zoning Officer presented the Land Development Plan for the Amara-Piara Inc. SP Retrofit project located at 14624 Clearfield Shawville Hwy for approval. Parcel #L07-000-00039, zoned C-H Commercial Highway. The Plan was reviewed by the Planning Commission. The existing building is be demolished and replaced with a new building as indicated on the land development submittal. Open items, State HOP and final response to Stiffler McGraw for the storm management plan. Wilson Fisher from Hess & Fisher presented information for storm management review. William Lawhead motion to approve condition upon HOP with Penndot being complete, Randy Powell second. Motion carried.
The Code Officer let the public know that the Solicitor has started sending out the sewer violation letters and she has already had responses from residents.
The Code Officer reported that she is working on Blight properties and getting more aggressive and had one property owner that came in and got a demolition permit. She also noted that there are parking lots at businesses in the township that need corrective action plans for much needed repairs.
Roadmaster’s Report: Roadmaster Woodling reported that LT#3 failed inspection, the rocker arms completely gone and it does not accelerate and also computer issues. He requested permission to get quotes to replace the truck and also asked to add mechanics boxes and just a single cab. The Supervisors approved for the Roadmaster to get quotes.
Roadmaster Woodling asked permission to put the Police Cruiser and Mack on Municibid. The supervisors approved putting both items on Municibid.
The Roadmaster reminded the Supervisors that there will be a pre-construction meeting on Thursday July 19th, 2017 at 10:00 AM at the township office for the Turnpike Avenue Project.
The Roadmaster also reported that the roadcrew started repairs and berming on Flegal Road.
The Roadmaster attended a meeting on Friday with the company that is doing the repairs at the Railroad Tracks and Riverview Road. They request that the township put down road markings and the state will reimburse the township.
He also reported that the Leonard Street/SR322 Project the state is doing a change with what was planned on the Traffic Signals.

Secretary’Treasurer’s Report: The Treasurer’s Report for the month of June was submitted for the supervisors review.
The Secretary received a letter from Tour de Susquehanna Bicycle Race asking the township to approve them using township roads for their race that is scheduled to be held Sunday September 3rd, 2017. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Secretary explained that the Police Department goes thru their petty cash very fast because of mailing of evidence and she asked if the supervisors wanted to consider approving them for a credit card at a low amount. William Lawhead motion to approve a credit card for the Police Department with a limit of 500.00 with signers as the Police Chief, (1)Sergeant and the Receptionist, Daniel Mitchell second. Motion carried.
The Secretary asked for approval for a CDBG Drawdown in the amount of 812.46 and authorize the chairman to sign the form. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

Solicitor Naddeo asked the supervisors to approve a Resolution to authorize Mr. Naddeo to nominate Chris Pentz to act a Council for proceedings to file condemnation to the Hershel Brown Estate and authorize reimbursement to Mr Pentz. William Lawhead motion to approve, Randy Powell second. Motion carried.
Solicitor Naddeo asked the supervisors to pass a Resolution to appoint Chris Pentz to oversee the violation letters to property owners for the Sanitary Sewer violation letters that are conflicts with Mr. Naddeo’s clients. Randy Powell motion to approve, William Lawhead second. Motion carried.
The Secretary presented a request that she received from residents of the Country Club Hills area that are asking to close a section of road for a block party. The area would be from the corner of Joseph Road and Pleasant Lane to the corner of Joseph Road and Parkview Drive to be held on September 2nd, 2017. William Lawhead motion to approve request, Randy Powell second. Motion carried.

Police Report: Chief Clark presented information from Metro Alert for software that provides state required forms/reports such as Criminal Complaint, Search Warrant, Crash Reports, Traffic Citation, UCR Report. The cost for the software is 14,662.00 and as part of the sales agreement the township can make a payment of 7,331.00 now and the balance by January 15th, 2018.
Chief Clark presented the Stats for the month of July and reviewed the report with the supervisors.
Chief Clark presented pricing from Hardware Specialties for the keypad locks for the doors. Supervisor Powell said that it would be taken care of and he did not need to order them.
Chief Clark presented information for a 2018 Ford Interceptor from Tri Star of Blairsville Pa at a cost of 30,657.00 for the supervisor’s review.

Solicitor’s Report: Mr. Naddeo asked for an Executive Session at the end of the meeting for Personnel.
Recreational park Board: No Report.
Code Enforcement Officer: The Code Officer reported that there are two blighted properties that she has been working with that obtained demolition permits.

Roadmaster’s Report:Roadmaster Woodling reported that the 2002 Ford F350 will not pass inspection and asked if it could be sold as is on Municibid. All Supervisors agreed to sell the unit.
The Roadmaster presented information for a Fiber Optic Line that will be installed in the township right-of-way in the Hillsdale area and would require a Resolution.
Roadmaster Woodling presented a quote from Jefferson paving to Tar & Chip a portion of Pifer Road. Supervisor Lawhead asked the Roadmaster to contact the Clearfield County Conservation District to find out if this project could be done under a Dirt & Gravel Road Project.
The Roadmaster received several quotes to purchase a new Ford F-350 and presented those quotes to the supervisors for their review.
Secretary/Treasurer’s Report: The Secretary presented Resolution #2017-07 assigning the Pennsylvania Game Commission as an enforcement agent for Ordinance #2017-02 for Elk Guiding. William Lawhead motion to approve Resolution #2017-07, Randy Powell second. Motion carried.

Comments from the audience:Glenn Johnston apologized to the Supervisors for his frustration at the previous meeting. He also asked the supervisors to meet with him at the area on Pifer Road he has concerns about. All three supervisors agreed to meet with him the next morning at 10:00 AM.

Police Report:Chief Clark presented the stats for the month of August and also a new report that details each individual Officer and the work they have done.
Chief Clark asked the supervisors if they made a decision of his request to purchase a 2018 Ford Interceptor 4 x 4 and trade the 2011 Expedition. The Police Department did not budget to purchase a vehicle in 2017 but since the township sold units on Municibid the supervisors felt they could use those funds for the purchase. William Lawhead motion to approve the purchase, Randy Powell second. Motion carried.

Solicitor’s Report: The Solicitor asked for an Executive session for Personnel Issue and a potential litigation with action on the litigation.
Recreational Park Board: No Report.
Code Enforcement Officer: Ms. Finkbeiner reported that there is another blighted property that will be demolitioned. She also reported that the residents have been responding to the sewer violation letters that were sent out and reminds the residents that they are required to have the repairs done within the 60 days.

Roadmasters Report:Roadmaster Woodling updated the supervisors on the New Utility Truck that was ordered and it will be between November and December that the township should receive it but also noted that since it was later being ordered the unit will be a 2018 and will have an increase in price of approximately 1,300.00. There is the updated year increase and less of a rebate.
He also reported that the roadcrew has been cleaning ditches and getting more pipe in.
The Roadmaster let the public know that they will be working on 104 Calvary Road and it will be closed from the top of the road, where it turns to dirt, to the water tank while doing project. Supervisor Lawhead asked him to contact the Clearfield Municipal Authority so they are aware of the road being closed.
Secretary/Treasurer’s Report: The Secretary presented a request from the Clearfield Municipal Authority to reimburse a resident for the sewer surcharge at 1221 Woodland Road 2nd Floor. The customer was billed on wrong meter and requested a refund of 211.75. Randy Powell motion to approve, Daniel Mitchell second. Motion carried.
The Secretary presented a request from the township roadcrew asking to extend the (4) 10 hour work days until the end of October 2017, which would be the week ending October 27th, 2017 and to stay at the same start time of 5:30 AM-3:30 PM as it has been in previous years. Solicitor’s Report: Mr. Naddeo reminded the supervisors that there is a meeting scheduled for Thursday, October 19th, 2017 at 10:00 AM at his office with the union to discuss Health Insurance and the Police Contract.

Code Enforcement Officer: Code Officer Finkbeiner presented a minor subdivision submitted by David & Emily Francisco at 138 Pifer Road, property owner is Ronald & Lisa Zalno. All documents are in order. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Code Officer also reported that a road survey on Clarks Hill Road has been completed by the Roadmaster.
The Code officer reminded the Supervisors that there is a Zoning Workshop scheduled for November 1st, 2017 @ 6:00 PM.
Roadmasters’ Report:Roadmaster Woodling reported that the paving is being done in the Haney Development area and Forest Drive this week.
He also reported that the Turnpike Avenue project is near completion.

The Roadmaster also reported that the roof project at the Hyde Building is started and will take approximately 3 weeks.
The Roadmaster was contacted by the Clearfield County Conservation District and the grant that was applied for on Pifer Road to install DSA was approved. The project will be done in 2018.
Secretary/Treasurer’s Report:
The Treasurer’s Report for the month of September was submitted for the supervisors review.
The Secretary submitted a request to DCNR to receive a portion of the funds for the Rec Park Grant that was approved for 2017 in the amount of 14,400.00 and the township received those funds that were direct deposited into the General Fund. The Secretary asked permission to transfer those funds into the Reserve Account since it is too late in the year to order the playground equipment and get it installed. This was advised to ask for these funds before the state approved taking those funds away for the 2018 Budget. William Lawhead motion to approve the transfer of funds, Daniel Mitchell second. Motion carried.
The Secretary also reported that she reviewed the funds available in the Reserve Account and felt the most the township can transfer to the Police Pension Plan to offset the unfunded liability at this time is 100,000.00. Solicitor Naddeo asked the supervisors to hold off on making a decision until after the meeting with the union on the Police Contract.
The Secretary reminded the supervisors that there is a Budget Workshop scheduled for October 30th @ 6:00 PM

Roadmaster Woodling explained that the Signs on Deacon Road for NO OUTLET have been installed but the reason that the barrier from Deacon Road onto High level Road is not installed is he spoke with Shawn Agosti at Penndot and the barriers have to be Type 3 breakaway with the proper reflection. He showed the supervisors pictures of the barriers and will get them ordered.

Residents in attendance did not realize they had an opportunity to speak during Public Comment and wanted to speak.
Randy Powell motion to reconvene meeting, Daniel Mitchell second.
Sara Harper from Hill Street area questioned the supervisors on the sewer surcharge and why they have to pay it. The group of people that she was with attended the Clearfield Municipal Authority meeting at 4:00 and were told if they had questions on the Sewer Surcharge they needed to contact Lawrence Township. The supervisors explained that the sewer surcharge was established to pay expenses to maintain the sewer lines that belong to Lawrence Township. The township presently has three loans for funds borrowed to update the sewer lines in the township that was mandated by DEP.
Ms. Harper also questioned blighted properties in the township and it was explained that there are numerous blighted properties in the township and there are also limitations to what the township can do about those properties.
Ms. Harper complained about a walking bridge that was installed near Virgin Alley and the poor condition of the bridge, also who’s responsibility it is to maintain that bridge.
There was question on who owns the alley and Solicitor Naddeo explained that if it is a private alley and has not been maintained by the township then it reverts back to the adjoining property owners. It was undetermined who put the bridge in or who owned it but it was not the township.
Marty Neeper-Fire Chief for Hyde Volunteer Fire Company had previously talked with the supervisors regarding selling the Tower Apparatus and looking at purchasing a 100ft Quint Truck. He explained that the unit t is still available in Ohio and he would like to go and look at the unit. Supervisors Lawhead is not in favor of getting rid of the Tower and felt there are other options they should consider. Supervisor Powell felt that the Engineer does need replaced and the supervisors will have to discuss the issue to determine what is best needed.

Police Report: Chief Clark presented the Stats for the month of October and reviewed the report with the Supervisors.
The Chief obtained quotes for Police vehicles for 2018 and asked the supervisors to consider the purchase of both units in the 2018 budget.
He has scheduled training for Officer Marshall for night shooting along with Clearfield Borough on November 14th and 16th. With this training Officer Marshall will be the instructor for the township’s officers.
Chief Clark asked for an Executive Session at the end of the meeting for Personnel issue.

Solicitor’s Report: Mr. Naddeo presented information that he received pertaining to Act 42 of 2017 authorizing placement of ten Category 4 Casinos within the Commonwealth. The Act also grants municipalities the authority to prohibit the location of a Category 4 Casino with the boundaries of the municipality.
Solicitor Naddeo also asked for an Executive Session for the Police Contract.

Code Enforcement Officer:The Code Officer requested an approval for the Conditional Use for Timbering submitted by Legacy Resource partners, LLC. The Tract of land is located in Hyde (Corner of Washington Avenue and Fullerton Street). Parcel # J09-613-2,3,4,5,12,13,14,15,16,17,18,19,20,21,22,23,24,25,26,27,29,& 103; owned by Soult Wholesale Company with approximately 23.54 acres, Zoning District is R-U, Residential Urban.
Supervisor Lawhead had concerns of the roads that will be used for hauling onto Powell Avenue and Lawhead Street then onto Washington Avenue. This is a residential area with small children who also access the loading and unloading of school buses. Mr. Rowles explained that he is willing to use dump trucks instead of logging trucks to make it safer and also less load on the roads. Supervisor Lawhead also explained that there is an old road that was put in from the Martell Property on Fullerton Street that goes across the swamp. He was not sure if it is still accessible for use but did suggest that they take a look at it. Mr. Rowles felt he did not see any other way to haul out the logs other then to use Powell Avenue onto Lawhead Street. William Lawhead motion to approve contingent on NO HAULING between 8:00 AM-9:00 AM or 2:30 PM-3:30 PM, NO WEEKENDS OR HOLIDAYS and not before 7:00 AM, Randy Powell second. Motion carried.
The Code Officer asked permission to obtain quotes for a Liquid Smoke Machine, which is a safer unit to use with the fumes that come from the townships present machine and also looking at 3rd party service to compare possibly changing to for the required smoke test/sewer line inspections. Police Report:Chief Clark reported that the Department is going thru training for the Visual Alert Management System, which is a learning process and should go active n December 1st, 2017.
Chief Clark also reported that the Departments Truck is a Murrays in Dubois for electrical problems.
The tentative arrival for the new SUV is the end of the month. Team Force will come and upfit the unit and Jason Unch will do the detailing.
Chief Clark asked for an Executive Session at the end of the meeting for Personal issue.
Engineer’s Report: No Report.
Solicitor’s Report: Mr. Naddeo presented a Resolution that he prepared granting permission for UGI Central Penn Gas to install a gas line piping along George Street. William Lawhead motion to approve Resolution #2017-01, Randy Powell second. Motion carried.
Mr. Naddeo presented a form from the United States District Court for a class action suit and gave the form to the Secretary to complete.

Mr. Naddeo also was given notice that there is a Tax Assessment Appeal for Allied Production Services in which the Board of Assessment has reduced their Market valuation from 2,815,560.00 to 2,375,000.00
Code Enforcement Officer: The Code Officer asked about setting up a meeting with the Solicitor to review the Zoning changes. She is to call his office.
The Code Officer reported that to date there have been 231 Building and Zoning Permits combined.
The Code Officer also reported that the Timbering in the Baneyville area has been postponed and they are reviewing the access road.
The Code Officer reminded residents to be cautious when installing Christmas lights and also to check their flues and have them cleaned properly.
Roadmaster’s Report: Roadmaster Woodling reported that the Bridge on Coal Hill Road owned by the State over Montgomery Run is having the weight limit reduced to 16 Ton.
The Roadmaster reported that the Leaf Pickup for 2017 is done and the crew will continue to pick up bagged leaves in the biodegradable bags. Call the township office for pickup.
The Roadmaster also reported that the Deacon Road barriers’ will be installed on Wednesday.
The Scoreboard at the Rec Park has been installed and he thanked TD Fabrication for their help with the project.
Secretary/Treasurer’s Report:The Treasurer’s Report for the month of October was submitted for the Supervisor’s review.
The Secretary reported that the Paving Project is complete that was done by New Enterprise Stone & Lime Co. and the township received the Invoice in the amount of 68,307.85 and she asked for approval to pay the Invoice. William Lawhead motion to approve payment, Randy Powell second. Motion carried.
The Secretary asked for approval to submit to IDIS drawdown of funds for CDBG expenses in the amount of 4,036.06 and authorize the chairman to sign the forms. Randy Powell motion to approve, Daniel Mitchell second. Motion carried.
The Secretary reported that the 2018 tentative Budget has been prepared with no tac increase and asked permission to advertise the tentative budget. William Lawhead motion to approve, Randy Powell second. Motion carried.

Police Report:Chief Clark submitted the Stats for November for the supervisors review.
Chief Clark also reported that the department is working on the records management system and getting to know how to use it.

Solicitor’s Report: Solicitor Naddeo was asked at the previous meeting to inquire about dissolving the Wolf Run Authority and explained that their needs to be a Certificate from the Authority requesting that it be dissolved. He will contact Solicitor Belin to see who needs to sign and submit the Certificate. There is not debt owed by the Authority.
Solicitor Naddeo asked for an Executive Session for a potential litigation.
Recreational Park Board: No Report.
Code Enforcement Officer:A Demolition Permit was picked up for the Siebenrock property and pending the completion of the demolition then she can release the Mining Permit.
The Code Officer reported that she has sent out 32 violations letters for the Hyde SSO and residents have been responding.
Roadmaster’s Report:Roadmaster Woodling presented quotes for a new Dump Truck (550) and presented the quotes to the supervisors. Supervisor Mitchell asked the Roadmaster if he really needed a truck at this time and if it could wait until the end of the winter season. The Supervisors made the decision to hold off until 2018.

Secretary/Treasurer’s Report:The Secretary presented Pay Estimate #3 from DJ Wisor & Sons for the Turnpike Avenue Project in the amount of 62,775.56 and asked permission to pay the estimate. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Secretary also presented Pay Estimate #2 from DJ Wisor & Sons for the Good Street Project in the amount of 141,022.70 and asked permission to draw funds from IDIS and pay the Invoice once funds are received and authorize the Chairman to sign the drawdown forms. Randy Powell motion to approve, Daniel Mitchell second. Motion carried.
The Secretary asked permission to transfer funds from the Sewer Account to the General Fund for the Turnpike Avenue Project for Pay Estimate #1 for items that were related to the Sewer Replacement in the amount of 38,652.00, William Lawhead motion to approve, Daniel Mitchell second. Motion carried.
The Secretary presented a letter from Keystone Collection Group regarding an issue that Clearfield Borough received LST Funds from Appalachian Wood Products that should have been paid to the township. It was requested that the township consider giving the Borough a time period to repay the funds, so it would not be a burden to them all at one time. William Lawhead motion to request balance due immediately and not grant extension period, Randy Powell second. Motion carried.

Chairman Powell turned the meeting over to Vice Chairman William Lawhead, so he could conduct the last township meeting that he would be as a supervisor.

Police Report:Chief Clark reported that the Officers continue to do a great job with the new Metro Alert system and learning how it works.
Chief Clark also reported that the new SUV should be back from Team Force by the end of the week and then will go to Full Throttle for the graphics.
Chief Clark asked permission for an Officer to attend Field Training in Morgantown for three days and ask that the township pay for the hotel expenses. Penn State Justice is paying the expenses for the training. Randy Powell motion to approve, William Lawhead second. Motion carried.

Solicitor’s Report: Solicitor Naddeo reviewed a letter that the township received from Richard Hughes regarding his willingness to assist the township in any way possible with the infiltration in the Sanitary Sewer System. He volunteered to assist at not expense and is willing to review with the township Engineer. The Secretary is to contact Dave Stiffler and ask him to contact Mr. Hughes and set up a meeting.

Roadmaster’s Report:Roadmaster Woodling reported that the new 2018 Truck that was ordered is getting the body put on and should have it back in a few weeks.
Roadmaster Woodling asked the township residents to park in their driveways during snow storms to make it easier to plow the roads.
Roadmaster Woodling also reported that the Turnpike Avenue and Good Street Projects are now completed and also the roof at the Hyde Building is done.
Secretary/Treasurer’s Report: The Treasurer’s Report for month of November was submitted for the supervisor’s review.

The Secretary reminded everyone that the Reorganizational Mtg will be held on Tuesday January 2nd, 2017 at 6:30 PM with the Regular Mtg to immediately follow.
The Secretary extend a very special thank you to Supervisor Lawhead for his years of service to the township. It has been a pleasure to work with him all these years. I know how much we will miss his years of experience and knowledge of the township, and wished him all the best.
