Comments from the audience: Wilson Fisher presented information for an HOP for Burger King to install a Storm Box. He will prepare submittals. Supervisor Lawhead did want it to be understood that Lawrence Township is not responsible for any future maintenance on this storm drain even though the township is required to submit the HOP.

Solicitor’s Report: No Report.
Code Enforcement Officer: Debra Finkbeiner reminded the public to get zoning permits when installing metal roofs.
The Code Officer presented information for totals of Building and Zoning Permits.

She also reported that there are 20 outstanding Occupancy Permits for 2014

She also explained that it is the property owners responsibility to request the final inspection so they are able to get the Occupancy Permit required.
Roadmasters Report: Ronald Woodling reported that with the warmer weather they are still able to get pot holes filled. The Roadmaster also explained information on specks for a new Ford 550 and would like to trade the 1997 Ford F-800 (LT#12). He is still working on gathering information and if the company will take the trade and will present the information at a later meeting.
Secretary/Treasurer’s Report: Barbara Shaffner
The Secretary reported that the township received a letter from the Clearfield County Commisisoners that the township has been selected for an award of 98,240.00 in Act 13 Risk Bridge Funds and asked the supervisors if they wanted to proceed with the design of the project for the Flegal Road Bridge. William Lawhead motion to proceed with the design, Randy Powell second. Motion carried.
The Secretary also presented a letter from Penndot in response to the speed limit on the Clearfield Glen Richey Hwy. The study indicated that a speed reduction is not justified. This is based on their review of traffic and crash data and compliance with state and federal regulations.
The Secretary asked who planned on attending the PSATS State Conference so she is able to do the reservations starting on January 11th, 2016. Supervisor Dan Mitchell was the only supervisor at this point that knew he would be attending and Supervisor Randy Powell will let her know.
The Secretary also presented Resolution #2016-01 to eliminate Police Contributions to the Police Pension Plan for 2016, William Lawhead motion to approve Resolution #2016-01, Daniel Mitchell second. Motion carried.

Supervisor Powell had questions about the LERTA and discussed what is allowed under LERTA. Solicitor Naddeo explained to him that LERTA is defined by State Law and Lawrence Township determined the areas they felt were deteriorated Industrial, Commercial or other business areas of the township that qualified for LERTA.

William Lawhead motion to increase the 3 Seasonal Fulltime Roadcrew Employee wages to $14.04 hr, Randy Powell second. Motion carried.

Engineer’s Report: No Report.
Police Report: No Report.
Solicitor’s Report: Solicitor James Naddeo prepared a Resolution for the Supervisors to approve the Disability Pension Application for Joseph Morris for him to receive his Disability Pension Benefits. Officer Morris was injured in the line of duty in 2013 and his physician’s opinion is that his physical impairments resulting from his work related injury would indefinitely preclude him from performing the duties of his employment with the Lawrence Township Police Department. The Solicitor also recommended that the Townships Auditor, Walter Hopkins & Co review the application to verify that the Disability Pension Benefit is Non-Taxable Income and the Chairman of the Board execute the Certification once it is verified. William Lawhead motion to approve the Disability Pension Benefit to Joseph M. Morris subject to the accountant’s verification of Non-Taxable Benefit, Randy Powell second. Motion carried.
A question was presented to the Solicitor from Supervisor Lawhead regarding the Wolf Run Industrial Authority. He asked if the township can dissolve the Authority if they find that the Authority is no longer needed. Solicitor Naddeo explained the process and the Board will look into if they want to consider dissolving the authority or not.
Recreational Park Board: No Report.
Code Enforcement Officer Report:The Code Officer presented a Conditional Use submitted by Faith Connection located in the Commercial District Parcel #K08-235-00038 1101 South Second Street Clearfield PA. The Land Use requested is Church Use. The Public Hearing was held before the Supervisors meeting with no public comments. Daniel Mitchell motion to approve the Conditional Use for Faith Connection, William Lawhead second. Motion carried.

The Code Officer presented a Conditional Use submitted by Faith Bible Church/The Bridge at 8908 Clearfield-Curwensville Hwy Clearfield PA. The Tract of land is located in the Commercial Highway District, Parcel #J09-000-039.2, land use requested is Church Use. The Public Hearing was held before the supervisors meeting. William Lawhead motion to approve the Conditional Use for Faith Bible Church/The Bridge, Daniel Mitchell second. Motion carried.
The Code Officer presented a Minor Subdivision for Gordon Kline located at 2294 Carbon Mine Road Clearfield Pa. Parcel #123-J9-189 to move a property line. It was approved by the Planning Commission. Randy Powell motion to approve the Gordon Kline Subdivision, Daniel Mitchell second. Motion carried.
The Code Officer also presented a Minor Subdivision for Thomas and Brenda Grice located at 190 Flegal Road Clearfield PA. Approved by the Planning Commission. Randy Powell motion to approve the Grice Subdivision, Daniel Mitchell second. Motion carried.
The Code Officer also presented a Minor Subdivision for the Clearfield Foundation located on Industrial Park Road Clearfield PA. Approved by the Planning Commission. William Lawhead motion to approve the Minor Subdivision for the Clearfield Foundation, Daniel Mitchell second. Motion carried.
Roadmasters Report: Roadmaster Woodling presented information for a 2016 Ford F5500 supplied by Bradco Supply at the cost of 46,104.00 for the Chassis from Hondru Ford and 35,642.79 Dump Bed and accessories at 35,642.79 from Bradco Supply. Bradco Supply was only willing to give the township 5,000.00 to trade-in the 1997 Ford F700 Dump. The Roadmaster did not feel that was enough of a trade for the unit but was contacted by another municipality that is interested in the unit. The Roadmaster also contacted Tri-Star to get a quote from them for the new unit and their price was higher than Bradco Supply. William Lawhead motion to purchase the 2016 Ford F5500 from Bradco Supply at the total cost of $81,746.79 without a trade-In, Randy Powell second. Motion carried.
Roadmaster Woodling has been gathering information and preparing for the 2016 Paving Project and is considering adding Leonard Street to the Paving list. He has contacted the Clearfield County Commissioners regarding funds they may have available to assist the township with the project and asked the supervisors to approve sending a letter to the commissioners to ask for financial assistance.

The Roadmaster also would like to meet with the board of supervisors to discuss and review the 2016 paving project.
Secretary/Treasurer’s Report: The Secretary/Treasurer submitted the Treasurer’s Report for the month of December for the supervisors review.
The Secretary presented the 2016-2017 DGS State Contract for Road Salt. If the township wishes to continue to participate in the contract it must be submitted before March 15th, 2016 for the 2016-2017 year. William Lawhead motion to approve continuing with the DGS State Contract for Salt for the 2016-2017 year at 600 Ton of Road Salt, Randy Powell second. Motion carried.

The Secretary presented a request that was previously submitted by the Clearfield Housing Authority asking the township to install a stop sign on Valley View Drive. The township requested a review from LTAP for the request to install the Stop Sign. Mark Hood from LTAP felt that since concern has been
raised it may be prudent to add some signs to assist with right-of-way assignment on the road. He submitted his findings to the township. Randy Powell motion to authorize the Solicitor to prepare an Ordinance to install the Stop Signs, William Lawhead second. Motion carried.
Supervisor’s Report:
Randy Powell was given information from the Code/Zoning Officer about a Program on her computer to track ticketing and complaints. She has developed the program and working with a computer programing business and asked the other supervisors if they wanted her to proceed with developing the program. The supervisors had no problem with her proceeding with the program.
Supervisor Powell also asked since the Code Officer is now enforcing a ticketing Ordinance the amount of hours she is given to enforce the Ordinance. It was explained that she can go out anytime of the day she is needed to go or when a complaint comes into the office.
Supervisor Powell also asked the Solicitor about the Franchise Fee that the township receives from Atlantic Broadband. Since more individuals are going to satellite instead of cable can the township charge a fee from the satellite companies? The Solicitor will check into the question and get back to the supervisors.

William Lawhead: Supervisor Lawhead presented a Certificate of Appreciation to Randy Powell for his 20 plus years of service on the Lawrence Township Zoning Hearing Board.

Roll call of Supervisors showed William Lawhead and Randy Powell both present with Daniel Mitchell absent.
Comments from the audience: Elliott Neeper from Mill Road Fire Company reported that they are looking at getting quotes for the scene lights on the Rescue. They recently were at an accident on I-80 and one of them almost got hit and it could be because the lighting on the unit is not bright enough. They would like to replace the existing lights with LED which would be much brighter. He is looking into getting quotes from several locations. The one business he spoke with gave him an estimate of about 15,000.00. He will get quotes and get back to the supervisors.

Police Report:Chief Brooks presented the Stats for the months of December and January.
Chief Brooks gave the following reports:
Details:The department recently completed Penndots latest Buckle Up Pa project. The week long enforcement period concluded with a total of 26 contacts, 14 that resulted in citations for various vehicle code violations, 1 of which was a driver restraint infraction.
Training:An announcement was received from the Clearfield/Jefferson County “Right Turn Intervention Team”- who is preparing to launch their 4th year of specialized training in behavioral health for Police Officers. The class will be hosted at the Penn State Campus in Dubois, consisting of (5) eight hour sessions focusing on the police interaction with persons experiencing behavioral crisis brought about by mental illness. The training seminar is being provided at no fee, with dates to be announced in the spring of 2016.
Policy Changes:In compliance with the recent departmental Justice Network review, a revised J-Net Policy has been completed. Changes to the existing policy incorporate updates that are relative to 2015 criminal and vehicle information legal amendments. A copy of the final draft is before you for review and record.
Traffic Equipment:The department has received its refurbished ENRADD speed timing device from YIS/Cowden Group. The wireless system is now in service and proving effective within residential areas previously difficult to enforce. I am also pleased to note the refurbished device has save the Township $1000.00 dollars as opposed to purchasing a new unit, and still carries the same manufactures warranty period as a new device.

Patrol Vehicle Status:The 2016 Ford Taurus Police Sedan, ordered October of last year, is nearing completion. Having submitted the current police graphics to Rapid Response on December 15th, 2015. The out of service patrol vehicle being traded was delivered to the upfitter on January 25th, 20165 by Supervisor Powell, to allow for repurposing of the existing police emergency light bar, radio electronics and weapon locking system, resulting in a savings to the township of approximately $8,000.00. A two week completion date is anticipated for delivery of the new vehicle.
Solicitor’s Report:The Solicitor reported that he was not able to find any authority that the township can charge a fee for satellite service in the township like it receives for the Cable Franchise Fee.
Recreational Park Board: No Report.
Code Enforcement Officer: No Report.
Roadmaster Report: Roadmaster Woodling had the list for the 2016 Paving Project ready to be advertised for bid. Randy Powell motion to advertise the 2016 Paving Project condition on Penndot final inspection, William Lawhead second. Motion carried.
The Roadmaster requested to get prices from Erlich for the spraying of weeds along guide rails in the township. Randy Powell motion to approve, William Lawhead second. Motion carried.
Secretary/Treasurers Report:
The Secretary/Treasurer asked permission to transfer funds from the Building Permit Fee account to the Reserve Account for the townships share of the 2015 Building Permits in the amount of 42,321.29. William Lawhead motion to approve the transfer of funds, Randy Powell second. Motion carried.
The Secretary explained that when she was recently reviewing the Joint Appeals Board she realized the township is to have three members on the board and the township only has two. She asked permission to advertise the open position. William Lawhead motion to advertise the position on the Joint Appeals Board, Randy Powell second. Motion carried.
The Secretary presented the list of Events for 2016 from the Hyde Fire Company for approval. Randy Powell motion to approve the list of events, William Lawhead second. Motion carried.

The Secretary explained that there are terms expiring on several boards and they have received one letter of interest asking to be reappointed to a board. She asked if they still wanted to advertise the positions even when they have already received letters of interest. Supervisor Lawhead felt they should always advertise the positions to give residents an opportunity to serve on a board. William Lawhead motion to advertise the position on the Recreational Park Board and the Joint Airport Authority, Randy Powell second. Motion carried.
The Secretary reported that Solicitor Naddeo reviewed the Agreement from Clearfield County Solid Waste, the only difference with the new agreement compared to the current agreement is the fee the township is asked to pay of 500.00 per year for the compensation for the services of the enforcement officer. William Lawhead motion to approve the Agreement and pay the 500.00 fee, Randy Powell second. Motion carried.
The Secretary also reported that Aaron Evans resigned from the Lawrence Township Planning Commission with the unexpired term to run until December 31st, 2018. William Lawhead motion to advertise the open position, Randy Powell second. Motion carried.

The Secretary explained that Officer J. Michael Morris still had 60 Sick Days remaining that were not paid to him after he left employment and asked permission to pay the days. Randy Powell motion to approve payment of sick days to J. Michael Morris at the 2013 wage rate, William Lawhead second. Motion carried.
Supervisor’s Report:
Daniel Mitchell: Absent.
William Lawhead: No Report.
Randy Powell:Supervisor Powell was recently at the Hyde Building and questioned some units that are no longer used and would like to sell the items on Municibid.
William Lawhead motion to sell the 1991 Chevrolet SWAT Van on Municibid, Randy Powell second. Motion carried.
The Supervisors also discussed the Fork Lift and if it is still used and not sure if it will even run. Supervisor Lawhead explained that it has ran in the past but is very hard to start. Randy Powell motion to sell the unit on Municibid, William Lawhead second. Motion carried.

Code Enforcement Report: The Code Officer presented information for year to dates for her department:
Building Permits 5, Zoning Permits 1, Subdivisions, 3, Conditional Uses 2, Sewer Inspections 3, Smoke Test 5, Fines 1, Amusement Tax funds are starting to come in.
Roadmasters Report: Roadmaster Woodling reviewed the information that he received from the Shawn Agosti at Penndot for repaving the entrance into the Recreational Park with two options to do the project. After review the supervisors agreed to proceed with repaving the width of the entrance the same as it currently is.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of January was submitted for the supervisors review.
The Secretary presented two letters of interest that were submitted for the appointment to the vacated position on the Planning Commission. Randy Powell motion to appoint Loretta Wagner to the Lawrence Township Planning Commission with the unexpired term to run until December 31st, 2018, Daniel Mitchell second. Motion carried.
The township only received one letter to interest for the Clearfield Lawrence Township Joint Airport Authority and that was from David Schultz asking to be reappointed. William Lawhead motion to reappoint David Schultz to the Airport Authority with the term to run until April 15th, 2021, Randy Powell second. Motion carried.

The Secretary reported that the new Police vehicle would be delivered on Wednesday and asked permission to write a check in the amount of $24,667.46 to Hoffman Ford for the unit. Randy Powell motion to approve the payment to Hoffman Ford, Daniel Mitchell second. Motion carried.
The Secretary also asked permission to pay Rapid Response for the upfit on the Police Vehicle in the amount of $7,407.83 after the approval of the Police Chief that everything was installed, Randy Powell motion to approve the payment to Rapid Response, Daniel Mitchell second. Motion carried.

Police Report: Chief Brooks presented the Stats for the month of February.
Chief Brooks reported that the department participated in the 2016 PADOT Love the Bus Safety Program hosted at the Clearfield Elementary School. The program focused on bus safety for students both riding on and waiting to board and safe departure from the school bus in a variety of locations. The program was held on February 8th, 2016 and reached approximately 250 elementary age students.
Chief Brooks explained information from the PA DUI Association for the train the trainer workshop for police. The event is being sponsored by the Impact Teen Drivers organization, a non-profit agency targeting teen drivers statistically at risk of reckless and distracted driving. The one day training event is scheduled for March 15th, 2016 at the Blair County Drug and Alcohol Awareness center in Altoona. The program will provide participants with school and community based education components that effectively address an ever growing problem of distracted driving.
Chief Brooks reported that the departmental annual review for continued use of the Online Crash Reporting System Recertification was completed in February. All users agreements have been updated and are in compliance with legal amendments for the 2016 calendar year.
Chief Brooks also reported that the department received confirmation from Taser International that their application for the Smart Weapon Trade Up Program was approved. As a result, a savings of 981.10 will be realized for the departments Less Lethal Force alternatives.

Solicitor’s Report: Solicitor Naddeo presented an Ordinance that was properly advertised for the township to install two Stop Signs at the intersection of Valley View Drive (T-263) and the Clearfield County Housing Authority Property. Solicitor Naddeo reported that he also received the information from the township Engineers regarding the Progress Report for the townships corrective action plan for the sanitary sewer system. Mr. Naddeo felt the township is making tremendous progress.
The Secretary had contacted Mr. Naddeo with a question regarding if the townships Fire Companies forming a Department and what it would entail to do that. The Secretary is to set up a meeting with the Fire Companies, Supervisors and Solicitor.

Roadmaster: Roadmaster Woodling reported that the new truck that was ordered is being prepped and should be ready soon.
The Roadcrew is working on updating signs in the township and has started with updating the Stop Signs.

The Roadmaster presented a request from the Roadcrew asking the supervisors to approve them to return to their four (4) ten (10) hour work days starting April 4th, 2016 from 6:00 AM-4:00 PM. On the first full week in May (being May 2nd) thru the last week in September time being changed to 5:30 AM-3:30 PM with option if agreed to by both parties to extend thru end of October as was done in previous years. Secretary/Treasurer’s Report: The Secretary presented the Dirt and Gravel Road Application that was approved by the Conservation District for Hemlock Hollow Road in the amount of $64,168.00 to install DSA. They sent the township the Agreement to be signed by the Chairman before the township can proceed with the project. Daniel Mitchell motion to approve the Agreement with the Conservation District and authorize the chairman to sign the agreement, William Lawhead second. Motion carried.
The Secretary explained a request that was received from Community Action for an excessive water leak at Lawrence Park Village. The Secretary presented a letter of interest from Rex Read asking to be reappointed to the township Zoning Hearing Board. Randy Powell motion to reappoint Rex Read to the Zoning Hearing Board with the term to run until April 19th, 2019, Daniel Mitchell second. Motion carried.
The Secretary also presented a letter of interest from Nannette Renchen asking to be appointed to the township Zoning Hearing Board. The Secretary explained that the township received a letter dated February 18th, 2016 from the Animal Control Officers that was submitted to both the township and Clearfield Borough asking permission to purchase large dog traps. The secretary emailed the Borough Manager on February 26th regarding the request but did not get a response and then the township received an Invoice from Clearfield Borough on February 29th, 2016 for the traps. The Invoice is for 2-2 pack Traps in the amount of 29.99 each and a large trap in the amount of 152.99 for a total due to Clearfield Borough from Lawrence Township in the amount of 106.48. The Secretary reported that the township received their Liquid Fuels allocation for 2016. Turnback Roads in the amount of 44,840.00 and Liquid Fuels Tax Fund in the amount of 375,565.55 for a total of 420,405.55.

The Roadmaster reported that he has an employee using the sweeper on the Loader sweeping intersections. Also B & D will be starting to sweep the township roads starting March 22nd, 2016, weather permitting.
The Roadmaster also reported that the Roadcrew is working on potholing on dirt roads. The replacement of Stop signs in the township is ¾ complete.
The Roadmaster had a question pertaining to the placement of the Stop Signs on Valley View Drive. He had reviewed his concerns with the Penndot representative and asked Supervisor Lawhead to take a look at it before placing one of the signs.

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of February was submitted for the Supervisors review.
The township received a request for permission to hold the Wolf Run 5k to be held in the Industrial Park on Saturday May 28th, 2016 @ 9:00 A.M. The race is a fund raiser for the Booster Club. William Lawhead motion to approve the Wolf Run 5k, Randy Powell second. Motion carried.
The Secretary presented a letter of interest from Amy Lezzer asking to be reappointed to the Recreational Park Board with the term to run until March 18th, 2021. Randy Powell motion to approve the reappointment, Daniel Mitchell second. Motion carried.
The Secretary asked the supervisors if they wanted to consider expanding the Recycling Program to the Glen Richey area. Since Clearfield County Solid Waste removed the recycling program from that area there is nowhere for them to take their recycling. The Supervisors wanted to put the question out to the residents if they want to participate in the program. It would require more than just a few residents interested in recycling in order to pay the crew to pick up in that area. They would pick up one day out of each month.
The Secretary presented a request from the Recreational Park Board asking the township for assistance with funds to upgrade the Football Field. They are looking at redoing the entire field because of pooling of water on the field and expanding the length of the field. Police Report:Chief Brooks presented the Stats for the month of March for the supervisors review.
Chief Brooks reported that Officer Julie Curry has successfully completed the Pa. Traffic Accident Prevention “Train the Trainer” Project sponsored by Impact Teen Drivers on March 15th at the Blair County Awareness Center. The program allows our officers to be trained on station to partner with area schools and community groups to enhance driver safety and accident prevention caused by distracted driving.
The Police Officers are participating in the first wave of the PA DOT Aggressive Driving Program for the 2016 calendar year. The enforcement period targets speeding and other aggressive driving related offenses that occur in high accident area within our municipality. The program began on March 21st and will continue through May 1st, 2016. The first week long enforcement period concluded with a total of 34 contacts, 19 of which resulted in citations for related vehicle code moving violations.
The Police Department recently hosted a safety presentation for members of the Bear Den, Pack 2 Cub Scouts. A tour of the station provided the scouts a look at daily police operations with a focus on personal safety.
Chief Brooks extended a commendation to members of the Clearfield Area High School Watershed Club, who recently participated in a stream cleanup effort of Montgomery Run. The group collected illegally discarded refuse over a 2.5 mile long stretch of property along the 104th Calvary Road in the township. Members gathered and disposed of (5) truckloads of items such as discarded TV sets, automotive tires, large furniture such as mattresses and bed frames, shingles, cans and numerous plastic bottles. Chief Brooks presented a picture of the members, who conducted chemical and biological test to monitor the condition to improve the stream, to the media for publication.

Roadmasters Report: Roadmaster Ronald Woodling reported that the Roadcrew completed the work on Dairy Lane and the road is ready to be paved. They are also working on Grice Road and it will soon be completed and then they will move onto Read Road.
The Roadmaster was at the PSATS State Conference this past week and received information on equipment that will measure the distance on roads and locate manholes, etc. He asked permission to purchase the RAC Geo II DMI at 798.00 plus 995.00 for the software total of 1,793.00. Roadmaster Woodling asked if he had to bid the line painting for Airport Road. He is to get quotes first because it should be under the amount that is required to bid. He also asked if the supervisors knew if there were ever lines painted on Coal Hill Road. It was explained that there may have been lines on the road when it was a State Road but since the township took over the road there have not been lines painted on the road.

Secretary/Treasurer’s Report:The Secretary presented the Investment Policy with CNB for both Pension Plans that needed approval and signed by the Supervisors. The Secretary reported that a Liquid Fuels Audit was done on April 14th, 2016. The monitoring report indicates that Lawrence Township has taken the necessary steps to be in compliance with Liquid Fuels Tax Fund rules and regulations. No areas of concern were noted during the monitoring review.
The Secretary also presented a request from a township resident asking for a sewer surcharge exoneration for water used to fill their swimming pool. William Lawhead motion to deny the request, Daniel Mitchell second. Motion carried.

Randy Powell asked the other supervisors if there was ever a No Parking sign at the Dry Hydrant on Riverview Road. To both of their knowledge there was never one there. They will determine if the dry hydrant is working before they determine if they want to install the signs.
Supervisor Powell received a request from Ed Yeager with Little League asking if the township can have the part time employees hose out the concession stand at the Rec Park or if that is something that the league is to maintain. Supervisor Lawhead said that is something that the Teener League has always been responsible for but does not have a problem with the employees cleaning it up. Supervisor Powell will meet with Mr. Yeager and see what needs done.
Supervisor Powell asked what the Soccer Association is responsible to pay at the Hyde building for utilities. The Secretary explained that they pay for Gas from a monthly meter reading and a 101.00 fee per month for use of the building.

Code Enforcement Officer: The Code Officer requested to schedule a date for two Conditional Use Hearings. The date was set for June 22nd, 2016 @ 10:40 AM & 10:50 AM.
The Code Officer reminded residents that they are required to mow their properties and not permitted to use burn barrels to burn garbage. She also reminded anyone that installs a swimming pool that they are required to get a Pool Permit and the required inspections must be done.
Roadmasters Report:
The Roadmaster reported that the Roadcrew has been doing a project on Read Road and it has been completed.
The Roadmaster plans to get the playground equipment that was donated installed before Memorial Day, weather permitting.
The area at the entrance into the Recreational Park that is going to be paved has been prepared and ready to go.

The Dirt & Gravel Road Project for Hemlock Hallow Road should be started this week or next week.
The Roadmaster discussed and asked permission to Tar & Chip a section of 21st Street in front of the SPCA and the homes located on that road and also a section of Pifer Road. He is to get quotes for the project and also determine the location on Pifer Road that a company may be starting a Timbering Project.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of April was submitted for the supervisors review.
The Secretary asked permission to pay the budgeted donations for 2016:

The Secretary asked permission to pay the Fire Companies for the 80% of the Amusement Tax collected to date. It is down this year from previous years with a total to date of 5,725.00. The Secretary reported that the township received a letter of resignation from Jeff Ogden resigning from the Recreational Park Board. His term would run until March 18th, 2017. He has been a member on the board since 2007. The Secretary thanked Mr. Ogden for his exceptional service to the Board and asked permission to advertise the position. William Lawhead motion to approve advertising the position on the Recreational Park Board, Randy Powell second. Motion carried.
The Secretary reported that the township received the 2016 County Aid funds in the amount of 10,721.13 and the 1stquarter Franchise Fee payment in the amount of 16,638.00.
The Secretary requested permission to reimburse a resident, Marisa Gracey, for funds received from the Insurance Company for a fire loss at 25 Chevy Lane. The Code Officer was not sure if all the repairs were completed. The supervisors did not approve payment until verification that the repairs have been completed.

Supervisor Mitchell commended the Secretary for the great job submitting the equipment sold on Municibid.
Supervisor Lawhead echoed the Code Officer about the swimming pool permits and that they required to get permits to install a pool.
Supervisor Powell thanked the Roadcrew employees that helped at the Recreational Park with the clean-up of the concession stand.

John Haight a resident at 890 Nelson Road had previously submitted a request to the Roadmaster for the township to pay for a new water meter that he felt the township had ran over with a plow truck back in February. The meter is just off the roadway on Nelson Road. He was in Florida at the time of the incident and was called about the broken meter. Supervisor Lawhead explained that the township does not plow down the wrong way of the road and felt that the township did not plow into his meter. The Solicitor suggested that the township contact our Insurance carrier and discuss the issue with them. The Secretary is to contact the Insurance Agent and also the Clearfield Municipal Authority with any information that they may have on the repairs.

Comments from the audience: Randy Patakey asked the supervisors if they could put some material in the alley that runs between Washington Avenue and Susquehanna Avenue. He was told that it is the township policy not to maintain the alleys in the township but asked for something could be done because of the condition of the alley and the use of the alley by the Volunteer Fire Company in Hyde. Supervisor Lawhead let him know that the township would look at it and see about filling in the potholes. Ronald Woodling asked what policy the township is to follow, he was told by the board of supervisors and the Solicitor that the township does not maintain alleys. The Solicitor explained that if an alley is potholed up the township can do a minor repair to the alley if a resident complains. The Solicitor is to prepare a formal policy for maintenance to alleys for the township to adopt.
Dave Gallaher owns a property located at 215 Poplar Avenue and he felt that since the sewer project was done in 2006 he has had problems. He has had a backup of sewer in the basement and also complained about the front lawn that was never properly repaired.
Mr. Gallaher also questioned the storm that was on June 2nd 2016 and where all the water runoff came from to Orrs Run. Supervisor Powell explained that the majority of runoff coming down from above the trailer park and apartments on Willow Drive.
Matt Milliron from 15158 Rockton Mt Hwy presented pictures to the supervisors of the sediment that came down into Moose Creek from the little run that comes down Flegal Road. He presented the information so it can be part of any repairs for the future but also had concerns of the sediment in Moose Creek and what it could cause in future rain storms for flooding.
Mr. Milliron also asked about the sewer lateral inspections that the township is doing with township residents but he has not been contacted to have one done. Supervisor Lawhead explained that they have not got to his area yet but it will be sometime in the future.

Police Report:Chief Brooks presented the Stats for the month of May for the supervisors review.
Chief Brooks reported that the Officers completed the May wave of Department of Transportation’s Buckle-Up PA Seatbelt enforcement project. This enforcement period concluded with a total of 62 traffic stops, yielding 42 traffic related citations. Of the traffic offenses, 22 were aggressive driving related, primarily exceeding maximum speed limits, with 18 other violations for seat belt infractions. The final wave of the project is scheduled to conclude at the end of August 2016.
Chief Brooks asked permission to put a previous employee, Paul Butler, back on the schedule on an as needed basis to help cover the vacation schedule. Paul is both certified through the Pa Police Commission as a member of Lawrence Township and holds department certification requirements through August of this year. William Lawhead motion to hire Paul Butler as a Part Time Officer on an as needed basis, Daniel Mitchell second. Motion carried.
Chief Brooks reported the Police Department received correspondence in May from the Clearfield Jefferson Drug and Alcohol Commission regarding support for a Medication Collection Grant program. Participation in the program would permit the placement of a secure Drug Collection box within the Police Department, allowing residents of the community to safely discard unused/expired medications that are commonly found in many area homes. The program works in conjunction with the PA National Guard, who then collects and properly disposes/incinerates medications collected on a monthly basis. Chief Brooks felt the program will prove beneficial to the community, both in reducing availability of medications that could be used improperly, or accessed by a child accidentally, while helping protect the environment from improper disposal.
Chief Brooks also reported the department was recently invited to participate in “Child Safety Day, which will take place on June 18th at Curwensville Lake. The 10:00 AM to 4:00 PM presentation will focus on numerous areas of safety to include, law enforcement, drug task force, fire safety, water and boating safety. We extend thanks to program coordination holly Know for including us in what is sure to be a fund and informative family day.
Solicitor’s Report: The Solicitor presented a request for the township to enter into a Sewer Construction Agreement for a private sewer line with Sherwin Williams, Strattan Motors. The property owners have signed and he asked the supervisors to approve executing the agreement. William Lawhead motion to approve, Randy Powell second. Motion carried.
Mr. Naddeo prepared a Joint Corporative Agreement for the Police Department that would be between Lawrence Township, Clearfield Borough and Curwensville Borough and asked the supervisors to approve Resolution #2016-03. Randy Powell motion to approve the Agreement, William Lawhead second. Motion carried.
Recreational Park Board: No Report.
Code Enforcement Officer:Code Officer Debra Finkbeiner reminded residents that there is a requirement for Sheds and it does require a permit to install a shed and that they also have to follow the setbacks.

The Code Officer presented a letter to the supervisors from the Pennsylvania State Grange offering for the township to take over the Lawrence Grange at no cost to the township. The building needs to be demolitioned, but they have received called from township residents asking and suggesting numerous ideas of what to do the property so it can be used by the township residents. Randy Powell motion to deny the request, William Lawhead second. Motion carried.
Roadmaster’s Report: The Roadmaster reported that since the storm on June 2nd, 2016 the crew has been working on township roads and fixing berms. They will be cleaning up gravel but first must take care of safety issues on the roads.
He also reminded township residents to watch out for workers along the roads. They are working hard to get the storm damage cleaned up and may not always be keeping an eye on the traffic around them, so please be extra cautious.
Secretary/Treasurer’s Report: The Treasurer’s Report for the month of May was submitted for the supervisors review.
The Secretary asked permission to drawdown funds from the IDIS account in the amount of 164.35 for CDBG administration expenses and authorize the chairman to sign the forms. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Secretary asked permission to transfer funds from the General Fund to the TAN account in the amount of 395,000.00 for funds used from the TAN account to date. William Lawhead motion to approve the transfer of funds, Randy Powell second. Motion carried.
The Secretary asked permission to transfer funds from the Reserve Account to the General Fund for the funds received from the Clearfield County Conservation District for the Dirt & Gravel Road Project in the amount of 32,084.00 and submit the Project Completion Report. The Project came in approximately 7,000.00 less than projected. William Lawhead motion to approve the transfer of funds and submit the completion report to the Clearfield County Conservation District, Daniel Mitchell second. Motion carried.
The Secretary reminded residents that the township is still conducting the door to door recycling every Thursday. Even though Clearfield County Solid Waste changed their recycling program the townships is still the same. She also reported that the township has received very low response from the residents of the Glen Richey area wanting to participate in the recycling program and that is why pickup has not started in that area.
The Secretary presented a question to the supervisors regarding the fulltime seasonal employees in regard to clothing allowance. It was not discussed in the past if they would be granted clothing allowance like the Roadcrew receives in the amount of 250.00 per year. William Lawhead motion to approve a clothing allowance up to 150.00 upon the approval of the purchase from the Roadmaster or secretary, Randy Powell second. Motion carried.
The Secretary asked permission to pay the resident of 25 Chevy Lane that had a fire loss and their Insurance Company sent the required funds to the township to hold until the cleanup and repairs were completed. The Code Officer verified that repairs were completed. William Lawhead motion to approve the payment in the amount of 6,000.00 to the property owner, Randy Powell second. Motion carried.

The Secretary reported that the Good Street Project that is under the CDBG Program does not yet have all the funds needed to do the entire project and asked if the board wanted to consider only doing the storm/pipe replacement and doing the paving when the funds would be available. The Roadmaster is to work with our representative from Penndot and our Engineer and look at the project to review the project and design.
Supervisor’s Report:
Daniel Mitchell suggested that the township look at replacing the picnic tables at the Recreational Park. The Secretary is to contact the Career and Technology Center and see if they still make them and get a price.

Randy Powell asked the Police Chief about getting information from an incident when someone takes down a stop sign in the township. The Roadmaster explained that when they see a stop sign down they contact the Police Department to see if there was any accidents reported for that area and if there were then the Police Report is given to the Secretary to Invoice the responsible individual from the accident.

Code Enforcement Officer Report: The Code Officer presented a Minor Subdivision for Terry Briskar located off of Fire Tower Road, with everything in order. Randy Powell motion to approve, William Lawhead second. Motion carried.
The Code Officer presented the Conditional Use for Timbering by Rorabaugh Lumber Company. The Property is owned by Appalachian Wood Products and is approximate 25.19 acres tract of land, the proposed timbering is approximately 20 acres. The access road will be on township road T-605, Industrial Park Road. There is a Road Occupancy Permit and all documents are in order. They intent to start July 1st, 2016 and will run until August 31st, 2016. Randy Powell motion to approve, William Lawhead second. Motion carried.
The Code Officer also presented the Conditional Use for Timbering by Scott Carts Forestry. The property owner is Pa. & Ohio Rod & Gun Club and is approximately 915 acres tract of land, the proposed timbering is 100 acres. The access road will be on township road T-611, Pifer Road. The Planning Commission approved condition on approval of Soil/Erosion Plan by the Clearfield County Conservation District, Excess Maintenance Agreement and Road Bonding conditions being met. The Code Officer reported that the Road Survey has be completed and they are working on the Road Bond and Maintenance Agreement. William Lawhead asked that dust control maintenance be done on road (No Salt Brine). William Lawhead motion to approve with condition of all requested items being completed, Randy Powell second. Motion carried.
The Code Officer also requested to review with the Supervisors the list of items received from Stiffler McGraw regarding the flow meter report for the I & I and the sewage reports.
Gerald Cross from The Pennsylvania Economy League did a presentation to the Board and the Public pertaining to the Demographic and Financials for Lawrence Township. This was done to prepare for the Feasibility Study being conducted for the township and Clearfield Borough to consider Consolidating to one Municipality. He explained where the township is presenting at financially and also an estimate for future finances.

The Roadcrew did Dust Control on 21st Street, 104th Calvary Road and Wooster Lane.
The Roadcrew continues to do road repairs from the Flood Damage from June 2nd, 2016.The Secretary did request that the supervisors review with the Roadmaster the list from Stiffler McGraw & Associates regarding the I & I Inspections and flow monitoring. She explained that since the storm the Roadcrew is behind on their regular maintenance work and it will be hard for them to catch up if they have to also take care of these items. She asked the supervisors to consider requesting Stiffler McGraw to conduct the needed inspections.
She also reminded the Supervisors that they have a meeting scheduled with Stiffler McGraw at 9:00 A.M. on Thursday to look at Good Street and review the Turnpike Avenue project.
Secretary/Treasurer’s Report: The Secretary reported a correction for a motion from the previous meeting regarding the Seasonal Roadcrew Employees clothing allowance. According to the Roadcrew Contract Article 22 the Seasonal Employees are also entitled to the same amount of clothing allowance as the Fulltime Employees in the amount of 250.00 per year (Article 8)
The Secretary presented the Glen Richey Fire Co. list of scheduled parades for 2016 for approval. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Secretary reported the amount of funds the township will receive from Act 13 that is now listed online. The township is to receive 350,204.47 by July 1st, 2016. This is 58,258.00 less than budgeted, but we also budgeted to leave 78,804.00 in the Act 13 Reserve account.
The Secretary asked the supervisors to authorize an Invoice in the amount of 1,200.00 payable to Mockenhaupt Benefits Group to be paid from the Police Pension Plan and authorize CNB Trust Department to pay the Invoice. William Lawhead motion to approve, Randy Powell second. Motion carried.

Solicitor Naddeo asked if the supervisors reviewed the Resolution to adopt a policy for maintaining alleys. The Supervisors did review and everything was what they felt was necessary and helpful for future maintenance. William Lawhead motion to approve Resolution #2016-05, Randy Powell second. Motion carried.
The Solicitor also prepared a Resolution pertaining to Volunteer Firefighters not operating equipment if they are disabled either permanently or temporarily. It was also discussed about anyone with a disability riding in equipment for parades. The Solicitor advised the supervisors that they should not implement a policy to keep disabled from riding in a unit. If there is a way to accommodate the individual to get them into the unit without endangering any of the personal or the individual then they should do so. Federal Law would require the township to accommodate an individual with a disability. Randy Powell motion to approve Resolution #2016-06, William Lawhead second. Motion carried.

Roadmaster’s Report:Roadmaster Woodling updated the supervisors pertaining to the cleanup from the flood damage. Everything is just about cleaned up. Boyce Street may need touched up and some paving done.
The Roadmaster received quotes to Tar & Chip from Jefferson Paving. One quote would be a Double Seal Coat of MC-70 at 6,451.92 and the other one is for a Triple Seal Coat of MC-70 at 9,517.20. William Lawhead motion to approve the MC-70 Double Seal Coat at 6,451.92 pending verification from the Roadmaster with Jefferson paving of the price and work to be done, Randy Powell second. Secretary/Treasurer’s Report: The Secretary/Treasurer asked permission to transfer funds from the Act 13 Savings Account to the General Fund for the 2nd Quarter Part Time Police Expenses in the amount of $41,286.26, William Lawhead motion to approve the transfer of funds, Randy Powell second. Motion carried.
The Secretary/Treasurer reported that the township received their Act 13 allocation in the amount of $350,204.47.
The township also received the final reimbursement payment for the Dirt and Gravel Road Project in the amount of $25,229.37.
The Secretary/Treasurer also asked permission to prepare the 2nd Quarter drawdown of funds for the MON 30 and MON 71 Montgomery Run Grants and authorize the chairman to sign the forms, also to authorize the chairman to sign an extension letter for MON 71. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.
Supervisor Lawhead explained that both of these grants attempts to clean up old mine drainage into Montgomery Run.
The Secretary had reviewed with the supervisors and Solicitor an Ordinance that pertained to a fee for Eating & Drinking establishments. She explained that it had not been enforced and asked if they wanted to consider abolishing the Ordinance. William Lawhead motion to rescind Ordinance #2003-04, Randy Powell second. Motion carried.

Solicitor’s Report: Mr. Naddeo is preparing the Ordinance to abolish Ordinance #2003-04 and will have it ready for the next township meeting.
Recreational Park Board: The Secretary thanked the Roadcrew for their assistance in helping her to clean up the flowerbeds at the Rec Park and putting down new mulch. They also did repairs to the flagpole and the scoreboard.
Code Enforcement Officer:The Code Officer presented a three lot Subdivision for the Boron Property located on Mill Road and SR 322. It was approved by the Planning Commission but was discussed about the HOP from the State for access to the property off SR 322. When the property is sold the new owner will take care of the necessary access to the property. William Lawhead motion to approve the Boron Subdivision, Randy Powell second. Motion carried.
The Code Officer also presented a three lot Subdivision for Barton Thompson located off Village Road. Randy Powell motion to approve the Thompson Subdivision, Daniel Mitchell second. Motion carried.
The Code Officer let the public know that Stiffler McGraw would be conducting Smoke Test in the Country Club area and gave them a list of streets. Letters have been sent out to residents and signs posted on all streets effected.
Roadmaster’s Report:Ronald Woodlng presented information he received from a meeting he attended at Goshen Township pertaining to Elk Hunting. The Game Commission presented information about the townships being able to require permits to hunt the Elk and a possible fine if they did not have a permit. More information is needed before the supervisors can determine if they want to participate with other townships in the area. Goshen Township secretary is willing to issue the permits for all the townships involved with a small percent going to Goshen Township and the remaining to the township they would be hunting Elk in. The Secretary is to get more information before the next township meeting.

The Roadmaster reported that all the areas affected by the Storm in June have been cleaned up except he plans to go back to Boyce Street and do more work on the road. The mowing is coming along but there is still a lot more to do. The Roadcrew continues to do ditch and berm work.
Jefferson Paving is scheduled to do the project on Pifer Road on July 29th, 2016.
He also reported that there will be a Demo for a Gradall on Thursday morning at 7:00 AM.
The Roadmaster spoke with RES Coal and they are done with stripping off of Baney Road and will be Tar & Chipping the road.
The Roadmaster also presented information and quotes he received for a Mower for Building Maintenance. He received quotes from Shugarts Lawn & Garden and Carns Equipment. The supervisors reviewed the type of equipment and the prices. Randy Powell motion to purchase the Challenger with a 52” Deck from Shugarts Lawn and Garden at the price of $5,847.00, Daniel Mitchell second. Motion carried.
Secretary/Treasurer’s Report: The Secretary presented the Treasurer’s Report for the month of June for the supervisors review. She also presented a Budget v. Actual for the first six months of 2016 so they are able to see where the township is at with income and expenses to date.
The Secretary asked permission to submit paperwork for a drawdown of CDBG Funds in the amount of $1,924.20 and authorize the chairman to sign the forms. William Lawhead motion to approve the drawdown of CDBG Funds and authorize the chairman to sign the forms, Daniel Mitchell second. Motion carried.
The Secretary presented a request from Ronald Boron for the supervisors to consider changing the zoning on Lot 2 of his Subdivision from Village to Commercial Highway. The supervisors will set up a work session with the Planning Commission and Zoning Hearing Board to review the request and other possible changes.
The Secretary reported that the Flegal Road Bridge Project was put out to bid with the bids to be opened at the township meeting on August 2nd, 2016. She missed presenting it to the supervisors at the last meeting and asked for their approval retroactive to the date of posting. Randy Powell motion to approve, William Lawhead second. Motion carried.
The Secretary presented information to the supervisors pertaining to the Sanitary Sewer Loans and the Sewer rate. One of the Pennvest Loans will increase in October by 1,200.00 per month and the township will need the additional funds to cover the increase and other possible expenses that may arise. Stiffler McGraw calculated the amount and recommended the township increase the rate by .25 cent per thousand gallon. William Lawhead motion to increase the Sewer Surcharge by .25 cents per thousand gallon, Randy Powell second. Motion carried.
The Secretary also reported that Barry Mayes from North Central contacted her and he has been working at getting the township some funds to assist with the purchase of the new Radios that the township recently purchased for the Roadcrew Department. He was finally able to get an approval for funds in the amount of $2,655.59

William Lawhead asked the Roadmaster when the Paving Project would be getting started and if the crew is doing dust control. Roadmaster Woodling reported that the paving project is to start the first of August and they have been doing dust control. He also asked if the State is replacing the arrows, etc that were recently removed when the state resurfaced the road at the Hyde Bridge and the township just put down new markings. Roadmaster Woodling did already speak with them and they will put down the same as what the township did.

Engineer’s Report: Chris Dutrow submitted the Smoke Test results to the supervisors for their review. He noted that most all of the deficiencies are associated with facilities that are owned by the township, thus the responsibility to repair those lies with the township. There were a few that Diehl Contracting will be responsible to repair and he also suggested the township consider contracting with them to repair the ones for the township.
Police Report: Chief Brooks submitted the Stats for June and July.
Chief Brooks reported that the Officers are nearing completion of the Pa Department of Transportation Aggressive Driving enforcement project for 2016. This 3rd and final wave of the enforcement period will continue its focus on roadways with statistics of accident locations within the township. Funding from the National Traffic Safety Administration and Pa DOT continue to make the program possible. Municipal police across the state of PA who participated in last year’s program attributed a reduction in serious injury accidents state wide due to over 58,000 citations issued during the 2015 enforcement period. The final wave of the 2016 project is scheduled to conclude on August 28th, 2016.
Chief Brooks reported that the mandatory firearms qualifications were conducted on July 29th, 2016. All officers have successfully completed the required MPOETC police firearms proficiency qualifications course. Department certification will remain current through July of 2017.
Chief Brooks reported that Officers recently participated in the grand reopening of Snappy’s Convenience Store on July 16th, 2016 at their SR 879/I-80 location. The 1:00 PM to 4:00 PM event included a presentation with age appropriate materials, spanning informative coloring books on child and youth safety, along with adult themed handouts addressing increasing crimes such as identity theft and personal safety with community awareness. Positive feedback was received from customers and we extend our thanks to JJ Powell and the Snappy’s staff for inviting us to their event.
Chief Brooks thanked the Clearfield County Fair and Park Board for the continued opportunity to participate in the annual Clearfield County Fair Parade, which took place on August 1st, 2016. He extended his appreciation for all the hard work in coordinating the event.

They graded 21st Street, Nelson Rd, McGeorge Rd, Scribbers Rd. The EDP 30 Oil was installed on Pifer Road and 21st Street was Tared and Chipped on July 28th, 2016.

The Secretary reported that the township advertised for CDBG Program Engineering Services with the proposals due July 26th, 2015. The Secretary presented a quote from F.D.R. HVAC Inc to replace the Ductless Mini Air Cooling-Heat System that is no longer working in the office-meeting room area and the parts are no longer available for repairs. The quote is 2,994.44 and the unit is at cost. William Lawhead motion to approve Supervisor Randy Powell to review the quote, look into other options and purchase a unit as long as the amount is under 3,000.00, Randy Powell second. Michael Blickley presented a request to the Supervisors concerning Chevy Lane off of Turnpike Avenue because the road is in poor condition with large potholes and asked the supervisors if they could do anything to repair the road. Supervisor Lawhead explained that the road does not belong to the township and is considered a private road. He did explain that if the residents bring the road to the specks that is required by the township they can consider taking over the road.
Wilson Fisher presented a Stormwater Collection System Construction Agreement between the township and Burger King for the supervisors to review and approve. Solicitor Naddeo did review the agreement and everything was in order. William Lawhead motion to approve the agreement, Randy Powell second. Motion carried.

Solicitor’s Report: The Secretary sent an inquiry to the Solicitor pertaining to the Sewer Surcharge increase and the Resolution that the supervisors approved at their July 19th, 2016 meeting and asked him if there was a waiting period from the date of approval to the effective date. The Solicitor explained that it is the same date of adoption that it would take effect.
Recreational Park Board: No Report.
Code Enforcement Officer Report: Code Officer Debra Finkbeiner announced that Clearfield County Commissioners along with the Clearfield County Department of Emergency Services and the Pa. Department of Conservation and Natural Resources have lifted the Burn Ban for Clearfield County effective Tuesday August 16th, 2016. The rainfall over the last week has reduced the potential for wildfires throughout the County. Small pockets of dry vegetation continue to exist and residents are asked to use caution and obtain necessary permissions when conducting open burning. She also reminded residents that they can take their yard debris to the township Compost Site.
The Code Officer presented the Conditional Use for Timbering submitted by Pinchey Services LLC for Timbering in an R-A District for a tract of land with approximately 10 acres located on Mount Joy Road owned by Kelly McCracken and Danny Johnson. The one concern that the Lawrence Township Planning Commission had is because the roads they will be hauling on are State Roads but also Bus Routes and asked if the supervisors could limit the hours of hauling. William Lawhead motion to approve the Conditional Use for Timbering by Pinchy Services LLC on Mt Joy Road with No Hauling before 8:30 A.M. or after 2:00 P.M. Monday thru Friday, they must also have truck crossing signs put up every 300 ft., Randy Powell second. Motion carried.
The Code Officer reminded property owners to contact the township office before doing Timbering of any kind to get the necessary approval and permits.

Roadmasters Report: Roadmaster Ron Woodling reported that HRI is coming in this week to review the roads to start the paving project. At this point he did not have an exact date the paving would start.
The Roadmaster had a concern with drainage on Turnpike Avenue near Nelson Road and was not sure how to handle the problem. Supervisor Lawhead let him know he would come in this week and go look at the area with the Roadmaster.
The Roadmaster also reported that the Gym Set has been installed at the Recreational Park and can be used, they still have to install the timbers around the edges.
Secretary/Treasurer’s Report:The Treasurer’s Report for the month of July was submitted for the Supervisors review.
The Secretary reported that the Auditor General’s office finished the audits of the Pension Plans with No Findings and some minor observations that she could review with the supervisors.
The Township received a letter from Mason Law Office on behalf of Bald Eagle Fuel and Tire, Inc. requesting a transfer of a liquor license from Clearfield Borough to Lawrence Township. The Supervisors are required to hold a Public Hearing for this request. The Supervisors set the date for September 6th, 2016 at 6:30 P.M.
The Secretary also reported that the Flegal Road Bridge Project bids that were opened at the last meeting were reviewed by Stiffler McGraw and everything was in order for the bid from BCS Construction Inc. The Notice to Proceed was signed by the Chairman and forwarded to Stiffler McGraw so the project can proceed.
The Secretary also reported that Lisa Kovalick from Clearfield County contacted her with dates for the required CDBG Public Hearings, with September 6th, 2016 @ 6:45 P.M. and October 18th, 2016 @ 6:45 P.M.

Comments from the audience:Ed Yeager from the Clearfield Baseball Association submitted a proposal from PA SOD for repairs to the fields at the Recreational Park. The supervisors asked him to get other quotes and they would discuss the projects with the Recreational Park Board to find out what they have planned.
Bill Ogden a resident on Morrison Road complained about the repairs that were done to the ditches on Morrison Road. He understood the ditches needing to be cleaned but the way they were done, the ditches are now very deep and are causing water run off and damage to properties that they never had a problem with before. He had spoken with Roadmaster Woodling and was very satisfied with his conversation with him but felt the member of the roadcrew that did the work did very poor work and asked that something be done before they have storm damage to their properties. The supervisors let him know that they would review the project with the roadmaster.

Engineer’s Report: No Report.
Police Report:Chief Brooks submitted the Stats for the month of August for the supervisors review.
Chief Brooks reported that the Officers have completed the final wave of the Pa. Department of Transportation Aggressive Driving Enforcement project for 2016, concluding on August 28th, 2016.
During this time, officers logged 112 traffic stops, 36 of those stops resulted in speeding violations. (30) other traffic violations (2) driving under the influence of drugs or alcohol violations and (1) fugitive from justice arrest. A total of (69) arrests were logged during this phase and nearly 99% of the allocated funds were utilized.
Chief Brooks explained that Officers recently attended a specialized training event offered by the Pa Chapter of Child Advocacy Centers, in conjunction with the Clearfield County Multi-Disciplinary Board, which was held at the Clearfield County Child Advocacy center on August 16th, 2016. The training served to educate investigators, while reducing trauma for alleged child abuse victims. The training was graciously hosted at no cost to those in attendance.

Chief Brooks reported that the department has received notice that an application submitted previously for a non-profit support grant offered by Walmart was approved and a donation check in the amount of $1,000.00 dollars was received. The department extends appreciation for Walmart’s support of the law enforcement community.
Chief Brooks was contacted last week by Curwensville Mayor, Tom Carfley, who extended notice of the pending sale of one of their police department utility vehicles. He described the unit as a 2013 Ford F-150, 4wd/four door pick-up truck with 31,000 miles, that is currently upfitted for police use. The vehicle will offer for sale in the near future. Chief Brooks advised Mayor Carfley that he would relay this information to the Board of Supervisors for their consideration. Supervisor Mitchell did go look at the unit and felt it was in great condition and worth considering purchasing. The supervisors agreed to submit a sealed bid and would discuss the amount.

Code Enforcement Officer:Debra Finkbeiner requested that the Supervisors set a date for a Conditional Use Hearing for October 4th, 2016 @ 6:50 PM for timbering on Larson Road. Timbering by Greenchain Enterprise LLC. Property located at 852 Larson Road owned by Kyle Smith. Approximately 11.9 acres, will be hauling on Larson Road to Old Erie Pike.
The Code Officer reported that the Conditional Use hearing set for September 20th, 2016 for Dave Reed has been canceled and will be rescheduled.
The Code Officer reported that the Bond is in place for Scott Carts, St. Marys Lumber Co to begin timbering. They will be hauling on Pifer Road and Flegal Road. Bond in the amount of $31,800.00, Excess Maintenance Agreement executed. Fees have been submitted for cost of road survey for the sum of $94.50.
The Code Officer reported that release of Bond for Triple D. Property, Aaron Rowles will not resume logging until January 2017 on Flegal Road.
The Code Officer asked the supervisors to approve the release of Bonds for Airport Road for RES Coal. The road has been inspected by the Roadmaster. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Code Officer reported that Swisher Contracting, Inc. has requested release of reclamation bond at the Novey Operation. State 1, 11 and 111 Bond release. Streams in this area are 3 unnamed tributaries of the Moose Creek.
Code Officer Finkbeiner also reported that she received notification from PA State Grange Association that the grange on Old Erie Pike has been purchased by Mickey Moore and that his plans is for it to be restored and used as a community center.
Code Officer Finkbeiner reported that to date the township has received 350.00 in Code Violation fines, completed 57 Smoke Test for Property Owner Transfers, completed 134 Zoning/Building Permits.
She also thanked the Lawrence Township Police Department for their assistance at complaints that she had to handle.

Roadmaster Woodling reported that HRI was ¾ done with the Paving Project.
The Roadmaster received information from Penndot for possible signal work providing pedestrian facilities at the Leonard Street and Woodland Road intersections as well as at the Clearfield Mall intersection. A brief description was submitted to the township for review of the project.
Roadmaster Woodling reported that he attended a Pre-Construction meeting with Stiffler McGraw and the Contractor for the Flegal Road Bridge Project.
Roadmaster Woodling submitted a proposal from Dufour, Inc to upgrade the Street Lights at the Hyde Bridge intersection to LED in the amount of $1,741.00. William Lawhead motion to approve the upgrade of the street lights, Randy Powell second. Motion carried.
The Roadmaster is working on gathering the information to submit a Dirt & Gravel Road Project and will have ready for approval at the next township meeting.
The Roadmaster received a quote from Rudd Equipment in the amount of 7,981.86 to install a blade float on the Volvo Grader. William Lawhead motion to approve the purchase from Rudd Equipment, Randy Powell second. Motion carried.
Secretary/Treasurer’s Report:The Secretary submitted a request from the Roadcrew to continue the (4) 10 hour work days with Monday thru Thursday until the end of October with the hours to remain at 5:30 A.M. to 3:30 P.M. William Lawhead motion to approve, Randy Powell second. Motion carried.
The township received a request for a Sewer Exoneration for Tom & Brenda Grice at 132 Paradise Road. This is located at their camp and does not have sanitary sewer connection. William Lawhead motion to approve the Sewer Exoneration, Randy Powell second. Motion carried.
The Secretary submitted the quote from Lezzer Lumber to Picnic Tables for the Recreational Park. They agreed at a price of 200.00 per 8’ table and will stain them to help with weather proofing and will put the tables together at a total of 15 tables. William Lawhead motion to approve the purchase of picnic tables from Lezzer Lumber at 200.00 each, Randy Powell second. Motion carried.
The Secretary reported that the township still needs to have a contractor to do the sewer repairs for residents that had issues with their laterals when Stiffler McGraw performed the Smoke Test. The township is responsible for those laterals until the Pennvest Loans are paid off. The Secretary is to contact Stiffler McGraw and get specs and description of work and estimate of repairs so they know if the township will need to advertise the project for bid.

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of August was submitted for the supervisor’s review.
The Secretary presented a letter of interest from Kevin Wisor, Sr asking to be appointed to the Recreational Park Board for the unexpired term of March 18th, 2017. Randy Powell motion to approve the appointment of Kevin Wisor, Sr. to the Recreational Park Board with the unexpired term to run until March 18th, 2017, Daniel Mitchell second. Motion carried.
The Secretary asked the supervisors if they wanted to set Trick or Treat night to be the same as Clearfield Borough. They plan for October 31st, 2016 from 6:00 PM-8:00 PM. The Supervisors agreed to set it for the same night as Clearfield Borough.
The Secretary asked the supervisors if they wanted to make any changes to the Recycling Schedule. It currently is once a week with pick-up in two areas twice a month. The income from the materials in usually under 10.00 per week and we realize it is a service to the community that the township is willing to do but with all the more that is being picked up we can change to schedule to once a month in each area. All supervisors agreed and asked the Secretary to talk with the Recycling crew and get a schedule that works for them.
The Secretary presented the 2017 MMO for the Pension Plans that was prepared by Mockenhaupt Benefits Group.

The Supervisors can approve, at the 2017 Budget meetings, to increase the Police Plan MMO to a higher amount if they wish to help the underfunded plan.
The Secretary presented recommendations from the Township Safety Committee for updates to the township buildings. They recommend installing Steel Doors between the office area and the garage to eliminate smells from the trucks running and cold weather from the garage doors being open. She also presented a drawing of the Police Department office area to make the front door Handicap accessible but also more secure. The supervisors agreed with the recommendations and Supervisor Powell will get estimates from contractors for the upgrades.

Solicitor Naddeo explained that the supervisors would not be able to make any exceptions because it is under their codes for the Conditional Use and Timbering Permits. The Code Officer did speak with Mr. Fox and explained that he could possibly do a Land development, which he intends on doing anyhow, and go that route with his project.

The township Planning Commission reviewed and approved contingent on outstanding documents being signed, awaiting receipt of Road Bonds, Excess Maintenance Agreement to be signed and receipt of applicable fees prior to commencing work. The Secretary also asked permission to attend the Secretary Roundtable that is scheduled for October 19th, 2016 in Goshen Twp. All supervisors agreed she could attend as in the past.
The Secretary reported that she started working on the 2017 Budget but still needs more information from the Insurance Agencies etc before she can do a lot of work on it or start having Budget meetings. Hopefully we can set some dates at the next township meeting.
The Secretary spoke with the two employees that do the recycling for the township and they are fine with the pick up just on the 1st and 3rd Thursdays of each month. She presented the new Recycling Schedule and will have it posted.
The Secretary reminded the supervisors that there is a CDBG Public Meeting on October 18th, 2016 at 6:45 P.M. before the regular township meeting.

Solicitor Naddeo was contacted by the Code Enforcement Officer regarding and application for a Pet Cemetery in a Rural Agriculture area. Mr. Naddeo felt that the township zoning does allow under Special Exception for this use but it would need to go before the Zoning Hearing Board for the Special Exception. The Pet Cemetery would also be regulated by the state.
Recreational Park Board: The Secretary presented a concern from the Rec Park Board regarding individuals bringing their pets to the park and taking them on the fields and not cleaning up after them. The Secretary is to order bags again for pet refuse disposal and look into the current regulations for pets on the ball fields. Randy Powell motion to approve posting signs for no pets on the ballfields, William Lawhead second. Motion carried.
The Secretary also reported that the new picnic tables have been delivered to the Rec Park. She asked the supervisors what they wanted done with the old ones as some of them are still in good shape or may just need a board or two replaced. The Secretary is to contact the Glen Richey Fire Company to see if they would like a few for their park and then contact other municipalities to see if any of them would like tables for their parks.
Code Enforcement Officer: The Code Officer let the supervisors know that the Special Exception that goes before the Zoning Hearing Board is scheduled for October 24th, 2016 @ 6:30 P.M.

The Code Officer reported that the items from the recent smoke test that were the township’s responsibility to repair were completed by James Hoyt Plumbing.
The Code Officer also reported that the Clearfield County Solid Waste has scheduled a Tentative Date of March 24th, 2017 for Electronics drop off but you must be preregistered.
Roadmaster’s Report: Ron Woodling updated the supervisors on Pump Station #9 and that the manhole at Wolf Run was cleaned up. They also had two sewer backups that they had calls on.
Secretary/Treasurer’s Report: Treasurer’s Report for the month of September was submitted for the supervisor’s review.
The Secretary let the supervisors know that there are workshops at the Clearfield County Department of Emergency Services pertaining to Hazard Mitigation scheduled for October 25th, 2016 with one from 2-4 PM and the other 6-8 PM. The supervisors gave her the times that they would be available so she could get them registered.
The Secretary prepared two drawdown of funds from CDBG in the amount of 175.00 and 2,536.10 and asked for approval for the drawdowns and authorize the chairman to sign the forms. William Lawhead motion to approve, Randy Powell second. Motion carried.
The Secretary presented a Sewer Exoneration for RES Coal that was submitted at the previous meeting but was tabled for more information. The building is more than 649’ from the sewer line. William Lawhead motion to approve the Sewer Exoneration, Daniel Mitchell second. Motion carried.
The Secretary/Treasurer asked permission to transfer 165,000.00 from the TAN Savings Account to the General Fund to pay for the balance of the paving project to HRI. Randy Powell motion to approve the transfer of funds, William Lawhead second. Motion carried.

Randy Powell: Supervisor Powell presented an Agility Agreement with Penndot District 2-0 that Penndot would paint the lines on Bud George Blvd and Industrial Park Road if in exchange the township would provide services to sweep their parking lot in the spring of 2017 and 2018. Police Report: Officer Ralph Nedza presented the report for the Police Department. The Stats for October was submitted for the Supervisors review.
Officer Nedza reported that the Officers began the fall wave of the Pa Department of Transportation Aggressive Driving enforcement project, commencing on October 24th, 2016. Coordinators of the fall project are encouraging officer focus on the Drive Right Pass Left Law, in addition to speeding and Work Zone Enforcement area infractions. The first wave is scheduled for (4) weeks, lasting through November 20th, 2016.
Officer Nedza reported the Officers recently attended two specialized training events. A one day symposium was provided by the Pa Commission on Crime and Delinquency specifically addressing Human Trafficking and the victims of sex trafficking. The training addressed protocols to coordinate law enforcement response of federal, state and local police agencies.
A second training provided by the Commonwealth of Pa, Institute for Law Enforcement Education, supplied certification training for officers needing recertification for changing narcotics identification and related violations dealing with controlled substances.
Officer Nedza reported that the Department received a generous donation on October 10th, 2016 from the Clearfield Benevolent and Protective Order of Elks. A check was presented to the police department in the amount of 750.00, designated to support ballistic proof equipment used by the agency in the course of its duties. We extend appreciation to the members of our BPOE in support of the local law enforcement community.
Members of the department participated in (2) public service events held in October. The first, a repeat invitation, to the Presbyterian Pre-School center of Clearfield held October 6th and 7th. There officers entertained (3) classes of approximately 85 students with a “Stranger Danger” presentation at the pre-school, complete with educational material and an after classroom tour of the police vehicles.
Officers also participated in a separate community event, the 10th annual Harvest Festival held at the Hyde Wesleyan Church on October 22nd, 2016. Officers assisted in the “Trunk or Treat” portion of the festival, handing out candy and age appropriate literature/coloring books regarding safety to children at the event, with an estimate 800 people attending.

Officer Nedza also reported the departments newly acquired police department utility vehicle, the 2013 Ford F-150 4 wd. Four door truck, purchased to replace its 2004 Ford Expedition SUV counterpart has returned from lettering. The graphic installation was supplied by Full Throttle Sign Company of Clearfield and exceeded expectations. The vehicle is now in service in time for the winter weather driving season.
Solicitor’s Report:Mr. Naddeo prepared a letter to the Teamster Union regarding the change in the Health Insurance and asked the supervisors to pass a Resolution to sign the side letter agreement for both the Police and Highway Department employees. Solicitor Naddeo received a letter from Cowan Law Group indicating they would review the townships Cable Franchise Agreement free of charge. The Solicitor felt that this firm would possibly be more familiar with this type of agreement then he might be and suggested that since there is no fee they should consider having it reviewed. The Supervisors authorized Mr. Naddeo to contact Cowan Law Group and have them review the townships agreement.
Solicitor Naddeo reviewed the Consolidation documents and had some comments and concerns with items in the Charter. He would review those concerns with the supervisors.

Roadmaster’s Report; Roadmaster Woodling reminded residents that the roadcrew continues to pick up leaves. The crew is also continuing to repair berms that were damaged from storms.
The Roadmaster received quotes for a new truck and reviewed the quotes with the supervisors. Randy Powell motion to approve and accept the quote from Walsh Equipment to purchase the 2017 Ford F550 with the proper plow in the amount of 77,094.00, William Lawhead second. Motion carried.
Roadmaster Woodling reported that some of the units that were sold on Municibid have been picked up and the wrecker was paid for and should be picked up over the weekend.
Roadmaster Woodling asked permission for two of the seasonal employees, Gary Straw and George Jacobson to return to work on Wednesday November 2nd, 2016. Randy Powell motion to approve two seasonal employees as requested to return on November 2nd, 2016, William Lawhead second. Motion carried.
Secretary/Treasurer’s Report:The Secretary reported that a term on the Township Planning Commission would expire the end of December and asked if they wanted the position advertised. William Lawhead motion to advertise the position on the Planning Commission, Randy Powell second. Motion carried.
The Secretary also reported the equipment that was sold on Municibid and the amounts that the township received. 2004 Ford Expedition-1,450.00, Bolens Mower-285.00, Cub Cadet Mower-375.00 and Kaiser Wrecker-1,350.00.
The Secretary/Treasurer reported that the township received funds from Clearfield County submitted for the expenses to date for the Flegal Road Bridge Project in the amount of 18,634.00. The township also received 17,121.00 from Atlantic Broadband for the quarterly Cable Franchise Fee.

The Secretary asked for a motion for Clearfield County to submit the 2016 CDBG application and authorize the chairman to sign. The Secretary was asked to look into a possible grant the township could apply for to purchase a new leaf vac unit. The Secretary spoke with Lisa Kovalick at Clearfield County and she located one thru USDA Community Facilities Grant that would be a grant/loan. Code Enforcement Officer: Ms. Finkbeiner presented the Lot Consolidation for Penn Highlands from 3 lots to 1 lot on River Road.
The Code Officer reminded residents that all Electrical work must be approved by the Inspection Agency.
Roadmasters Report: Ronald Woodling reported that the last day for Leaf Vac pick up would be Friday, November 18th, 2016 with the possibility of extending it until Monday, weather permitting. They need to get the trucks ready for winter before the Thanksgiving Holiday. They will continue to pick up bagged leaves and asked residents to call when they have them ready.

The Secretary had previously reported that when the Audit was done for the Pension Plans there was a finding for the Police Plan for not adding a new employee into the AG-385 Report, therefore the township did not receive the total allocation that they are eligible for from the state. Once the audit was completed the state sent the township the underpayment funds in the amount of 7,842.00. This was from the 2015 reporting year. Even though the township has already paid the required MMO into the Police Pension Plan it is recommended that the township also put these funds into the Police Pension Plan and this may help offset future Police Plan MMO’s from increasing. Randy Powell motion to transfer the funds in the amount of 7,842.00 from the General Fund to the Police Pension Plan, Daniel Mitchell second. Motion carried.
The township received the Dirt and Gravel Road Agreement which requires the chairman’s signature. Randy Powell motion to approve the chairman to sign the agreement, Daniel Mitchell second. Motion carried.

The township received a request from Clearfield EMS asking the township to include their volunteers on the townships Workers Compensation coverage. It was explained that under Pennsylvania Workers Compensation Insurance the local municipality is responsible to cover EMS Volunteers and the Clearfield EMS is in Lawrence Township. The townships Insurance Agent presented an amount of 2,744.00 to add on the additional coverage. Presently EMS only has 2 volunteers on staff. Randy Powell motion to approve adding the EMS volunteers to the townships Workers Compensation coverage but the Secretary is to contact our agent about the rate to see if it is the same even though there are only two volunteers, Daniel Mitchell second. Police Report: Sergeant James Glass presented the Stats for the month of November for the supervisor’s review.
Sergeant Glass reported that Officers completed the 1st wave of the fall 2016 Pa Department of Transportation Aggressive Driving Enforcement project which began on October 24th, 2016. During this time officers logged a total of 40 traffic stops. As a result, 22 citations were issued for various violations that included speeding, seat belt infractions, traffic control signals or devices and (1) fugitive from justice arrest. The second wave of the project is scheduled to continue through the December holiday driving season.
Safety repairs were completed to the department vehicle fleet, specifically the 2014 Chevrolet Caprice patrol car November 15th. A total of (3) safety recalls were performed to address air bag deployment, power steering assist and a seat belt tensioner cable replacement. The issues were corrected promptly by Johnson Motors of Dubois and the vehicle was returned to service the following day.
A reoccurring problem with the office facsimile machine has occurred several times over the last month, impacting the exchange of data between the department and Clearfield County Communications, as well as normal business with other county offices. A request to consider upgrading the current office facsimile service was suggested and preliminary steps to secure estimates for replacement. The Police Department consumes approximately (1) case of 5000 sheets of printed material per month. The estimated expense with replacement toner yields about .03 cents per copy. Limited data for comparison exists; however one local source has anticipated a savings about 2,100.00 per year. Sergeant Glass requested the board relate their experiences with devices capable of serving as an “All in One” printer scanner fax and copier, as to cost effectiveness vs. that of separate devices. Sergeant Glass thanked Tom & Brenda Grice for donation to the Police Department. The department is truly thankful for their recognition and continued generosity in support of our agency and area policing again this year.
Sergeant Glass also thanked the Christian Missionary Alliance Church for their thoughtfulness in the delivery of prepared turkey dinners for on duty officers who were unable to spend time with family on Thanksgiving.
Solicitor’s Report:Mr. Naddeo received a letter from Bill Kriner from Shannon Land & Mining indicating that they would like to donate to the township the land located in Glen Richey that the township uses to stockpile materials or store road equipment. Code Enforcement Officer:Supervisor Powell presented a request that the Code Officer received for release of Road Bonds for St Marys Lumber Co. on Pifer and Flegal Road. William Lawhead motion to approve contingent on the Roadmasters inspection of the roads and approval, Randy Powell second. Motion carried.
The Secretary presented information in the Code Officers absence: The Code Officer wanted to remind all property owners in the Country Club and Long Meadow area that once again it is being investigated and reviewing is being done of I & I, because the manhole on Village Road running full flow of storm waters. Reminded residents that all sump pumps and downspouts must remain separate from the sewer system. Fines can and will be issued up to 1,000.00 for failure to comply.
The Code Officer also wanted to remind property owners with horses, chickens, ducks, goats, etc that all animals including but not limited to domestic pets, such as dogs, cats, birds, livestock, and poultry must be contained on your property. Free ranging animals causes nuisance to surrounding properties and fines will be issued. Mulch beds are being torn up, shrubs and planting are being destroyed. The property owners have a right to remove such nuisance from their property. These livestock and poultry may be protected under Agricultural laws for noise but not destruction of neighbor’s property.

Secretary/Treasurer’s Report:The Secretary presented a request from Clearfield School asking to continue the purchase of Road Salt from the township for the 2016-2017 School year. William Lawhead motion to approve request, Daniel Mitchell second. Motion carried.
The Secretary asked permission to drawdown funds from CDBG in the amount of 2,536.10 and authorize the chairman to sign the drawdown and also to drawdown funds in the amount of 5,763.25 and authorize the chairman to sign the form once Stiffler McGraw has completed the form. The township previously received a request from Clearfield EMS asking for donation from the Act 13 Funds that the township received. The Supervisors did discuss the request and had previously asked them to contact other municipalities and also ask for funds from them but Lawrence Township did not respond if we would give them a donation. William Lawhead motion to authorize the Secretary to send Clearfield EMS a letter that Lawrence Township will match funds that Clearfield EMS received from other municipalities that they requested funds from, Randy Powell second. Motion carried.

Present Secretary Barbara Shaffner, Roadmaster Ronald Woodling, Solicitor Linda Lewis, Jeff Corcino, Wendy Brion, Jim Moyer, Randy Lemmo, C. Alan Walker, Eric Rowles, Brian Lytle, Jeremy Ruffner, Elliott Neeper.
Public Comments: Representatives from the Consolidation Study Committee were present to present information and answer questions to the Board of Supervisors and Public for the possible consolidation between Lawrence Township and Clearfield Borough.
Brian Lytle, (Co Chairman of the Committee) offered to answer any questions or concerns regarding the possible consolidation. He asked that when the supervisors vote in January that it would be an affirmative vote and let the voters make the decision for the consolidation.
Randy Lemmo, a committee member, also asked that the Supervisors let the citizens made the decision.
James Moyer, a committee member, also felt that the voters should have the final decision.
He also commended the Fire Companies, Fire Police and Police Officers that were at the structure fire earlier today off Mt Joy Road at the Boal property.
- Alan Walker felt that the consolidation is the key to the future. He felt that there is a concern for the economic development of the area if the consolidation is not done.
Jeremy Ruffner, Volunteer Firefighter from Mill Road Fire Company, explained that the publics concerns is that somethings still need hammered out for the Fire Companies structure. There is presently a lot of difference between the Township Fire Companies and Clearfield Boroughs. Clearfield Borough owns the Fire Companies buildings, maintains the buildings, and pays all the expenses. The Township Fire Companies receive a yearly donation, but that does not even begin to cover the expenses. Bill Lawhead explained that when the Sub-Committee for the consolidation had a meeting, which included all the Fire Companies Chiefs, the decision was made to leave the Fire Companies alone for now. There was a concern about the debt that is owed by two of the township Fire Companies. There was also a position for the possible consolidation for a Safety Personal Position that would oversee all the Companies. Jeremy Ruffner asked if that person would be qualified to hold that position, and the response was that would be up to the new Council of Government, but also hope they would take that into consideration. Randy Powell also felt there is a concern for how the funds will be distributed.

Solicitor’s Report:Ms Lewis reported that Shannon Land and Mining did sign the Deed for the property off of the Clearfield-Glen Richey Hwy that the township has been using to store equipment and road materials on. It is approximately 1.9 acres that was donated to the township.
Mr. Naddeo did receive a response back from Cohen Law Group that offered to give the township a free legal assessment of our cable franchise agreement. It was determined that the township is entitled to get 5% of the income and there are different types of income that we are eligible for. After reviewing all the information necessary they would prepare a detailed written request to Atlantic Broadband for all franchise fee information and documents relevant to the municipalities and applicable to the franchise fee audit. There would be a flat fee of 5,900.00 to perform the audit for the township.
The Board of Supervisors all agreed not to accept their quote for services.
Recreational Park Board: No Report.
Code Enforcement Officer: No Report.
Roadmaster Report:Roadmaster Woodling reported that the roadcrew has been plowing and ashing and asked residents to remember to not park in township right-of-way so they are able to do the plowing. The crew has also done some repairs to stop signs.
The roadmaster also reported that the roof at the Hyde building is leaking and water got into the record storage area. The area was frozen over and blocked the drain. He suggested that they do 10’ up and the valley to stop the leaking.
There is no word yet on the statis of the new truck that was ordered.
Secretary/Treasurer’s Report:The Treasurer’s Report for the month of November was submitted for the supervisors review.
The 2017 Budget was advertised and ready for approval. William Lawhead motion to approve the 2017 Budget, Randy Powell second. Motion carried.
The Secretary reported that the township received a letter from the Department of Conservation and Natural Resources that the township has been approved for the grant submitted for the Recreational Park in the amount of 28,800.00.
The Secretary reported that the township only received one letter of interest for the position on the Lawrence Township Planning Commission and that was from Brandy Owens asking to be reappointed.
Randy Powell motion to reappoint Brandy Owens to the Planning Commission with the term to run until December 31st, 2020, William Lawhead second. Motion carried.
The Secretary also reported that she received the financial statement from the Hyde Fire Company showing their Income and Expenses for 2015. William Lawhead motion to approve paying the Hyde Fire Company’s 2016 budgeted contribution, Randy Powell second. Motion carried.

The Secretary asked permission to pay the Fire Escrow funds to John & Catherine Ross in the amount of 33,205.07 for the fire at 2113 Highview Rd. Supervisor Lawhead asked if it was determined who the person was that had their vehicle backed into the township’s Salt Shed and was taking salt. Roadmaster Woodling did not know who it was that had taken the salt. Supervisor Lawhead asked the Roadmaster to install a camera at the Salt Shed in case it happens again.

Eric Rowles complained about an issue on Proud Road that Waroquier Coal is hauling again on Proud Road and Lawrence Grange Road and wanted to be sure the township knew that. Roadmaster Woodling explained that they were sent a letter and in the spring Waroquier’s will supply the township with stone for the road, but in the meantime the township will maintain the road.
